BACKGROUND: Certificate of Appropriateness application #CA21-32 was submitted on June 11, 2019 by the applicant Jay Gravatt for a new 333 square foot addition to the rear of the house containing a master bathroom and closet to serve the existing master bedroom; and expansion of the existing kitchen area. This traditional style house was built for the H. O. Oatis family in 1949 to serve as their family home. Mr. H. O. Oatis was the owner of the "Oatis 5 cent to $1.00 Store" on Main Street in Grapevine. The existing 1,532 square foot house contains a living area and one - car attached garage converted to living area. The original windows of the house were wood with many having been replaced with aluminum units. A two-story outbuilding in the rear yard contains 1,024 square feet of living space. E. Box Addition Historic District. Exterior siding for the new addition would be No. 105 horizontal wood siding to match the materials on the existing house. Staff review of the Secretary of Interior Standards for Rehabilitation of Historic Structures Ten Criteria (attached) with regard to the property found the work to be in compliance with the criteria ten points The total living area including the original 1,532 square foot original house, the new 333 square foot addition totaling 1,865 square feet; and the existing 1,024 square foot outbuilding totals 2,889 square feet, within the 3,400 square feet allowed by the Preservation Ordinance. The property lot size is 14,753 square feet and the proposed building coverage is 13.5 percent (maximum 40 percent lot coverage). Building height is 20 feet. Staff recommends the Historic Preservation Commission approve #CA21-32 for 848 East Texas Street as per the attached plans with the conditions the applicant obtain approval of the east side yard setback from the Board of Zoning Adjustment; all exterior materials including roofing, siding and trim, doors and door hardware, windows and light fixtures be staff approved under a separate Certificate(s) of Appropriateness; and a building permit be obtained from the Building Department. Box Addition #HL10-09 20 August 2021 12 Noon Attending was Property Owner Marjorie Huey; Contractor/Applicant Jay Gravatt; Building Department Inspector Scott Leavelle; Historic Preservation Officer (HPO) David Klempin; and HPC staff Mary Bush. Mr. Gravatt is ready to start the project at 848 East Texas Street in the D.E. Box Addition requiring the Pre -Construction meeting before a permit can be issued for Historic Preservation Commission (HPC) #CA21-32 approval. This meeting requires property owner and general contractor and any trades leads to meet with the Building Department Inspector and the HPO to avoid any confusion and no mistakes are made losing any of this landmarked property's heritage or authenticity. Each of the six standard sections are discussed with examples for this property; culminating in any changes not shown on the HPC approved plans are to be discussed with the HPO for written approval records posted for City planners and site inspectors to have access. Building Inspector Leavelle read and explained the 16 points the Building Department requires for construction repairs or additions. Upon discussion of the City's Setback Survey, Mr. Gravatt noted there was a variance requirement on the setback east and west side yards as the existing 1949 house had an approximate 4.5-foot setback, not the six foot now required. He had scheduled the variance for the July Board of Adjustment & Zoning's (BZA) regular meeting but had missed the agenda deadline for filing, the August regular meeting was cancelled and now left him waiting for the second Tuesday meeting in September. Mr. Gravatt discussed with City Manager Bruno Rumbelow the plight of the homeowner being out of her asbestos condemned home since a pipe break in the February 2021 10-day freeze; and now with Ms. Huey already being out of her home for the past six months. With these extenuating circumstances, he was sent to the Building Department's Planner Larry Gray and Assistant Director Ron Stombaugh who allowed permitting at this time, dependent and requiring approval at the September 14, 2021 BZA meeting. Mr. Gravatt also questioned Republic Waste's exclusivity with the City, but agreed to abide within the terms of the Building Department agreement. The Building Department and Historic Township Structures documents were signed by all parties present. Mr. Gravatt is ready to start the project at 848 East Texas Street in the D.E. Box Addition requiring the Pre -Construction meeting before a permit can be issued for Historic Preservation Commission (HPC) #CA21-32 approval. This meeting requires property owner and general contractor and any trades leads to meet with the Building Department Inspector and the HPO to avoid any confusion and no mistakes are made losing any of this landmarked property's heritage or authenticity. Each of the six standard sections are discussed with examples for this property; culminating in any changes not shown on the HPC approved plans are to be discussed with the HPO for written approval records posted for City planners and site inspectors to have access. Building Inspector Leavelle read and explained the 16 points the Building Department requires for construction repairs or additions. Upon discussion of the City's Setback Survey, Mr. Gravatt noted there was a variance requirement on the setback east and west side yards as the existing 1949 house had an approximate 4.5-foot setback, not the six foot now required. He had scheduled the variance for the July Board of Adjustment & Zoning's (BZA) regular meeting but had missed the agenda deadline for filing, the August regular meeting was cancelled and now left him waiting for the second Tuesday meeting in September. Mr. Gravatt discussed with City Manager Bruno Rumbelow the plight of the homeowner being out of her asbestos condemned home since a pipe break in the February 2021 10-day freeze; and now with Ms. Huey already being out of her home for the past six months. With these extenuating circumstances, he was sent to the Building Department's Planner Larry Gray and Assistant Director Ron Stombaugh who allowed permitting at this time, dependent and requiring approval at the September 14, 2021 BZA meeting. Mr. Gravatt also questioned Republic Waste's exclusivity with the City, but agreed to abide within the terms of the Building Department agreement. The Building Department and Historic Township Structures documents were signed by all parties present.
