Procedu ;. re to Res nd p et within 200.:feet of. the c ihject tract`or (an interested citizen), I approve : protest)_-: dio have the following comments We, Robert W.Jetton Ill and Melissa D.Jetton,3508 Regent Drive,Grapevine,Tx 76051 are protesting this new development plan for several reasons.We have seen this property flood in the past and question the new flood control plan.We certainly question the proposal to bring in fill dirt for the base of new homes with a flood zone base already present.This area is considered a one-way in and one-way out subdivision which works fine for our number of current residents and it also creates privacy we all enjoy.By adding many homes as planned will create traffic congestion,significant road maintenance and road noise.At the highest level,a construction plan and flood control plan must be addressed with many experts understanding the consequences.Additionally,breaking ground on a property this size will create serious disruption of all wildlife living there for many years.This should be a serious concern as far as coyotes,bobcats,fox and especially poisonous snakes i.e.,copper heads who live heavily in this property.If there homes are disrupted this wildlife will certainly filter into our current subdivision.Who will be held liable for forcing possible deadly creatures out when we are trying to protect our young children,elderly and pets in the Windsor Forest neighborhood? Increasing the number of residents significantly with the new density plan for smaller lots and more homes is a traffic concern because there is only one way in and out for emergency vehicles. We have seen half of this property under water over the past 15 years and question the proposed new flood control plan. We question the structural stability of these new homes that would be built on all that fill dirt. Valley Ranch, Las Colinas and several other areas built in locations with flood water issues have had serious structural problems. A proper study must be done to assure this new flood control plan will work. Also, the condition of the road itself must be seriously addressed for traffic and flooding. Finally, this property has been a sanctuary for wildlife and nature can't be ignored. This planned development will disrupt the balance of nature in our area. We are opposed to the rezoning of 21.67 acres from R-20 to R-12.5 for density reasons. There is only one way in and out for access by emergency/police vehicles. Parr lane access is narrow with limited curb and structural support. We have seen half of this property flood several times over the years, and are concerned about a flood control plan, adequate drainage, the structural support of homes to be built and the ability to "fill" in acreage that is a flood plain. We have lived here for over 20 years and we believe that the City of Grapevine has been intentional with limiting excess growth and protecting our greenbelts and parks—which preserves the feeling of a small town and a little bit of cherished country left in this area. Removal of several very large trees are proposed which will alter the beauty of this area forever. In addition, the disruption to the wildlife which is voluminous in this area will be horrific. i We urge the city council to deny the zoning request change from R-20 to R12-5 for the reasons stated above and to minimize the disruption to the Parr Park ecosystem, and to preserve the existing mature oak trees along Parr Lane. To the above-mentioned parties Re: File#:Z21-02 GRAPEVINE PARR LANE ADDITION.The applicant is requesting a zone change to rezone 22. 155 acres from " R-20"Single Family District to " R- 12.5" Single Family District for the development of 27 single family detached residential lots. As a resident of Grapevine and property owner of Lot 1R, Block 1,Vineyards Addition 44729H commonly referred to as 2944 Parr Rd, ("Our Home"). Our Home is located directly adjacent to the subject tract currently zoned R-20 Single Family District commonly referred to as 2926 W.T. Parr Lane. We contend that the notice of public hearing Grapevine City Council and Planning and Zoning Commission and the posting of the agenda for this meeting,which contains significant rezoning applications, did not provide reasonable notice or details sufficient to form the Petition of Opposition. Sec. 19.35 Zoning hearings, procedures and rules stipulate that (b) regular meetings be held the third Tuesday of each month. Sec. 19-36.Zoning hearings, procedures and rules (d) Petitions of Opposition are allowed to be submitted by 5:00 p.m. on the day before the hearing. We contend that the notice of the meeting having been received the week of June 7th 2021 and and the time between posting of the agenda, application and plat details,June 11th 2021 Friday of that same week and the Written comments due by Monday June 14th, was insufficient to prepare a Petition of Opposition and we ask that this letter although produced after the date required be considered made. We request a 90-day continuance of the consideration of the application for rezoning to R-12.5 Single Family District. We were not given timely and sufficient notice of this rezoning petition. The time provided was inadequate for us and our neighbors to fully understand the (1) rezoning procedures and (2) debate the impact and consequences and to (3) intelligently seek the appropriate controls and intervention by the city council and the planning and zoning authority presiding over such change. The City Planners had a vision for Grapevine when they developed the plan which contemplated this tract of land, identified as 2926 W.T. Parr Lane, and zoned it R-20 Single Family District. We relied on this plan and their vision