801 Employee Conduct
The attitude and deportment of an employee, whether in public or private, is seen
as a direct reflection of the City of Grapevine, its programs, and policies.
Employees should at all times present themselves in such a manner as to promote
good will and a favorable attitude of the general public toward the City of
Grapevine. The City expects its employees to follow rules of conduct which will
best serve the interests and safety of all citizens and employees. The following
are examples of misconduct, which may be grounds for suspension or termination,
but such actions are not limited to the infractions listed below.
.01 Conduct inconsistent with the City’s interests
(a) Violation of the City Charter or ordinances, rules or regulations
(b) Violation of City policies and procedures, including any provision of the City
of Grapevine’s Human Resources Manual
(c) Violation of departmental policies and standard operating procedures
(d) Actions that demonstrate disloyalty to the goals and objectives of the City
(e) Arrest for and/or being charged with a felony or other actions which bring
discredit to the City or a profession
(f) Solicitation of funds or anything of value for personal profit from employees
or the public during work hours
(g) Actions which result in the waste or damage of City equipment, property, or
supplies, or resources
(h) Illegal, unethical, abusive, or unsafe acts
.02 Failing to meet job performance expectations
(a) Positive alcohol and/or drug test
(b) Incompetence or neglect of duty
(c) Unsatisfactory job performance and/ or inability to successfully meet the
duties and responsibilities of the position
(d) Unsatisfactory conduct or violation of City conduct policies
(e) Failure to obtain or maintain licenses/certifications as required by the job
description
(f) Any action that impairs the performance of others
(g) Sleeping or otherwise being inactive during working hours
(h) Discourteous treatment of the public or other employees
(i) Tardiness or being unprepared for appointments or meetings
(j) Deliberate or careless damage to property or equipment
(k) Incurring an expense or liability for the City without proper authorization

(l) Failure or refusal to wear assigned uniforms in the manner prescribed or
meet hygiene and dress code standards
(m) Failure to meet or adhere to a supervisor’s directive
.03 Insubordination
(a) Failure or refusal to perform assigned work or comply with instructions or
orders as requested by appropriate authorities
(b) Any disrespectful, insolent, or abusive acts towards a supervisor, Department
Head, City Manager, or City Council person
(c) Acts of defiance toward a supervisor including, but not limited to, arguing
about assignments, talking back, walking away from or ignoring supervisor
while being addressed, or deliberate attempts to undermine or put the
supervisor in a false light
.04 Violation of attendance expectations
(a) Unauthorized absence
(b) Job abandonment
1. Abandonment occurs when an employee deliberately and without
authorization is absent from the job, or refuses a legitimate order to
report to work, for three (3) consecutive work days. It is the employee’s
responsibility to notify his supervisor if he will not be at work. If the
employee is deemed to have abandoned his job, he shall be terminated.
2. The City reserves the right to reverse a job abandonment designation in
which a dire situation prevented any contact between the employee or
the employee’s family and the supervisor.
(c) Failure to follow procedures for requesting or using leave
(d) Failure to report to work without timely notification
(e) Abuse of approved leave
(f) Recurrent tardiness or leaving work early
(g) Recurrent absences
(h) Unauthorized early departure from work
(i) Fraudulent timekeeping
.05 Violation of safety rules and practices
(a) Endangering the safety of the employee or other persons through negligent
or willful acts
(b) Failure to report maintenance deficiencies or properly maintain equipment
(c) The failure of an employee to use available safety equipment or disregard
for the safety of others

(d) Unauthorized removal of safety guards, fire extinguishers, or other
equipment designed to protect employees or equipment
(e) Operating vehicles or equipment in an unsafe manner
(f) Ingestion or being under the influence of an alcohol or controlled
substances in a City vehicle, or while operating City equipment, or while on
call or on standby duty; ingestion of an alcohol or controlled substances
during working hours, except as authorized under Policy 905.16 (b).
.06 Dishonesty
(a) Unauthorized use of public funds or property
(b) Theft of, unauthorized removal of, or possession of City property
(c) Falsification of documents or records
(d) Unauthorized use of official information
(e) Unauthorized disclosure of confidential information
(f) Unauthorized use or abuse of official authority
(g) Unauthorized use of telephones, Internet, e-mail system, or other City-
owned equipment
(h) Duplication, removal, or destruction of documents or property without
authorization
(i) Making false accusations or knowingly providing false information about
another employee’s behavior or actions
.07 Unlawful conduct
(a) Conviction of a felony
(b) Conviction of official misconduct
(c) Gambling or betting on City premises
(d) Possession of contraband while at work or on City property. Contraband
includes, but is not limited to: drug paraphernalia, explosives, stolen
property, and counterfeit money
(e) Sexual or other unlawful harassment or discrimination of persons due to
their protected status under federal or state law
.08 Conduct detrimental to an orderly work environment
(a) Fighting or using profane, abusive, or threatening language
(b) Offensive or lewd conduct
(c) Engaging in disruptive behavior
(d) Spreading malicious gossip and rumors or otherwise engaging in behavior
that creates discord

(e) Transmission or reception of vulgar, profane, pornographic, racially or
gender insensitive material via e-mail and/or Internet
(f) Engaging in outside employment which conflicts or interferes with the
performance of duties for the City
(g) Being unruly, disruptive, threatening violence, or fighting in the work place
or on City property
(h) Refusal to sign a form acknowledging receipt of the Drug and Alcohol Policy
or refusal to sign an exam consent form for testing and related searches and
seizures
.09 Violation of any of the City’s Administrative or Technology Policies
