O:\8ZAt2014NCityManagerOutcome MEMORANDUM DEVELOPMENT SERVICES MEMO TO: BOARD OF ZONING ADJUSTMENT FROM: SCOTT WILLIAMS, DIRECTOR DEVELOPMENT SERVICES BUILDING OFFICIAL RON STOMBAUGH, ASSISTANT DIRECTOR OF DEVELOPMENT SERVICES ALBERT L. TRIPLETT JR, PLANNER II SUBJECT: BOARD OF ZONING ADJUSTMENT CASE #BZA14-19 618 EAST WALL STREET MEETING DATE: MONDAY, AUGUST 25, 2014 Staff recommends the Board of Zoning Adjustment approve the following variances to the Grapevine Comprehensive Zoning Ordinance 82-73 for property located at 618 East Wall Street, platted as Lot 5, Block 101, College Heights Addition as follows: Section 15.17.2., 11R-7.5" Single Family District, Density Requirements, requires a minimum lot area of 7,500 square feet. The applicant is requesting a variance of 1,000 -square feet and if approved by the Board, would allow a lot area of 6,500 square feet for an existing lot. Section 15.G.1., "R-7.5" Single Family District, Area Regulations, requires a minimum front yard setback of thirty -feet (30'). The applicant is requesting a variance of one -foot (1) and if approved by the Board, would allow a front yard depth of twenty nine -feet (29') for an existing lot. Section 15.6.4., "R-7.5" Single Family District, Area Regulations requires a minimum lot width of sixty-five (65') feet. The applicant is requesting a variance of fifteen -feet (15') and if approved by the Board, would allow a lot width of fifty (50') feet for an existing lot. SPECIAL CONDITION: Staff finds that a special condition exists for the variances requested. Specifically, the lot was originally platted in 1921 predating the City's first zoning ordinance adopted in 1955. Developed and platted property and right-of-way exist adjacent to the subject site, on the west and east sides and north and south property lines respectively, eliminating the possibility to expand the site to meet the area and width requirements. The dwelling was built in 1935 predating the City's first zoning ordinance adopted in 1955. The proposed expansion of the existing dwelling by the addition of 987-sqaure feet of living area and the 228 -square foot garage and carport maintains the existing side and rear yard setbacks and 0:\BZA\2014\Cases\BZA14-19.4 does not exacerbate existing conditions on the subject site. A Certificate of Appropriateness was approved by the Historic Preservation Commission on July 16, 2014 to construct a new addition to the existing dwelling to include a new carport on the east end of the house, a new two story addition containing bedrooms and bath and a new single car garage at the rear of the property. The owner intends to expand the existing dwelling from 1,341 -square feet to 2,328 -square feet. The application was submitted by property owner Chris Jackson. 0:\BZA\2014\Cases\BZA14-19.4 2 PART 1.
