HomeMy WebLinkAbout2021-07-28 Regular MeetingH PC07/28/21 STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Historic Preservation Commission for the City of Grapevine, Texas met in Public Hearing on Wednesday, July 28, 2021 at 6:00 p.m. in the Grapevine City Hall, 2nd Floor Council Chambers, 200 South Main Street, Grapevine, Texas with the following members present to wit: Sean Shope Chairman Eric Gilliland Commissioner Jim Niewald Commissioner Margaret Telford Commissioner Chuck Voelker Commissioner Paula Wilbanks Commissioner Darren Temple Alternate Paul Slechta City Council Liaison Monica Hotelling Planning & Zoning Liaison The above commissioners constituted a quorum with Commissioner(s) Anderson absent. With the following city staff present: Matt Butler City of Grapevine Attorney David Klempin Historic Preservation Officer (HPO) Mary Bush Historic Preservation Secretary WELCOME Chairman Shope announced the Wally Funk Parade to welcome home the well-known Grapevine aviatrix from her journey into space on 07-20-21; the parade would be on Saturday, August 7, 2021 at 12 Noon. He introduced City Council Liaison Paul Slechta; City Attorney Matt Butler and Planning & Zoning Liaison Monica Hoteling, thanking them for their service. Chairman Shope welcomed Darren Temple to the Commission as an alternate. CALL TO ORDER Chairman Shope called the meeting to order at 6 p.m. CITIZEN COMMENTS Any person who is not scheduled on the agenda may address the Historic Preservation Commission under Citizen Comments by completing a Citizen Appearance Request JULY 28, 2021 HPC\Minutes\2021 1 H PC07/28/21 form. In accordance with the Texas Open Meetings Act, the Commission is restricted in discussing or taking action during Citizen Comments. Valarie Jolly of 317 South Church Street; and Susan Sporl of 320 South Church Street were registered to speak after HPO Klempin presented the case for additions to the property at 316 South Barton Street. OATH OF OFFICE SHOPE, GILLILAND, NIEWALD and TEMPLE WORK SESSION Approved Certificates of Appropriateness as follows: #CA21-36 for property located at 908 East Wall Street; #CA21-37 for property located at 307 East College Street; #CA21-41 for property located at 129 South Main Street, Suite #105; #CA21-42 for property located at 129 South Main Street, Suite #100. PUBLIC HEARING Chairman Shope declared the Public Hearing for #CA21-38 open for the property located at 316 South Barton Street, legally described as Block 1 Lot 24R, Grapevine, City of, Grapevine, Texas to the Grapevine Historic Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as amended for the following items: Chairman Shope called on David Klempin to present the case. BACKGROUND: Certificate of Appropriateness application #CA21-38 was submitted on June 21, 2021 by the applicant Fabien Goury for a new 15,026 square foot commissary building to include a Quonset structure in the narrow portion of the lot containing two loading docks, interior mezzanine, warehouse and indoor parking. This Quonset structure system was developed during World War II and used as housing for military units during the war. Following the end of the war the structural type was utilized for warehouses, barns and storage facilities throughout the United States. Quonset structures in the Grapevine area were used on farms to house grain, farm equipment and animals. The proposed architecture would pay tribute to Grapevine's agricultural heritage. It is visually compatible with the surrounding metal clad structures and those found in the 800 block of South Main Street in the Cotton Belt Railroad Historic District and along West Hudgins Street. JULY 28, 2021 HPC\Minutes\2021 2 H PC07/28/21 Plans for the new addition were developed by Gary D. Land, Architect to follow the 2013-23 Historic Preservation Ordinance and Design Guidelines for landmarked properties in the Historic Township District. Exterior, siding for the new addition would be corrugated metal siding to match the materials on neighboring structures. Staff review of the Secretary of Interior Standards for Rehabilitation of Historic Structures Ten Criteria (attached) with regard to the property found the work to be in compliance with the criteria ten points. The property is located in Central Business District Zoning (CBD); the total building area is 15,026 square feet. The property lot size is 15,369 square feet and the proposed building coverage is 10,651 square feet, 69% (maximum 100 percent lot coverage). Building height is 30 feet on the Barton Street elevation and 38'-10" on the Church Street elevation. RECOMMENDATION: Staff recommended the Historic Preservation Commission approve Certificate of Appropriateness #CA21-38 for the property located at 316 South Barton Street, legally described as Block 1, Lot 24R, City of Grapevine, to the Grapevine Historic Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as amended for the following items: 1. Demolish the existing storage units on the rear portion of the lot; 2. Demolish existing Butler Building constructed in 1970, 3. Construct a new two story building on Barton Street, with the rear portion of the building to include storage space, a mezzanine, two loading docks and indoor parking; as per the attached plans with the condition a parking plan is approved by the Planning and Zoning Commission and City Council, a permit be obtained from the Building Department and all exterior