CITY OF GRAPEVINE
The City Council of the City of Grapevine, Texas met in Special Session on this the 29th
day of June, 2021 in the Council Conference Room, Second Floor, 200 South Main Street,
with the following members present:
Sharron Rogers Council Member
Paul Slechta Council Member
Leon Leal Council Member
and with the following members of the City Staff:
Bruno Rumbelow City Manager
Tara Brooks City Secretary
The meeting began at 6.02 p.m.
Item 1. Members of Citv Council to conduct board and commission interviews of new
applicants.
Council Members Rogers, Slechta and Leal interviewed new applicants for the Board of
Zoning Adjustment, Building Board of Appeals, Convention and Visitors Bureau Board,
Golf Course Advisory Board, Historic Preservation Commission, Metroport Teen Court,
and the Parks and Recreation Board.
Item 2. Members of Citv Council to discuss board and commission appointments.
Council Members Rogers, Slechta and Leal discussed appointments to the boards and
commissions.
No formal action was taken. Appointments will be made at the July 6, 2021 regular City
Council meeting.
There being no further items to discuss the special meeting ended at 8.06 p.m.

The meeting began at 6.04 p.m.
Item 1. Members of Citv Council to conduct board and commission interviews of new
applicants.
Mayor Pro Tern Freed and Council Members Coy and O'Dell interviewed new applicants
for the Animal Shelter Advisory Board, Heritage Foundation Advisory Board, Housing
Authority Board of Commissioners, Library Board, Planning and Zoning Commission, and
Senior Citizens Advisory Board.
Mayor Pro Tern Freed stepped out of the meeting at 7.26 p.m. and returned at 7.38 p.m.
Item 2. Members of Citv Council to discuss board and commission appointments.
Mayor Pro Tern Freed and Council Members Coy and O'Dell discussed appointments to
the boards and commissions.
No formal action was taken. Appointments will be made at the July 6, 2021 regular City
Council meeting.
There being no further items to discuss the special meeting ended at 8.34 p.m.

Mayor Tate called the meeting to order at 7.00 p.m.
EXECUTIVE SESSION:
1. City Council to recess to the City Council Conference Room to conduct a closed
session relative to:
A. Real property relative to deliberation of the purchase, exchange, lease, sale
or value of real property (City facilities, Public Works, Historic Preservation
(520-522 Hudgins Street) and the 185 acres), pursuant to Section 551.072,
Texas Government Code.
B. Conference with City Manager and Staff to discuss and deliberate
commercial and financial information received from business prospects the
City seeks to have locate, stay, or expand in the City; deliberate the offer of
a financial or other incentive; with which businesses the City is conducting
economic development negotiations pursuant to Section 551.087, Texas
Government Code.
City Council to reconvene in open session in the City Council Chambers and take
any necessary action relative to items discussed in Executive Session.
The City Council recessed to the City Council Conference Room and began the closed
session at 7.04 p.m. The closed session ended at 7.33 p.m.
Upon reconvening in open session in the Council Chambers, Mayor Tate asked if there
was any action necessary relative to Sections 551.072 or 551.087.
City Manager Bruno Rumbelow requested Council approve the acquisition of the West
Hudgins parcels located at 520 and 522 Hudgins Street and authorize the City Manager
to execute all associated documents and to take all other necessary action.

Item 2. Invocation and Pledge of Allegiance
Council Member Sharron Rogers delivered the invocation and led the Pledge of
Allegiance.
Item 3. Citizen Comments
Billy Galutza, 324 West Texas Street #324, Grapevine, Texas requested Council look into
the conditions of City streets that make it dangerous for him to walk on.
Monica Housewright, 8537 Hudson Street, North Richland Hills, Texas spoke about
Downtown businesses, specifically the expansion of Tim Hogan Carpet.
Debi Meek, 1025 Brownstone, Grapevine, Texas spoke about Downtown businesses,
specifically the expansion of Tim Hogan Carpet.
PRESENTATIONS
Item 4. Fitch and Associates to present a long-term sustainability studv for the Grapevine
Fire Department to address the validity and efficacv related to the redistribution of human
and capital resources towards emergencv medical services.
Fire Chief Darrell Brown introduced this item and then introduced Dr. Steven Knight from
Fitch and Associates who presented the results of their study of the Grapevine Fire
Department and provided their recommendations for the allocation of resources for the
Fire Department.
Dr. Knight and Chief Brown answered questions from Council.

Council did not take any action on this item.
NEW BUSINESS
Item 5. Consider appointments of members to the Citv's Boards and Commissions and
take anv necessary action.
Mayor Tate requested this item be tabled. City Manager Rumbelow suggested Council
hold a Workshop on July 19 to discuss the appointments and table the appointments until
the July 20 City Council meeting.
Motion was made to table the appointments of members to the City's Boards and
Commissions to the July 20 City Council meeting.

CONSENT AGENDA
Consent items are deemed to need little Council deliberation and were acted upon as one
business item. Any member of the City Council or member of the audience may request
that an item be withdrawn from the consent agenda and placed before the City Council
for full discussion. There were not any requests to remove an item from the consent
agenda.
Approval of the consent agenda authorizes the City Manager, or his designee, to
implement each item in accordance with Staff recommendations.
Item 6. Consider the Statement of Findings and the contract for court fees and fines
collection services with Linebarger. Goaaan. Blair & Sampson. LLP.
Chief Financial Officer Greg Jordan recommended approval of the Statement of Findings
and contract for court fees and fines collection services. Per the Statement of Findings,
the City finds that 1.) There is a substantial need for the legal services to be provided
pursuant to the Contract for Fines and Fees Collection Services; 2.) These legal services
cannot be adequately performed by the attorneys and supporting personnel of the City at
a reasonable cost; 3.) These legal services cannot reasonably be obtained from attorneys
in private practice under a contract providing only for the payment of hourly fees, without
regard to the outcome of the matter, because of the nature of the collection fee authorized
by Tx Code of Criminal Procedure Art. 103.0031 and because the City does not have the
funds to pay the estimated amounts required under a contract only for the payment of
hourly fees; 4.) Linebarger, Goggan, Blair & Sampson, LLP, is well qualified and
competent to perform the legal services required to comply with the terms of this contract;
5.) Linebarger, Goggan, Blair & Sampson, LLP has provided these specialized legal
services to the City of Grapevine, Texas in the past and the City has been well satisfied
City Council July 6, 2021 Page 3
with the quality and outcome of the legal services provided; 6.) The contract with
Linebarger, Goggan, Blair & Sampson, LLP is the result of an arm's length transaction
between the City and Linebarger, Goggan, Blair & Sampson, LLP and is fair and
reasonable.

Item 7. Consider the purchase of Meraki advanced security licenses and support from
General Datatech, L.P.
Chief Technology Officer Tessa Allberg recommended approval of the purchase of Meraki
advanced security licenses and support for an amount not to exceed $63,471.

Item 8. Consider the award of an informal request for quote for a progressive cavity pump
from Global Pump Solutions, LLC.
Public Works Director Bryan Beck recommended approval of the award of an informal
request for quote for a progressive cavity pump for the Wastewater Treatment Plant for
an amount not to exceed $30,936.
