HomeMy WebLinkAbout0410 Referral and New Hire Incentive Plan40 410 Referral and New Hire Incentive Plan Due to difficulty in attracting qualified applicants to fill certain vacancies, the Referral and New Hire Incentive Plan is being implemented by the City of Grapevine. Applicants hired into designated full-time vacant positions in selected department(s) or division(s) are eligible to receive the new hire incentive. Current employees of any employment status (regular full-time, regular part-time, part- time, seasonal or casual status) are eligible to receive a referral incentive when they refer applicants who are subsequently hired into a designated vacancy. Vacancies designated as eligible for an applicant to receive a new hire incentive are the same vacancies designated as eligible for an employee to receive a referral incentive. Only the City Manager or the Assistant City Manager has the authority to designate vacancies in selected department(s) or division(s) as eligible for participation in the new hire incentive program. Additionally, only the City Manager or the Assistant City Manager has the authority to change or cancel the referral and new hire incentive plan at any time, with or without notice. This plan shall only be in effect to the extent the City Council approves the necessary annual funding prior to payment of any incentive described in this plan. Job notices for which the new hire incentive applies will be clearly marked in all literature distributed by the City of Grapevine Human Resources Division. Due to the changing nature of employment demands and the supply of available applicants, the departments, divisions, and positions for which this plan applies will change over time. A current listing of designated positions eligible for this incentive plan is kept on file in Human Resources and is available for inspection upon request. .01 Referral Incentive for Employees With very few exceptions, all employees are eligible to receive a one-time referral incentive of $250 for each external applicant they refer who is then hired into a full- time vacant position designated under this plan. An external applicant is an applicant who is not an employee of the City of Grapevine at the time they apply for a vacancy. In order for the referring employee to receive the incentive, the applicant must be hired to fill one of the designated vacancies. The employee who refers an applicant who is subsequently hired will receive the $250 incentive in the first regular paycheck cut after the applicant completes their first six months of employment for the City. Employees who are not eligible to receive a referral incentive include: City Manager, Assistant City Manager, Assistant to the City Manager, all Department Heads, all Assistant Department Heads (either by function or specifically designated as an “assistant” by title), and all employees of the Human Resources Department. Additionally, all supervisors within the hiring chain are ineligible to receive a referral incentive only when hiring for a designated vacancy under their 41 supervision/control, whether direct or indirect. In order for an employee to be eligible for the incentive, the applicant must place the referring employee’s name on their application. Only one employee is eligible to receive an incentive for each applicant that is hired; if two or more employee’s names are listed on a single application, only the first employee listed will receive the incentive. Applicants must meet the qualifications and pass all requirements/tests, medical exams, and drug screen required for the position. Referrals are considered without regard to race, religion, gender, marital status, disability status or any other protected status. EMPLOYEES WHO REFER APPLICANTS MUST NOT MAKE ANY PROMISES TO THE REFERRED APPLICANT(S) NOR MAKE INACCURATE COMMITMENTS OR PROMISES REGARDING EMPLOYMENT WITH THE CITY OF GRAPEVINE. A REFERRAL BY AN EMPLOYEE WILL NOT GIVE AN APPLICANT ANY ADVANTAGE OVER ANY OTHER APPLICANT FOR A POSITION. .02 New Hire Incentive Whether referred by a City of Grapevine employee or not, external applicants who are hired into designated full-time vacancies will receive a $500 new hire incentive as part of their first paycheck from the City of Grapevine. An external applicant is an applicant who is not an employee of the City of Grapevine at the time they apply for a vacant position. New hires who receive this incentive and voluntarily leave City employment on or before completion of six months’ employment shall repay the City the full $500 new hire incentive. Revised 06/09/2019
