502 Promotions
A promotion is the assignment of a current employee through the selection process
to a vacant position whose pay grade has a higher maximum salary.
.01 The employee must meet all qualifications for the position and must submit an
application, with the exception of those positions in Public Safety that fall under
specific departmental promotional processes. All promotions require a drug screen.
If a different functional assessment screen, background check, credit check,
polygraph, driving record, and/or educational requirements are required, the
employee will need to meet the new requirements.
.02 A newly promoted employee on the merit pay plan shall ordinarily be compensated
at the start of the new range providing their salary is increased by 5% for the
promotion. If the newly promoted employee's current salary is greater than the start
of the range, the employee shall receive a 5% increase, but shall not exceed the
maximum of the range.
.03 In certain circumstances, the Human Resources Department may authorize hiring at
up to 5% above minimum with Department Head's recommendation.
.04 A newly promoted employee on the step pay plan shall ordinarily be compensated at
the lowest step of the new rank which would provide at least a 5% increase in salary.
.05 Any exceptions to Section .02 and .03 requires City Manager authorization.
.06 Supervisors shall generally be paid 5% above their highest paid subordinate.
Supervising another employee involves all of the following: hiring, firing, promoting,
demoting, directing the employee’s day-to-day work activities, training, disciplining,
and conducting performance evaluations.
.07 The date of promotion will become the employee's new annual review date for step
or merit pay increases. Employees promoted into regular full-time or regular part-time
positions will serve a six-month probationary period.
.08 Employees promoted from a non-exempt position to an exempt position shall be paid
all comp time earned.