when we acquired Our Home. The actual notice period is insufficient to truly assess the impact and benefits to the citizens of grapevine who are property owners adjacent to or within the proximity of the propped 2. This change does not provide a benefit to the citizens of the City of Grapevine 3. This change adversely effects the interests of the citizens who reside adjacent and near the subject real property which is the subject of the proposed change as follows: A. The change would result in the devaluation of citizen's real property adjacent and near the subject real property; B. The change would adversely effect the environmental stability of the subject area; C. The change would be inconsistent and outside the scope of the current Zoning regulations which were relied upon by the adjacent and nearby real property owners when the subject real property owners purchased their potentially effected residences and real property. D. The Change would adversely effect the flow and erosion of both public and private property adjacent to Little Bear Creek. (Evidence of such accelerated erosion can be seen as a result of construction both up and downstream from the subject property.); E. Limited ingress and egress from the subject property poses safety and congestion issues where to homeowners, pedestrians and motorist. The effect resulting from the change to the Zoning Ordinance would allow the subject property to contain more new houses at a greater density than the current zoning allows. We don't seek to stop the development of the subject property, we merely argue that the change is prohibited because of the aforementioned issues and the items highlighted below. Page 2 of 3 Grapevine has established the zoning regulations and the districts and have been made in accordance with a comprehensive plan heretofore adopted and approved for the purpose of promoting health, safety, morals, and the general welfare of the City. The zoning regulations have been made with reasonable consideration, among other things, for the character of the district and its special suitability for the particular use, and with a view of conserving the value of buildings and encouraging the most appropriate use of land throughout the City. We oppose the development of the land due to concerns about flood control and a loss of natural greenspace, and we strongly oppose the re-zoning proposal due to potential public safety issues because of Parr Lane being an exceptionally narrow roadway. We have three major concerns: 1. Parr Lane traffic: Parr Lane traffic is currently limited to residents of the Windsor Forest development. The current road is just barely sufficient to handle the traffic of this community. The road also crests on a hill with an inability to see oncoming traffic on the other side of the hill. This has led to occasional safety issues and "near miss" incidents on the roadway between two vehicles,and between pedestrians and vehicles. In addition,there is zero space to accommodate parked service vehicles,which is periodically necessary. If an additional development is built,this would greatly increase traffic along Parr Lane, increasing the risk of accidents significantly. We believe public safety would be especially compromised if the re-zoning proposal is approved, increasing the population density in the area. If the proposed re-zoning is approved,then this must be accompanied by a plan to revise and expand Parr Lane to accommodate the increased traffic. Please note that we would not support an extension of Parr Lane to Heritage Road, as the net effect of this would be an additional increase in traffic as a "shortcut"to Parr Park from Heritage and the 114/121 corridor. 2.Concerns about flood control: The vast majority current property proposed for the Parr Lane Addition lies below flood plane and therefore serves as an important flood control pool for properties downstream of the area. Toll Brothers proposal to grade earth from the higher elevation portion of the space as well as dig a flood control pool on the eastern side of the development to raise the development above flood plane simply addresses the issue of the low-lying property for future home buyers. However,there have been numerous instances of the property serving as a critical "release valve"for high water flow through Big Bear Creek. We question whether a thorough flood analysis has been completed by the city. Will the small reserve pool proposed by Toll be able to handle the necessary water volumes in the case of severe flooding,which has become more frequent in recent years? We have significant doubt in this regard. If the flooding exceeds capacity of the Toll flood control plan,the water will simply not flow peacefully downstream, but has the real potential to overflow into other properties downstream, or potentially upstream. Parr Park itself is frequently under water after heavy rains,and we raise the significant concern that this will be exacerbated by the proposed development. 