On Tuesday evening, February 19, 2013 at 7:30 P.M. in the City Council Chambers, 2nd
Floor, 200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning
Commission of the City of Grapevine will hold a public hearing to consider the following
items:
Z12 -11 - Westwood Development Group - submitted by Westwood Development Group
for property located at 105, 107, 113 & 115 South Main Street and legally described as
Tracts 7, 7A, 7B, 7C, 7D & 8, Abstract 946 Archibald Leonard Survey. The applicant is
requesting to rezone 0.711 acres from "HC" Highway Commercial Development to "CBD"
Central Business District for the development of a multi use building. The property is
currently zoned "HC" Highway Commercial and is owned by Westwood Development
Group.
After all parties have been given an opportunity to speak, the public hearing will be closed

REQUESTED ZONE CHANGE AND COMMENTS:
The applicant is requesting a zone change to rezone approximately .711 acres from "HC"
Highway Commercial District to "CBD" Central Business District for the development of a
multi- tenant office /retail building.
It is the applicant's intent to demolish the two structures existing on the subject site both
which are one story in height, totaling approximately 10,000 square feet in size and
construct a new, two story structure comprising a total of 39,601 square feet of leasable
area. The applicant has appeared before the Historic Preservation Commission at a
number of meetings during the past year with the final site layout and building elevations
receiving approval at the Commission's January 23, 2013 meeting.

Based on the applicant's approximation of uses within the new structure (15,993 square
feet of retail; 15,813 square feet of office; 7,795 square feet of restaurant) approximately
195 parking spaces will be required. Relative to the new building layout, there are 15
parking spaces proposed partially located on site on the eastern side of the building along
Jenkins Street; there are five proposed parallel on- street spaces along the eastern side of
Jenkins Street. The applicant intends to utilize the public parking lot at the northeast
corner of Jenkins and Wall Street which contains 143 spaces. Along with another 109 off-
site spaces within the immediate vicinity of the new structure, there are a total of 272

This letter is to verify that your request to rezone 0.711 acres from "HC" Highway
Commercial District to "CBD" Central Business District for the development of a multi -
tenant office /retail building on property located at 105, 107, 113 & 115 South Main Street
and proposed to be platted as Lot 1, Block 1, Hazelwood Commercial Building Addition as
shown on the concept plan was approved by City Council on February 19, 2013. A copy of
the approved concept plan and ordinance 2013 -06 is enclosed.
On February 19, 2013, the Planning and Zoning Commission recommended the City
Council approved the request.
A waiting period of one (1) year between the date an application for amendment to the
zoning ordinance, or a requested change in zoning, is denied by the City Council and a
new application for such a change or amendment is accepted, is hereby established. The
one -year waiting period shall be applicable to all requested amendments and changes for
the same zoning district, or districts, on all or any portion of the property previously
considered for amendment or change in zoning; provided, however, said one -year waiting

Comments Regarding Proposed Parking for North Main Street Protect
The [Project] will offer the community a blend of retail, office and restaurant space on the north end of
Main Street.
Parking for this blended space will be provided with some existing on -site parking, but due to the
limited size of the lot, the adjacent city parking lot will be necessary to provide the majority of the
required parking. The balance of the required parking will be provided by nearby parking spaces located
within 300 feet of the project site. A break -out of the provided parking compared to the required
parking is shown on the attached page entitled "Parking Worksheet."
Due to the blended usage of the buildings space, the heaviest anticipated parking needs would be at the
dinner hour and the next heaviest time for parking would be at lunch. However, we have determined by
previous experience with two prior and similar projects in Grapevine, that the small office user is out of
the office between 40 to 50% of the time Monday through Friday between the hours of 9 a.m to 5 p.m.
which of course allows additional parking for the restaurant and retailers. After 5 p.m., the restaurant
parking needs will peak during the off -hours of office and retail use. Therefore, the majority of the
parking needs will be distributed and balanced throughout the day by the mere fact that retail and
office tenants tend to stay at their business during different hours than when food and beverage parking
demands are the highest.
With the combination of the planned on -site and off -site parking within 300 feet of the project, the
developer feels the parking for this project is adequate to meet the demands of the tenants, customers
and visitors to the site.

Fred, I wanted to let you know of several issues that have been brought up in our internal discussions on the project. I
realize you've been spending your efforts on getting approval though the historic preservation process but as I mention
to you recently there is still the planning and engineering process to go through. I think we'll need to have a meeting to
discuss these things and you'll be getting a call soon to set a meeting time.
Here in bulleted format are some of the issues we need to discuss:
1. The property will need to be platted. Although you're provided dimension control relative to the structure, there is
none relative to the property itself.
2. The balcony on Main Street is an issue that will need to be discussed thoroughly since it is clearly in the ROW.
3. Although we have at least one existing situation where we have private parking protruding into the ROW, the parking
on Jenkins will need to be discussed and at the very least should be angled.
4. As the dumpsters are currently shown, they can't be accessed. The location is questionable as well... immediately
adjacent to a food service provider and their currently established outdoor dining area? If that is were it eventually is
located it will need to be oriented to allow access.
5. There are also questions relative to curb cuts and sidewalk location.
Think about these items and be prepared to discuss them when we have the meeting.

I spoke to Ron Stombaugh. Our critical date with him is on September 18th. Therefore our proposed meeting date of
September 5th will work great for an HPC meeting.
