SUBJECT: APPROVAL FOR THE AWARD OF RFB 427-2015 FOR THE
CVB BUILDING STORAGE ADDITION
RECOMMENDATION:
The Executive Director recommends approval for the award of RFB 427-2015 to
Concord Commercial Services, Inc. for the CVB building storage addition.
FUNDING SOURCE:
Funding is currently available in CIP - CVB Headquarters Storage Facilities 179-79176-
000 at $256,000.00 and CIP — CVB Vineyard & Winery Museum Project 179-79175-000
at $34,000 for an amount not to exceed $288,916.00.
BACKGROUND:
In the FY2014 budget, Council approved the addition of a storage facility to the Grand
Hall. The single bid received is $34,000 over the budgeted amount. Given the current
construction boom and increased cost of steel, materials, piers etc., it would seem that
$34,000 is an acceptable increase in the cost of the project. The overage will come
from previously allocated unspent capital funds.
Original storage space for the Grand Hall and the CVB Headquarters was deleted from
the original building construction to bring the project in on budget. Current storage is off
site and requires constant transfer of equipment between buildings.
This second floor addition of approximately 2,000 square feet that comes off the north
side of Grand Hall will solve the storage problem. This addition will have a fire sprinkler
system and conditioned space space to protect sensitive equipment and materials. By
being elevated, we will lose only one parking space.
The intent is for the addition to blend seamlessly into the existing building, matching
exterior finishes and roof systems. Penetrations to the existing building will be executed
as original construction. The construction lead-time is 120 days from the notice of award
date, to completion.
Bids were taken in accordance with Local Government Code Chapter 252, Subchapter
B, Section 252.021 (a) and Section 252.041 (a). The bid was advertised in the Fort
Worth Star Telegram on March 5 and 12, 2015. 559 vendors were electronically notified
of the bid through the eBid system. 27 vendors opened and viewed the bid with one

vendor submitting a bid. The bid was opened publicly on March 31, 2015 at 2:00 p.m.
The original budget for this project was estimated at $269,600. Due to high construction
demand the bid came in higher than estimated.
Based on the evaluation by Purchasing and the CVB staff, Concord Commercial
Services, Inc.'s bid is responsible and responsive. The bid price seems to be fair and
reasonable for this type of construction project.
Staff recommends approval.
