TRIPLETT, JR., PLANNER II DATE: AUGUST 4, 2021 SUBJECT: CONDITIONAL USE REQUEST CU21-15; GRAPEVINE CORNER ADDITION RECOMMENDATION Staff recommends the Site Plan Review Committee Conditional Use Request CU06-13 (Ord. 2006-33) meeting to allow outside dining and a drive -throug BACKGROUND INFORMATION LOT 1, BLOCK 1, h With this request the applicant proposes renovations to the outdoor dining area of Starbucks including: a new eight -foot shade structure atop seating located adjacent to the north elevation, new furniture and bicycle racks. An existing outdoor speaker, which plays low level background music, is present on the north elevation adjacent to East Northwest Highway. Forty-five seats were originally approved. Seating for 44 patrons is proposed; 18 seats inside and 26 seats outside. Total required parking is 15 parking spaces and 258 parking spaces are provided. At the May 16, 2006 meeting, Council approved conditional use request CU06-13 (Ord. 2006-33) to allow for a restaurant (Starbucks) with 45 seats, a drive through and outside dining. The Site Plan Review Committee at the December 21, 2006 meeting, approved conditional use request CU06-54 to allow for a modified site layout and building elevations. Interior floor plan changes include new restrooms and 30 fewer seats from 274 seats to 244 seats. Outdoor seating is proposed to increase 14 seats from 96 seats to 110 seats. Additional minor exterior changes include new corrugated metal and wood along the north and east elevations. The revised seating layout will seat 354 patrons requiring 119-parking spaces; 138 parking spaces are provided. Conditional use request CU06-32 (Ord. 2006-56) approved by Council at the August 2006 meeting to allow for a 393 seat restaurant (Ferrari's Italian Villa) with on -premise alcohol beverage sales and consumption. The elevations, floor plan and monument sign of an existing 10,564 square foot restaurant, formerly occupied by Golden Corral, were revised to accommodate Ferrari's. The Site Plan Review Committee at their August 29, 2007 meeting approved conditional use request CU07-28 to revise the exterior elevations by adding an outdoor fireplace, fountains and gazebo, revise the landscape plan, and revise the monument sign location of Ferrari's Italian Villa. At the September 15, 2015 meeting the Council approved conditional use permit CU15-37 (Ord. 2015-57) to allow for a 20-foot pole sign on the subject site. BACKGROUND INFORMATION With this request the applicant proposes ten fenced patios, for first floor units, located on the east side of Building "B". The patios range in size from 150.45 s.f. to 194.10 s.f. A three foot wrought iron fence is proposed for each patio. Additional landscaping is also proposed adjacent to the patios. With the Dallas Rd. project in front of our community ending we want to make sure that we have eye catching curb appeal to align with these improvements. As residents and visitors are traveling more frequently on this thoroughfare to and from Main St., enhancing the landscaping features at our community is beneficial to both AMLI and the City of Grapevine to add the attractive entry of the Dallas Rd. Additionally, we would like to add 11 private yards to the East side of our building which faces an entry point of The REC Trail, that can also be seen from passersby on Dallas Rd. When they are stopped at the new stoplight at Dooley and Dallas Rd. or just as they walk and drive through heading towards Main St. In the multifamily industry, there's demand for private yards as they give the feeling of living in a home with a yard, especially for pet owners. In the current space by the trail and our community, while it is lined with trees and minimal landscape, the space feels undeveloped. The private yards would be screened in by iron gate and exterior landscape creating an attractive finished appeal for AMLI and the City of Grapevine, as well as adding increased value for our community. The applicant was requesting a conditional use permit to amend the previously approved site plan of CU06-13 (Ord 06-33) to allow outside dining a and a drive-through in conjunction with a restaurant specifically to allow for outdoor speakers and renovation of an outdoor patio. After a brief discussion, Chris Coy moved to approve conditional use application CU21- 15. Ron Stombaugh seconded the motion, which prevailed by the following vote: Ayes: Oliver, Coy and Stombaugh Nays: None CONDITIONAL USE APPLICATION CU21-21 – FERRARI’S ITALIAN VILLA AND CHOP HOUSE Next for the Committee to consider was conditional use application CU21-12 submitted by Rawls Culver Architects for property located at 1200 William D Tate Avenue. The applicant was requesting a conditional use permit to amend the previously approved site plan of CU20-25 (Ord 21-04) for a planned commercial center with the possession, SITE PLAN REVIEW COMMITTEE AUGUST 4, 2021 080421 2 storage, retail sale and on-premise consumption of alcoholic beverages (beer, wine, and mixed beverages) a 20-foot pole sign, outdoor dining and outdoor speakers/monitors, revised floor plan and exterior elevations and to allow for the addition of a brewpub, specifically tor revise the floor plan, and revise the exterior elevations in conjunction with a brewpub and restaurant. After a brief discussion, Larry Oliver moved to approve conditional use application CU21-21. Chris Coy seconded the motion, which prevailed by the following vote: Ayes: Oliver, Coy and Stombaugh Nays: None PLANNED DEVELOPMENT OVERLAY PD21-03 – AMLI 444 EAST DALLAS ROAD Next for the Committee to consider was planned development overlay application PD21-03 submitted by AMIL 444 East Dallas Road for property located at 444 East Dallas Road. The applicant was requesting a planned development overlay to amend the previously approved site plan of PD16-01 (Ord 16-36) for the development of a multifamily complex, specifically to provide private tenant patios. After a brief discussion, Chris Coy moved to approve planned development overlay PD21-03. Ron Stombaugh seconded the motion, which prevailed by the following vote: Ayes: Oliver, Coy and Stombaugh Nays: None CONSIDERATION OF MINUTES Next for the Committee to consider were the Site Plan Review Committee minutes of July 7, 2021.
