1102 Dress Appearance and Uniforms
This policy has been developed to ensure that all employees understand the importance
of appropriate grooming and hygiene in the workplace or when otherwise representing
the City. The standards of grooming and hygiene outlined below set forth the minimum
requirements to which all employees, contract workers, and temporary staff are required
to adhere to.
The City of Grapevine recognizes that the presentation of its employees in the workplace
contributes to a professional environment and a positive public image. Therefore, the City
expects employees to be well groomed and professional in appearance when coming to
work or engaged in work-related tasks with customers, clients, and colleagues.
Employees must remember that they are professionals 100% of the time and are dressing
for business, not for pleasure. Attire must always reflect a professional business attitude
and presence.
Department Directors and supervisors are responsible for enforcing this policy in their
respective departments in order to maintain acceptable dress and appearance. Police
and Fire Department employees may be covered under Departmental policies regarding
appropriate dress and appearance.
.01 Standards for Work Attire:
a) Knit shirts with collar, banded collar shirts, short sleeve or dress shirts without
a tie are acceptable.
b) Skirts, dresses, business slacks, khaki slacks, ankle length and mid-calf dress
slacks/pants are acceptable. Skirts and dresses shall be worn no shorter than
4 inches above the top of the knee.
c) Professional business attire or a required uniform is to be worn when there is
a need to present a more formal professional appearance for meetings or when
presenting to City Council.
d) Professional footwear is required unless athletic shoes or other types of shoes
have been specifically approved by the appropriate Department Director as
work assignments dictate.
e) Jeans and/or shorts can be worn if specifically approved by the appropriate
Department Director as work assignments dictate.
.02 The following are not appropriate dress attire in the workplace:
a) Any revealing undergarments (i.e. bra straps, underwear, etc.)
b) Sweatshirts, sweatpants, or shorts of any type are not acceptable, unless a
special casual wear or festive occasion is declared by City management or
if shorts have been approved by the Department Director.

c) Athletic shoes are not acceptable, unless a special day is declared or if
approved by the Department Director.
d) Beach-type flip-flops and “Croc” type shoes are not acceptable.
e) T-shirts and ball caps must be specifically approved by the appropriate
Department Director as work assignments dictate unless they are worn as
part of an approved uniform.
f) Provocative or revealing, low cut attire including body-hugging, see-
through, or excessively tight fabrics.
g) Bare shoulders or tank tops.
h) Clothing with unclear or obscene messages or that endorses alcohol,
tobacco products, drugs, pornography, political stance, or offensive material
of any kind.
i) Wrinkled, ripped, dirty, and tattered clothing.
j) Visible tattoos or body modifications which could be deemed offensive i.e.
extremist, indecent, sexist, racist, vulgar language or images.
.03 Uniforms
The City supplies many personnel with appropriate uniforms. Employees in jobs
that require a uniform will be told how and where the uniforms can be obtained.
The City will provide replacement uniforms as necessary. Uniforms must be clean
and neat each day the employee reports to work.
City-owned or authorized uniforms may not be used outside of work, for personal
use or by any third party. City uniforms may be used by City employees in
connection with outside employment only with the Department Director’s prior
written authorization.
Employees who are provided with uniforms are required to wear their uniforms
when on duty and keep them in good, clean and serviceable condition. No part of
the uniform shall be worn by itself. An employee must wear the entire uniform when
on duty. No part of the uniform shall be worn when off duty, except to and from
work and City related events.
When an employee terminates, uniforms and any other City equipment which the
employee possesses must be returned in good condition before final accrual
balance pay outs will be authorized. The cost of lost or damaged City property and
unreturned uniforms will be deducted from the employee’s final accrual balance
payout paycheck.

.04 Enforcement
In all cases, the City will make the determination as to acceptable dress,
appearance and grooming. Employees should direct questions about appropriate
appearance or dress to their Department Director.
Employees in violation of this policy may be sent home. Under such
circumstances, non-exempt employees will not be paid for work time missed and
may be allowed to make up the time missed if approved by the Department
Director. Exempt employees will be required to make up the work time missed.
Employees whose grooming or personal appearance violates this policy may be
disciplined, up to and including termination of employment.
.05 Exceptions
The Department Director, with approval of the Human Resource Director, may
make departmental exceptions to this policy when deemed necessary for business
reasons or implement a more restrictive dress and appearance policy.
An employee whose religious beliefs or practices conflict with his or her job, work
schedule, or with City’s policy on dress and appearance, or with other aspects of
employment, and who seeks a religious accommodation must submit a written
request for the accommodation to their immediate supervisor. The written request
will include the type of religious conflict that exists and the employee’s suggested
accommodation. The supervisor must contact Human Resources to process this
request.
