SUBJECT: PARKING RESTRICTIONS ON INDUSTRIAL BOULEVARD
RECOMMENDATION:
City Council consider approval of an ordinance amending the Grapevine Code of
Ordinances Chapter 23 Traffic, Section 23 -63, No Parking Zones, modifying parking
restrictions at various locations on Industrial Boulevard west and south of State Highway
114, and take any necessary action.
BACKGROUND:
At the request of a property owner on Industrial Boulevard, staff has reviewed the
parking restrictions on the north end of Industrial Boulevard with consideration given to
the minor realignment of the roadway which has occurred at the intersection with the
State Highway 114 eastbound frontage road as part of the DFW Connector project.
Several parking issues were noted which create traffic safety concerns in this area.
• Vehicles park legally along the east and south side of Industrial Boulevard at the
90- degree bend in front of 501 Industrial Boulevard These vehicles are parking on
the inside of a sharp curve, creating a sight distance obstruction for traffic in both
directions and narrowing the roadway to the point of forcing some vehicles to
drive to the left of the centerline to negotiate the curve.
• Vehicles parked legally also create a sight distance obstruction for the north
driveway to 501 Industrial Boulevard, which recently had its alternate driveway
access removed as part of the DFW Connector work.
• Vehicles parked legally in close proximity to the State Highway 114 eastbound
frontage road intersection at times obstruct sight distance and impact the ability of
trucks to readily make turning movements at the intersection.
Based on the issues found and a review of the current ordinance language, the following
revisions are proposed (also see attached exhibit):
• Add a new parking restriction to replace the existing restriction on the east side,
so that the parking prohibition is extended to include the inside of the curve.
• Delete the existing parking restriction on the north side of Industrial Boulevard
opposite 501 Industrial Boulevard With approximately 46 feet of pavement, the
roadway is wide enough to allow parking on the north side. This parking is
currently in use despite the ordinance language because some signing has been
removed, and formally allowing it will not obstruct sight distance or interfere with
turning movements.

• Replace the existing parking restriction on the north side of the curve starting 40
feet east of the driveway to the IHOP restaurant, etc., to maintain sight distance
at the driveway intersection.
• Add a new parking restriction around the driveway to 501 Industrial Boulevard to
maintain sight distance for vehicles exiting the driveway turning in either direction.
• Add a new parking restriction on the north side starting 75 feet west of the
Frontage Road to maintain sight distance and turning movements at the
intersection.
• Add a new parking restriction on the south side starting 50 feet west of the
Frontage Road to maintain sight distance and turning movements at the
intersection.
These revisions will retain the long- standing parking restrictions on the north -south
portion of Industrial Boulevard which appear to be operating without issue, and will add
new restrictions to improve sight distance and traffic flow on the curve and around the
driveway to 501 Industrial Boulevard. However, the new parking restrictions are focused
on specific segments as necessary to address traffic concerns while still allowing for the
maximum number of vehicles to be parked on- street as possible.
The owner of the property adjacent to the proposed parking restrictions has requested
the review of parking regulations in this area and supports the revisions.
Staff recommends approval.

GRAPEVINE, TEXAS, AMENDING THE GRAPEVINE CODE
OF ORDINANCES BY AMENDING CHAPTER 23 TRAFFIC,
SECTION 23 -63 RELATIVE TO NO PARKING ZONES,
RESTRICTED PARKING ZONES; AUTHORIZING THE
ERECTION OF TRAFFIC REGULATION SIGNS; REPEALING
CONFLICTING ORDINANCES; PROVIDING A PENALTY OF
FINE NOT TO EXCEED THE SUM OF TWO HUNDRED
DOLLARS ($200.00) FOR EACH OFFENSE AND A
SEPARATE OFFENSE SHALL BE DEEMED COMMITTED
EACH DAY DURING OR ON WHICH AN OFFENSE OCCURS
OR CONTINUES; PROVIDING A SEVERABILITY CLAUSE;
DECLARING AN EMERGENCY AND PROVIDING AN
EFFECTIVE DATE

BE IT ORDAINED BY THE CITY COUNCIL OF OF 'A

Section 1. That Chapter 23, Section 23 -63, No Parking Zones, Restricted Parking
Zones of the Grapevine Code of Ordinances is hereby amended by deleting the following:
"Industrial Boulevard, east side, no parking, for a distance of approximately 1,200 feet,
starting at the north property line of 525 Industrial Boulevard and ending at the south
property line of 671 Industrial Boulevard.
Industrial Boulevard, north and west side, no parking, for a distance of 425 feet, starting
at approximately 200 feet west of SH 114 Eastbound Frontage Road and ending at 625
feet west and south of State Highway 114."
and adding the following:
"Industrial Boulevard, north side, no parking, starting at State Highway 114 Eastbound
Frontage Road and extending 75 feet west.
Industrial Boulevard, north side, no parking, starting at the first driveway west of State
Highway 114 Eastbound Frontage Road and extending 40 feet east.
Industrial Boulevard, south side, no parking, starting at State Highway 114 Eastbound
Frontage Road and extending 50 feet west.
Industrial Boulevard, south side, no parking, starting 40 feet west of the first driveway
west of State Highway 114 Eastbound Frontage Road and ending 30 feet east of the
same driveway.
Industrial Boulevard, south and east sides, no parking, starting at the south property
line of 671 Industrial Boulevard and ending 120 feet west of the first driveway west of
State Highway 114 Eastbound Frontage Road."
Section 2. That the City Manager, or his designee, is hereby authorized to have
the proper traffic signs erected, constructed, and placed at such points along said
highways, streets or alleys, or portions hereof under construction, maintenance or repair so
that travelers will be reasonably notified of said traffic regulations.
Section 3. That all ordinances or any parts thereof in conflict with the terms of this
ordinance shall be and hereby are deemed repealed and of no force or effect; provided,
however, that the ordinance or ordinances under which the cases currently filed and
pending in the Municipal Court of the City of Grapevine, Texas, shall be deemed repealed
only when all such cases filed and pending under such ordinance or ordinances have been
disposed of by a final conviction or a finding not guilty or nolo contendere, or dismissal.
Section 4. That any person violating any of the provisions of this ordinance shall
be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in a sum
not to exceed Two Hundred Dollars ($200.00) and a separate offense shall be deemed
committed upon each day during or on which a violation occurs or continues.
Section 5. That if any section, article, paragraph, sentence, clause, phrase or
word in this ordinance, or application thereto any person or circumstances is held invalid or
unconstitutional by a Court of competent jurisdiction, such holding shall not affect the
validity of the remaining portions of this ordinance; and the City Council hereby declares it
would have passed such remaining portions of the ordinance despite such invalidity, which
remaining portions shall remain in full force and effect.
Section 6. That the fact that the present ordinances and regulations of the City of
Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace
and general welfare of the public creates an emergency which requires that this ordinance
become effective from and after the date of its passage, and it is accordingly so ordained.
