PLANNER II DATE: JULY 7, 2021 SUBJECT: CONDITIONAL USE REQUEST CU21-17, LOT 1RA, BLOCK 1, PARK PLACE MERCEDES RECOMMENDATION Staff recommends the Site Plan Review Committee consider the proposed changes to Conditional Use Request CU13-15 (Ord. 2013-33) approved at the July 16, 2013 meeting to establish a planned commercial center and allow for additional parking, specifically to adjust the property lines and to allow for a building expansion, and take any other action necessary. BACKGROUND INFORMATION With this request the applicant proposes a 23,900 sq. ft. expansion to the existing Grapevine Mercedes-Benz sales and service building located on the southwest corner of the subject site. The proposed building expansion will allow for an expanded vehicle parts and vehicle service area. As a result of acquiring former TXDOT right-of-way along Texan Trail, the subject site is proposed to increase approximately 31,610 sq. ft. from 867,130 sq. ft. to 898,740 sq. ft. A 20-foot, 1,500 sq. ft. canopy for a vehicle make ready area, is proposed atop nine parking spaces on the southwest corner of the site. A nine-foot, 45 sq. ft. monument sign is proposed adjacent to the west property line along Minters Chapel Road. The City Council at the December 15, 2009 meeting approved Conditional Use Request CU09-43 (Ord. 2009-57) on the subject site to allow for a 20 acre Park Place Mercedes dealership with dual frontage along Texan Trail and Minters Chapel Road. The approval also included a 20-feet in height pylon sign and a monument sign. The City Council at the July 16, 2013 meeting approved Conditional Use Request CU13-15 (Ord. 2013-33) to establish a planned commercial center and add 14.07 acres immediately adjacent to the north into the approved dealership to be used for parking for the Park Place Mercedes and Park Place Lexus dealerships. The approval also included access along Minters Chapel Road and one monument sign. The City Council at the June 21, 2016 meeting approved CU16-14 (Ord. 2016-42) to establish a new automobile dealership (Grapevine Porsche) within the expanded parking area. The Site Plan Review Committee at the October 12, 2017 meeting approved Conditional Use Request CU17-21 to allow for an increase in area of the subject site to allow additional parking. The request proposed a 9,697 square foot expansion to the subject site along Texan Trail and utilize a portion of the expansion area to accommodate 54 additional vehicle display parking spaces. The proposed expansion 1 0:\ZCU\CU21-17.4sprc was a result of the property owner acquiring TX DOT right-of-way along Texan Trail. Improvements proposed with the approval including the 54 space parking lot expansion, shade structures shown in the northeast portion of the site and the relocation of 19 existing trees due to proposed pavement and utility easements within the expansion area have never occurred. The Site Plan Review Committee at the February 5, 2020 meeting approved Conditional Use Request CU19-39 to allow for shade structures for Park Place Motorcars Mercedes Benz Grapevine on the subject site. The shade structures were located within the northeast quadrant of the site, on the north side of the sales and service building. The combined area of the shade structures was 77,203 square feet, approximately from 12 feet in height to 16 feet in height and placed atop 355 parking spaces. The purpose of the shade structures was to provide hail protection for vehicle inventory. BACKGROUND INFORMATION With this request the applicant proposes a property line adjustment. As a result of acquiring former TXDOT right-of-way along Texan Trail, the subject site is proposed to increase approximately 33,326 sq. ft. from 634,343 sq. ft. to 667,669 sq. ft. At the July 16, 2013 meeting City Council approved Conditional Use Request CU19-15 (Ord. 2013-33) and established a planned commercial center for the Park Place Mercedes dealership and incorporated 14 more acres into the dealership to accommodate parking/vehicle storage for both Lexus and Mercedes. The subject site was the area designated as the parking/vehicle storage for both Lexus and Mercedes. The City Council at the June 21, 2016 meeting approved Conditional Use Request CU16-14 (Ord. 2016-33) to allow a dealership (Grapevine Porsche) and a 20-foot pylon sign on the subject site. The City Council also approved Planned Development Overlay PD16-05 (Ord. 2016-43) to allow a reduction in the masonry requirement from 70% to 0% and allow a combination of aluminum composite material (ACM) and pre-finished corrugated aluminum. The subject site has one point of controlled access along Texan Trail and one point of controlled access along Minters Chapel Road. The Site Plan Review Committee at the February 5, 2020 meeting approved Conditional Use Request CU19-40 to allow shade structures on the subject site. The shade structures were located within the west half and north half of the site, adjacent to the north and west sides of the sales and service building. The combined area of the shade structures was 213,493 square feet, approximately 16 feet in height and placed atop 807 parking spaces. The purpose of the shade structures was to provide hail protection for vehicle inventory and employee vehicles.
