101 Nature of Employment
This handbook provides employees with a general understanding of the City of
Grapevine’s policies. Employees are required to read and understand the contents
of this handbook.
.01 This handbook and policies contained therein is not a binding employment contract
nor is it intended to create contractual obligations of any kind.
.02 All employment with the City is “at will”, meaning that an individual’s employment may
be terminated at any time, with or without notice, for any reason or no reason, by
either the City or the employee. Neither the employee nor the City of Grapevine is
bound to continue the employment relationship.
.03 No manager, supervisor, or representative other than the City Manager has the
authority to enter into any agreement guaranteeing employment for any specific
period of time or to make any written or oral promises, agreements, or commitments
contrary to this policy. Further, any employment agreement entered into by the City
Manager will not be enforceable unless it is in writing.
.04 The City reserves the right to change, revise or eliminate any of the policies,
procedures, or benefits described in this handbook. The City Manager or his
designee must approve changes or additions to policies contained in this handbook.
This handbook replaces and supersedes all earlier City Human Resources practices,
policies, and guidelines.
.05 Any increase or decrease in employee benefits will normally occur during the annual
budget review process and be adopted by Council action.
