SUBJECT: APPROVAL OF AN ENGINEERING DESIGN SERVICES CONTRACT
FOR THE 2020 HIGHWAY SAFETY IMPROVEMENTS PROGRAM
(HSIP) PROJECTS AND APPROPRIATION ORDINANCE
RECOMMENDATION: ity Council to consider approval of a contract for traffic engineering
services for the design of the 2020 Highway Safety Improvement Program
(HSIP) Projects with Kimley-Horn and Associates, Inc. and approval of an
ordinance appropriating the funds.
FUNDING SOURCE: Funds are available in the Capital Projects Streets Fund 178 in an
estimated amount of $150,000.
BACKGROUND: The Highway Safety Improvement Program (HSIP) is for highway safety
projects that eliminate or reduce the number of fatalities and serious
injuries on public roads. State funding is provided for construction and
operational improvements both on and off the state highway system.
Under this program, TxDOT will provide 100% of the construction funding
for "On System" projects and 90% of the construction funding for "Off
System" projects. Local agencies are responsible for 100% of the design
and construction overrun costs.
n September, 2020, staff submitted five total projects (three intersection
improvements, one wrong way driving, and one corridor improvement) in
response to the 2020 TxDOT HSIP call for projects. On May 12, 2021,
TxDOT notified staff that all 5 of the projects had been selected for
funding in the amount of $594,743. The three intersection improvement
projects will take place at the intersections of:
1) Park Boulevard and Shenandoah Avenue
2) Roberts Road and Hall Johnson
3) Timberline and Mustang Drive
The wrong way driving detection project will be located at the southbound
ramp of State Highway 121 adjacent to the intersection of State Highway
26 and Grapevine Mills Trail.
The raised median and detection corridor improvement project will take
place along William D. Tate Avenue between State Highway 114 and
Mustang Drive.
Kimley-Horn & Associates Engineering was selected based on project
experience and their current work in developing the Grapevine grant
applications for this project call. The project will be designed and
constructed in accordance with TxDOT standards and environmental
regulations. The proposed fee for this effort is $150,000. Staff finds this
fee to be fair and reasonable given the nature of the project.
Staff expects to seek Council action on the construction agreement with
TxDOT in the Spring of 2022 for TxDOT's letting to start in August of
2022.
Staff recommends approval.
ORDINANCE NO. 2021-028
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE APPROPRIATION
OF $150,000.00 IN THE CAPITAL PROJECTS STREETS
FUND; DECLARING AN EMERGENCY AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, the City have Grapevine has been awarded funding through the
Highway Safety Improvements Program (HSIP); and
WHEREAS, the City Council of the City of Grapevine desires to design five HSIP
projects; and
WHEREAS, funding is available in the Capital Projects Streets Fund; and
WHEREAS, all constitutional and statutory prerequisites for the approval of this
ordinance have been met, including but not limited to the Open Meetings Act and Chapter
211 of the Local Government Code; and
WHEREAS, the City Council deems the adoption of this ordinance to be in the best
interests of the health, safety, and welfare of the public.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated hereinabove are found to be true and correct
and are incorporated herein by reference as if copied in their entirety.
Section 2. That the City Council hereby authorizes $150,000.00 be appropriated
from the Capital Projects Streets Fund for the design of five HSIP projects.
Section 3. That the terms and provisions of this ordinance shall be deemed to be
severable, and that if the validity of any section, subsection, word, sentence or phrase
shall be held to be invalid, it shall not affect the remaining part of this ordinance.
Section 4. That the fact that the present ordinances and regulations of the City of
Grapevine, Texas, are inadequate to properly safeguard the health, safety, morals, peace
and general welfare of the inhabitants of the City of Grapevine, Texas, creates an
emergency for the immediate preservation of the public business, property, health, safety
and general welfare of the public which requires that this ordinance shall become effective
from and after the date of its final passage, and it is accordingly so ordained.
