HomeMy WebLinkAboutItem 23 - Dove Elevated Storage Tank CC ITEM #23 MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: JUNE 4, 2013 SUBJECT: ENGINEERING DESIGN AND CONSTRUCTION SERVICES CONTRACT — DOVE ELEVATED STORAGE TANK RECOMMENDATION: City Council consider approving an Engineering Design and Construction as Services Contract with DeltaTek Engineering in the amount of $49,340.00 plus 10% contingency, forte design and inspection of structural repairs and the interior and exterior painting forte support column and tank of the Dove Elevated Storage Tank, authorize the City Manager to execute said contract, and take any necessary action. FUNDING: Funds are available in the Utility Fund. BACKGROUND: Dove Elevated Storage Facility was built in 1973 and has a tank storage capacity of 750,000 gallons of water. The support base and the elevated tank are made of steel which requires painting. This to was last emptied and painted during the low water demand period between the fall of 1993 and spring of 11994. The City logos were touched up in 2008. Painting systems used on storage tanks typically last 12 to 15 years and the life of said paint systems can be extended with minor maintenance. All interiors of tanks are inspected annually by a certified inspector with the use of scuba diving gear checking the paint system for pitting and deterioration. Last year, staff had DeltaTek perform a full inspection of this tank and it was determined that it needed repainting and some structural repairs performed on the column due to corrosion. Modifications are required to be made to the tank to meet various regulatory agency regulations (TCEQ, AWWA, ANSI, OSHA) as well as improve operational deficiencies. These modifications include replacing the roof vent with a new vandal resistant vent, replacing the insect shield with one that will also shield from dust and other particulate matter and installing a new roof safety rail as well as anti-fall railing on all access ladders. Additionally, we revisited our 2003 proposal associated with repainting and renovation of the Mustang Elevated Storage Tank. For this project, we have now provided a breakdown by task for each items in the Design Phase and Construction Phase associated with this renovation. These tasks and scope of work items are outlined in attached Exhibit A. This facility is located in a residential area and share grounds with a City public park facilities. There are number of wireless entities utilizing this facility for antennas and house their equipment underground in several vaults in the close proximity of this storage tank. Part 1.0—D esin Phase Task 1.01 -- Deltatek Engineering shall prepare renovation contract documents in accordance with the on-site observation and evaluation of the referenced storage facility. The scope of work for Part 1.0,Design Phase, includes plans and specifications to perform improvements required to upgrade this facility to the latest requirements of AWWA 13100, TCEQ, OSHA, and ANSI. Deltatek shall conduct a pre-design site and facility assessment to indentify items requiring removal, replacement, and improvements. Renovation shall include repainting of interior/exterior in accordance with the recommendation of AWWA for Potable Water Storage Facilities, review of available maintenance reports by the City or others. Provisions will be included for full containment per TCEQ requirements. As a part of this renovation, the interior dry will be repainted which requires removal of the existing condensate ceiling and associated piping. Deltatek recommends to removal of the condensate ceiling permanently which is located above the existing mezzanine floor. Task 1.02 -- Design of modifications for AWWA, TCEQ, ANSI, OSHA, Sanitary, and Operational Deficiencies including: A. The roof vent shall be replaced with a new vandal resistant vent. B. The roof vent shall be equipped with stainless steel 16 mesh insect screen and shall be shielded from wind-propelled dust and particulate matter. C. A new roof safety rail to meet the OSHA requirements to include railing with minimum height of 42 inches with a 4"kick plate shall be installed. D. All access ladder shall be equipped with an approved anti-fall rail. E. Any additional items identified in Task 1.01. Task 1.03 -- Preparation of Construction Documents: Deltatek Engineering shall prepare documents for removal of coatings including any abatement of lead-based coatings in accordance with regulatory agencies. The design documents shall include interior/exterior surface preparation and repainting of all steel surfaces. In accordance with TCEQ requirements, a mechanical abrasive blasting machine will be required to prevent abrasive blast media in surrounding areas (only on bowl). A dust collector will be required to collect all dust from tank interior into a f i l t e r system. The filter will be handled a s h azardous waste material and will be disposed of properly with a manifest of disposal site- This includes all waste abrasive blast media resulted from interior and exterior blast cleaning. The grounds underneath tank bowl will be covered to protect soils from possible contamination with lead-based paints. The tank interior wet will be prepared in accordance with SSPC SP 10 Near White Blast and will receive hydro-zinc primer and coated with an NSF- approved epoxy. The tank exterior will be prepared per SSPC SP6 Commercial Blast Cleaning and coated with epoxy/urethane system. The tank interior dry will only receive SSPC SP 6 for surface preparation and will be coated with epoxy. All spaces between rafters and roof plates will be wedged/jacked for proper blast cleaning and repainting. This would prevent nuisance rust bleed over the rafters. All interior antenna cables will require removal by various wireless entities prior to renovation. Remounting of all cables and brackets will be conducted by wireless entities upon completion of this renovation. Additionally, the exterior antenna brackets will require repainting to match the tank exterior. The cost of this task will be Page 1 of 1 observed by the owners of wireless entities. CC ITEM #23 Task 1.04 -- Estimate of Probable Cost of Construction: After completing final plans and specifications, Deltatek will provide an opinion of probable cost for the project in accordance with final documents. Task 1.05 -- Production of Advertising Documents: At the conclusion of the design,Deltatek will provide the City five(5)bound sets of advertising documents(drawings and specifications)for internal use and display to prospective bidders. The plans in the bid documents are folded I I"x17sheets. Deltatek Engineering will distribute Renovation Documents as requested by prospective bidders and maintain an up-to-date plan holders list. A notice to bidders will be issued to potential bidders and advertising agencies such as Dodge Report and North Texas Construction Record(NTXCR). Part 2.0-Project Construction Administration Task 2.01 -- Deltatek Engineering shall assist the City of Grapevine in project advertisement during bidding. Deltatek will provide response to questions during the bidding phase. Deltatek shall attend any pre-bid conference and prepare addendum(s), if required, during advertisement. A. Deltatek will review bids for conformance to the bid documents and provide recommendations for award. B. Coordination with wireless providers. Task 2.02 -- Quality Assurance Observation: Deltatek Engineering shall provide an on-site Field Technician(as required by project activities and not a fall time resident)to perform observation of the work in progress to assist in determining that the project is proceeding in accordance with the contract documents and that the completed work will conform to the contract requirements. Deltatek will not assume responsibility for contractor's performance nor on time completion of this project. On-site representative during renovation will review the work for the following items: A. Steel Repairs and Replacement - Deltatek Engineering shall provide an on-site field representative to review steel structural member replacement, corrosion repairs, and installation of roof hatches, vents, ladders- anti-fall devices, side man ways access tube entrance. and miscellaneous improvements This includes pedestal gravity ventilation insect screens. B. Deltatek will review and comment on shop drawings, equipment diagrams, material samples, test results, and other data that the contractor submits as required by the contract documents. Deltatek will furnish the City record copies of shop drawings for their files. C. Deltatek will review the monthly progress payment requests, submit payment recommendations, and assist in the preparation of change orders to the contract documents. D. Deltatek will conduct final warranty observation jointly with representatives of the City and submit a written report recommending final settlement of the contract. E. Protective Coating Systems -Deltatek Engineering shall provide on-site observation to perform quality assurance for surface preparation and paint application of the tank interior/exterior and perform all required testing in order to comply with manufacture's data sheet as well as specifications. Tests include surface profile measurements, check ambient temperature, humidity, dew point, and metal substrate surfaces prior to paint application. Measure wet/dry film thickness and conduct Holiday Detection only in the tank interior submerged surfaces.
