U L 1 Friday, August 13, 2021 Dear City Council Members, As a longtime resident of Grapevine, and in particular a resident of Dooley Court, I wish to express my unequivocal displeasure with the possible rezoning of 809 S. Dooley St., and neighboring parcels, from Light Industrial to Residential - Multi -Family. This rezoning effort is in preparation for a planned development by the Trinsic Residentia Group. This new apartment complex is to be 4 stories tall and contain 254 Units and would be placed on the opposite side of the TEXRail tracks from our homes. The residents of Dooley Court find this completely unacceptable. Myself, and the other residents of Dooley Court, have endured one development after another behind our neighborhood, all in the name of city progress, and we will support no more of it. Starting with the outright lies of the TEXRail operational hours, which went from 06:00 — 20:00(initially communicated to residents) to 04:00 - 02:00(After construction was started). Then the construction of the rail system with its associated noise and dust. Tc the month long, all hours, train hom safety testing. The incessant crossing bells and associated flashing lights have ruined our use of our patio and back yard. The latest progress project, 12' wide bike and walking path, resulted in the complete loss of the old growth tree line behind our homes. While the city did plant a row of trees, over half of them suffered irreparable damage from this year's freeze. This has left us with a nearly complete loss of privacy, and any sound abatement the old tree line offered. Not to mention the death of much of our landscaping that was designed around exposure to limited sun. It will take over a decade for these new trees to provide any privacy equivalent to the old growth tress we had before the trail development. And now we are supposed to tolerate a 4 story apartment complex behind us, whose residents will have a clear view into our yards, and bedrooms. Not only do we take issue with the privacy concerns, but the expected increase in car traffic on Dooley Street. We have already seen a marked increase in traffic with the completion of the AMLI Grapevine apartment development on Dallas Road. Adding 250 apartment/townhome units in the vicinity will only exacerbate the issue. Then there is the noise issue. Having a 4-story brick facade on the opposite side of the railroad will act as one huge reflector of train noise; Compounding a problem we are still trying to remediate. When the rezoning application comes before the board, I hope you will take into consideration our position on the matter and deny approval.