materials, finishes, paint colors, doors and hardware, windows and exterior light fixtures are required to be approved on a separate Certificate(s) of Appropriateness. HPO Klempin pointed out photographs with the Quonset roof's round shape was a design nod to the 1920 Foust Warehouse, the round section on the rear of City Hall and again in the Lancaster and the water tower here fitting in with the street views. He said it was designed to be a multi -function building for baking, packaging, deliveries and pick- ups and a second floor for offices and storage. He noted the plans had shown a roof height of 38 feet, 10 inches; now reduced to a height of 30 feet -noting the heavy line as the roof drop. Chairman Shope called on the applicant/property owner Fabien Goury to make comments. Mr. Goury said he was returning to the Commission to build more room for storage and ridding the area of the ugly storage buildings. JULY 28, 2021 HPC\Minutes\2021 3 H PC07/28/21 Ms. Valarie Jolly of Riverside Travel and Red Shed Antiques at 317 South Church Street came forward to protest the design and size of the building. She noted she and business partner Michelle's property was completely surrounded, saying they were not against new development. Ms. Jolly said upon receiving her notification of the proposed new build, they asked Mr. Goury to show them the floor plans and agreed they were a smart use of space. The HPO explained the history of Grapevine but Ms. Jolly reminded all, across Church Street the properties were all homes, a residential neighborhood. Ms. Jolly had visited the Quonset -style structure being used as an example, in the city of Roanoke; she showed photos saying the Roanoke building is too tall, and this proposed building is 10 feet taller. As much as she would like to see the now existing storage buildings go away, seeing the Roanoke building helped them to understand this would be an industrial building spanning the entire 200 linear feet of their property. Ms. Jolly referenced the proposed plans to see a loading dock next to their house and the homes across Church Street; she questioned the exterior fagade if brick or concrete block, and why a building to park cars needed to be 30 feet tall? She asked for the structure to be considered for no taller than 20 feet high on Church Street. Ms. Susan Sporl of 320 South Church Street said she moved into her house in 2013 and has liked her neighborhood and the antique store across the street but now very concerned about a large industrial building so near, for the appearance of the neighborhood and the effect it will have on her home's value. She asked what the plan was for garbage cans and waste management bringing rodents and pests in. She also noted concern for the bare metal, asking for a color to blend in to the surroundings. Chairman Shope called on the commission for questions or comments. Commissioner Voelker asked the applicant Mr. Goury why so tall? Mr. Goury responded with the front on South Barton Street being two-story and then the eight foot drop of the land midway sloping down to South Church Street. Chairman Shope asked the height of the Roanoke building with answers from "20-25" feet down to 18 feet" tall. Chairman Shope asked Mr. Goury if he would consider less than 30 feet tall, saying the photograph of the Roanoke building at 18 feet high seemed quite large. Commissioner Telford questioned truck traffic on Church Street and asked how much traffic; Mr. Goury said two to three runs for four to five days a week, and Sysco delivering twice a week. He added, the dock was proposed on Church Street to deal with the eight foot drop of the land. Council Liaison Paul Slechta questioned the canopy at 30 feet high to Church Street. He asked if possible to move back 30 feet and get rid of the awning; Chairman Shope liked the awning and agreed with the setback from Church Street. HPO Klempin said the trade-off of height might mean the loss of the mezzanine. Commissioner Alternate Darren Temple asked to clarify where the trash pickup would be, with Mr. Goury saying it would continue to be on Barton Street. Council Liaison Slechta asked if the mezzanine was the second floor identified as 1,375 square feet on the plans -it was. He then stated no one had a problem with the building JULY 28, 2021 HPC\Minutes\2021 4 H PC07/28/21 being 30 feet high on Barton Street then drop down as noted on the plans to be 20 feet high on Church Street; he summed up saying to lose the awning, with Chairman Shope saying the awning softened the structure, it was attractive if reduced. Mr. Goury said he could reduce the awning. Margaret Telford made the motion to close the Public Hearing for #CA21-38; Paula Wilbanks seconded the motion prevailing in a vote of: Ayes: 7 (Shope, Gilliland, Niewald, Telford, Temple, Voelker and Wilbanks) Nays: 0 Absent: 1 (Anderson) Chairman Shope called for any other questions; Commissioner Gillland said he would prefer to see the revised plans as noted before taking a vote. Darren Temple made the motion to approve #CA21-38 as presented with the changes made for a 30 feet setback on South Church Street with the height of the building and reduced awning not to exceed twenty feet high and the conditions as presented; Chuck Voelker seconded the motion prevailing in a vote of: Ayes: 6 (Shope, Niewald, Telford, Temple, Voelker and Wilbanks) Nays: 1 (Gilliland) Absent: 1 (Anderson) Passing with a vote of 6 to 1 vote(s).
