SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF
BACKLIT STREET SIGNS
RECOMMENDATION:
City Council to consider approval of a resolution forte purchase of backlit street signs
from Consolidated Traffic Controls, Inc. through an Interlocal Agreement for Cooperative
Purchasing with the Houston-Galveston Area Council (H-GAC).
FUNDING SOURCE:
Funding for this purchase is currently available in account 178-78382-018 (Capital
Projects — Backlit Street Signs) for the amount not to exceed $18,835.00.
BACKGROUND:
This purchase will be made in accordance with an existing Interlocal Agreement for
Cooperative Purchasing with the Houston-Galveston Area Council (H-GAC) as allowed
by Texas Local Government Code, Section 271.102, Cooperative Purchasing Program.
Bids were taken byte Cooperative and a contract was awarded to Consolidated Traffic
Controls, Inc. The Public Works Department staff and Purchasing reviewed the contract
fors eciication compliance and pricing and determined that the contract would provide
the best product and pricing for meeting the needs oft City. The Cooperative
Purchasing Agreement satisfies all bidding requirements under the Texas Local
Government Code.
At a workshop and subsequent presentation at meetings in November 2012, the Council
considered initiating a program to install internally illuminated, or "backlit", street name
signs on various traffic signals throughout the City. These signs improve street name
visibility to aid navigation and improve safety for unfamiliar, non-local drivers. to was
directed to proceed with implementing the signing program in phases over approximately
five years.
This purchase includes eight signs that will be installed at the two newly reconstructed
intersections on SH 26 (Ira E. Woods Avenue) at Mustang Drive and Kimball
Avenue/Heritage Avenue. The signs are custom made for the location and may take up
to several months to arrive.

An additional purchase of signs for 10 intersections being reconstructed by the DFW
Connector project will be brought back for consideration on a future agenda in the near
future.

WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas s such is empowered by the Texas Local Government Code, Section 271,1

Equipment; and
WHEREAS, the City of r pevin , Texas has a need to purchase eight backlit
street signs of various sizes.
NOW,THEREFORE, IT RESOLVED Y THE CITY COUNCIL OF T CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct an

Section 2. That the City Council oft the City of r vine authorizes the purchase
of eight c li street signs from Consolidated Traffic Controls, Inc. through an I t rlocal
Agreement for Cooperative Purchasing it for an amount not to exceed
$18,835-00.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate purchase of said products and services.
Section 4. That this resolution shall take effect from and after the to of its
passage.