3. Loss of natural green space along the Bear Creek Trail In 2017, residents of Grapevine previously strongly opposed the Heritage Avenue bridge extension that would lead to an increase in noise, pollution, and traffic over the Big Bear Creek Trail system as well as lead to a significant loss of the natural green space in the area. If the proposed Z21-02 Parr Lane addition proceeds,the addition will alter the natural, countryside feel of the area, which many Grapevine residents view as a signature part of the appeal of Grapevine in contrast to many completely built-out suburbs within the Metroplex. The addition of houses on the track of land will certainly be seen from the walking trails taking away from the enjoyment of the nature walk. In addition,there will be a significant increase in noise and traffic along the Big Bear Creek Trail as the development will abut the western side of the creek. A second concern is the impact of loss of this space on local wildlife populations. A number of bird populations are observed this land regularly, including Mississippi kites, red-tailed hawks,crows, hummingbirds, bluebirds, herons, owls, cardinals and numerous other species. We ask that Texas Parks and Wildlife assess the land for impact on endangered,threatened,or protected species prior to approval of this addition. In summary,the Parr Lane addition should not proceed until: • The impact on Parr Lane traffic has been carefully evaluated and mitigated • A thorough analysis of the potential flood control impact to upstream (including Parr Park) and downstream properties has been completed and all issues addressed. • The community and city leadership consider whether the continued loss of open greenspace is in the best interests of current residents and the future of the city. We,James L and Rita A Mathine,2805 Kingswood Dr,Grapevine,TX 76051,are protesting this new development for several reasons as-follows: Traffic flow on Parr Lane will be severely compromised by increasing the density of residents with houses on smaller lots.We have 1/3 acre lots in Windsor Forest and it is our understanding Toll Brothers in proposing 1/4 acre lots.There is only one way in and out of this area on a narrow two way street. Emergency vehicles would have difficulty entering the area due to traffic congestion at the stop sign on northbound Parr Road at Parr Lane.We already share that location with numerous visitors to Parr Park and adding a large volume of traffic will jeopardize our safety in the event of an emergency. • The lower(easternmost)portion of this property is in a flood plain. On at least two occasions we have witnessed this part of the property completely under water,with water on Parr Lane at one time.On that occasion,we had to exit on Windsor Forest because it was not safe to exit from Regent to Parr Lane,as normal Eliminating this large basin for accumulation of flood waters will jeopardize property owners downstream who back up to Bear Creek.We believe an independent study needs to be completed to evaluate the effects of disrupting a flood control plan that has been In place for decades. Parr Road I protest the zoning change and have the following comments: The proposed development should include a plan to improve access for the new homes. This development would create one of the busiest residential intersections in the city at W.T. Parr and Barberry Road. This intersection is the only entrance/exit for 91 existing single-family homes on Parr Lane(55 residences)and O'Dell Court(36 residences). Most neighborhoods of this size have more than one entrance/exit. This is already the second largest group of homes in the city served by a single two- lane intersection.The proposed development would increase residential traffic through W.T. Parr and Barberry by 30%funneling 118 residences through this two-lane intersection. This is in addition to the traffic coming and going through this single entrance to Parr Park.The City continues to improve Parr Park and the park has increased in popularity in recent years. Parr Park generates 100's of transits daily through this intersection in addition to the residential traffic. To mitigate this traffic impact the development plan should include an extension of Parr Lane to Heritage Avenue which is a four-lane road. This would give our new neighbors direct access without sending more traffic down W.T. Parr which is a two-lane road. This extension was in the original master plan for the city and does not need to include the controversial Heritage bridge connector. A Parr Lane extension would not cross Big Bear Creek and would not impact the popular Wall-Farrar Nature Trails. To create direct access for this new development Parr Lane should be extended past Regent 350 feet to Heritage which would need 500 feet of new roadway. Extending Parr Lane to Heritage Avenue would help alleviate traffic for the home-owners along W.T. Parr, Barberry and Woodland Hills. It would also provide a needed second entrance to Parr Park and surrounding neighborhoods for public safety. If the zoning change is approved the City of Grapevine should ensure that the development proceeds with access for the new residents. My husband, Jeffry, and I live at 3400 Hightimber Drive (STONEWOOD (GPV) Block 1 Lot 7). I am writing to express our concern regarding the Toll Brothers' request to rezone Lots 1-27, Block 1, Grapevine Parr Lane Addition for 27 new homes. As an interested citizen within close proximity of the proposed rezoned lots, we continually struggle with traffic concerns on W. T. Parr Road as well as on Barberry Road (especially as it intersects with Pool Road which offers an additional outlet to major thoroughfares). Parr Park is frequented by many families looking for a recreational site and has seen an increase in foot traffic since Covid (e.g., the Parr Park Rock Trail which has become a catalyst for citizens' expression of the times in which we live). Though the city has invested in additional signage at 4 way stops on WT Parr Road and beyond, we continue to see a failure by many to adhere to speed limits/traffic signs. We are concerned for the well being of adults (including ourselves), children, and pets who frequent the Park and surrounding residential streets. An additional 27 family homes will simply exacerbate these issues by increasing traffic flow. Please note our protest to the Toll Brothers rezoning request as outlined above.
