HomeMy WebLinkAbout1105 Driver Eligibility Requirements187 1105 Driver Eligibility Requirements The purpose of this policy is to establish minimum driving standards, minimize the risk of motor vehicle and motorized equipment accidents and improve the quality of operation of City vehicles and motorized equipment. This policy applies to City employees driving a City owned, leased, borrowed or rented vehicle or motorized equipment and City employees who use personal vehicles while in the course and scope of City-related business. Police and Fire department employees are required to follow department-specific driving requirements which are more restrictive than this policy. .01 The driver eligibility requirements listed below are the minimum criteria for all drivers (i.e., employees, applicants, independent contractors, seasonal employees or volunteers) who operate City vehicles and motorized equipment. Eligibility requirements are based on the driver’s personal off-duty motor vehicle record with the state. Qualifications for existing drivers will be accessed and verified annually. Applicants or existing drivers who fail to meet the driver eligibility requirements will not be allowed to drive any City vehicle without the department director’s approval. Drivers shall have no more than one recorded Type A violation and no more than a total of three recorded Type B and/or Type C violations during the previous 36 months. Types of Violations Defined: Type A - Includes DWI, DUI, OUI, reckless driving, drag racing, refusing a substance test, having or driving with a suspended license, leaving the scene of an accident or similar violations. Type B - Includes all vehicle accidents with fault issued to driver Type C - Includes all moving violations not specifically stated or defined above in Type A or B such as speeding, improper lane change, failure to yield and running stop lights or signs. .02 Employees required to drive as a job responsibility shall immediately notify their supervisor and Risk Management in writing within 48 hours upon suspension or revocation of their driver’s license. Failure to comply with this policy in its entirety may be cause for disciplinary action. .03 City employees may not use a mobile communication device while operating City vehicles and motorized equipment unless the vehicle is stopped or the phone is used with a hands-free device. All state and local laws or ordinances concerning mobile communication devices apply at all times. 188 Police and Fire department employees are exempt from this provision while using communication over authorized devices and channels as part of their job duties.
