806 Political Activity
Except as may be otherwise provided by law, the following restrictions on political
activity shall apply to City employees:
.01 No employee may hold an appointive or elective office of public trust, partisan office
in any jurisdiction, or any other office where service would constitute a direct conflict
of interest with City employment, with or without remuneration. If an employee is
elected to such office, he/she shall resign from City service or shall be dismissed for
failure to do so.
.02 While in uniform or on active duty:
a. Employees shall refrain from publicly using their position of employment for or
against any candidate for public office in any jurisdiction.
b. Employee shall not circulate petitions or campaign literature on behalf of
candidates for City elective office or be in any way concerned with soliciting or
receiving any subscription, contribution, or political service on behalf of such
candidates.
c. Employees shall not use working hours or City property to be in any way
concerned with soliciting or receiving any subscription, contribution, or political
service or to circulate petitions or campaign literature on behalf of such
candidates for public office in any jurisdiction.
d. Employees shall not in any manner contribute money, labor, time, or other
valuable thing to any person for City election purposes.
.03 While out of uniform and not on active duty, an employee may engage in a political
activity relating to a campaign for an elective office, including each activity listed in
.02 above.
.04 Employees who are paid for performing City work such as monitoring police radios
during their lunch break are on active duty and therefore may not engage in any
activity listed in .02 above, even if they are not wearing a uniform (i.e., under cover)
during the lunch break.
.05 Employees who are on standby status, whether first or second call, will receive
standby pay for the week on the upcoming paycheck and are therefore may not
engage in any activity listed in .02 above during the week they are in standby status.
.06 Property and equipment (vehicles, buildings, computers, phones, cell phones, office
equipment and supplies, etc.) owned or leased by the City or its affiliates such as the
Grapevine Heritage Foundation, Grapevine Housing Authority, Friends of the Library,
the Economic Development Corporation, etc., cannot be used for campaign
purposes at any time.
.07 An employee who is running for an appointive or elective office may solicit campaign
contributions for their campaign from anyone while out of uniform and not on active
duty as outlined above.
