GRAPEVINE HOUSING AUTHORITY OFFICE 131 STARR PLACE, GRAPEVINE, TEXAS CALL TO ORDER: 4:00 a.m. EXECUTIVE SESSION: 1. Commissioners to recess to the Housing Authority Conference Room to conduct a closed session relative to consultation with and legal advice from the City Attorney regarding pending litigation (Ivey, et al. v. Grapevine Housing Authority— Cause No. 2020-00063930-1), pursuant to Section 551.071, Texas Government Code. Commissioners to reconvene in open session in the Housing Authority Conference Room and take any necessary action relative to items discussed in Executive Session. REGULAR MEETING CITIZEN COMMENTS 2. Any person who is not scheduled on the agenda may address the Board of Commissioners under Citizen Comments or on any other agenda item by completing a Citizen Appearance Request form with the Executive Director. A member of the public may address the Board of Commissioners regarding an item on the agenda either before or during the Board's consideration of the item, upon being recognized by the Chair of the Board or upon the consent of the Board. In accordance with the Texas Open Meetings Act, the Board is restricted in discussing or taking action during Citizen Comments. REPORT OF THE EXECUTIVE DIRECTOR (INFORMATIONAL ONLY) 3. Status of Grapevine Housing Authority A. Rent Delinquency and Information Sheet B. Capital Funds Report and Work in Progress C. Report of Public Housing Activity and Issues through August 23, 2021 D. Update from the Resident Advisory meetings held on August 20, 2021 NEW BUSINESS 4. Consideration of the minutes from the July 22, 2021 meeting and take any necessary action. 5. Election of Officers and Ex Officio member to the Senior Citizens Advisory Board and take any necessary action. 6. Consideration and acceptance of the July 2021 monthly financial statements and take necessary action. ADJOURNMENT In accordance with the Open Meeting Law, Texas Government Code, Chapter 551, 1 hereby certify that the above agenda was posted on the official boards at Grapevine City Hall, 200 S Main Street and on the City's website on August 23, 2021 by 4:00 p.m. V.?it a 1 6 Ja6o,tverett Executive Director State of Texas County of Tarrant City of Grapevine The Board of Commissioners of the Grapevine Housing Authority met in Regular Session on this the 26th day of August 2021, in the Conference Room of the Grapevine Housing Authority, 131 Starr Place,with the following members present to wit: Linda Troeger Chair Bonnie McHugh Vice Chair/Finance Bettye Bratcher Resident Commissioner Shonda Shaefer Commissioner Teri Rhodes-Cantu Absent Constituting a quorum,with the following also present: Duff O'Dell City Council Liaison Greg Jordan CFO City of Grapevine Jane Everett Executive Director Chairperson Troeger called the meeting to order at 4:00 p.m. Item#1 Executive Session Chairperson Troeger announced the Board of Commissioners would recess to the Conference Room to conduct a closed session regarding: 1. Consultation with and legal advice from the City Attorney regarding pending litigation (Ivey,at al.v. Grapevine Housing Authority—Cause No.2020-00063930-1),pursuant to Section 551.071,Texas Government Code. The Board of Commissioners recessed to the Housing Authority Conference Room and began the closed session at 4:00 p.m. The closed session ended at 4:18 p.m. Upon reconvening in open session in the Conference Room, Chairperson Troeger stated there was no action to be taken relative to Section 551.071. REGULAR MEETING Chairperson Troeger called the regular meeting to order at 4:18 p.m. Item#2 Citizen Comments No Citizen comments submitted. NEW BUSINESS Item#3 Report of the Executive Director(Informational Only) A. Rent Delinauencv and Information Sheet The Executive Director reported to the Board on the rent delinquencies,number of empty units,work orders and statistical information for the waiting list for Public Housing through August 23, 2021. B. Capital Funds Report and Work in Progress The Executive Director reported to the Board on the current Capital Funds and corresponding projects. C. Report of Public Housing Activity and Issues The Executive Director gave an update on the results of the housekeeping inspections conducted to date. The Executive Director informed the Board the September Board meeting would include a public hearing regarding the Five Year plan for 2022-2026 and the 2022 Annual Plan. D. Minutes from the Resident Advisory Meeting held August 20 2021 The minutes from the August 20,2021, Resident Advisory Board meeting were presented to the Board.The residents provided several suggestions on how to utilize the capital funds received by the housing authority. Item#4-Consideration of the minutes from the July 22 2021 meeting and take any necessary action The Board was provided the minutes from the July 22, 2021 meeting for approval. Commissioner McHugh moved and Commissioner Bratcher seconded to accept the amended July 22,2021. Ayes: Troeger, McHugh, Schaefer and Bratcher Nays: None Absent: Rhodes-Cantu Motion passed: 4-0 Item#5 Election of Officers and Ex Officio member to the Senior Citizens Advisory Board and take any necessary action. Commissioner Schaefer moved and Commissioner Bratcher seconded the proposed slate of officers: Chair Linda Troeger Vice Chair Bonnie McHugh Financial Officer Bonnie McHugh Ex Officio Member of the Senior Advisory Board Teri Rhodes-Cantu Ayes: Troeger, McHugh, Schaefer and Bratcher Nays: None Absent: Rhodes-Cantu Motion passed: 4-0 Item#6-Consideration and acceptance of the July 2021 monthly financial statements and take necessary action. The Executive Director presented the board with an electronic copy of the July 2021 financial statements for review. Commissioner McHugh moved and Commissioner Schaefer seconded to accept the July 2021 financial statements. Ayes: Troeger, McHugh, Schaefer and Bratcher Nays: None Absent: Rhodes-Cantu Motion passed: 4-0 ADJOURNMENT Commissioner Schaefer moved and Commissioner McHugh seconded that the meeting be adjourned.
