We have serious reservations about the city approving a change in lot size from R20 to R7.5. The farm property already sits on the edge of a flowage easement controlled by the Army Corps of Engineers. Adding a significant amount of concrete to the habitable land is going to have a negative effect on drainage that will be felt by the surrounding properties. As a homeowner for almost three years at this property, I can confirm the land in this back pocket of Grapevine takes on significant water during heavy rains and flooding. Keeping the lots R20 would, at the very least, reduce the amount of hardscape and ease the potential for additional run-off and flooding throughout the year. We're also concerned how the addition of 29 homes will increase noise and light pollution, as well as the flow of traffic at all hours of the day. Even with a new entrance to the neighborhood off Lonesome Dove Road, a secondary entrance off Gravel Road — essentially a one -lane farm road — is going to create an uptick in car traffic on a road that isn't equipped for additional cars during work and school hours. Retaining larger lot sizes would keep the noise increase to a minimum and reduce the potential for vehicle congestion. We realize a development will eventually be placed on the farmland, but I'd urge the Council to consider how cramming homes on minimum 7,500 square foot lots will alter the area for existing Grapevine residents. We'd also like the Council to ensure the non -developable land adjacent to the proposed development be turned into a nature habitat that makes Grapevine proud. It's one of the last remaining habitats for the deer, coyotes and other wildlife that call Lake Grapevine home. Lot 11 in Cannon Homestead SUBJECT: File # Z21-05 Ferguson Place Comments We built our home 18+- years ago. When we bought the lot, I was aware of the 572 Core elevation designation, but Patti claims she was never aware and always assumed that only one home would be built behind us. The acreage partial where the proposed Witt Court is to be located was to be one home which was constructed soon after ours. Mr. Ferguson retained most of the large timber on the entire tract that is the subject of this zone change. We never imagined that the large home that Mr. Ferguson built would ever be removed and thus we assumed that the view of his timbered property would be our back yard view. Mr. Maykus has provided us with the preliminary site plan which has the cul de sac named Witt Court coming to the back yard lines of lots 10 and 11 of Cannon Homestead. Lot 12 on Witt Court is immediately behind our home lot. The building pad for this lot 12 shows to be 10' behind our property line and would face perpendicular to our home/lot, thus our view from the rear of our home will change from tree canopies to the left side of the newly constructed home 10 feet from our rear fence. We acknowledge that the current zoning is R-20 and that the land can be developed for that use. We are just disappointed that the view we "assumed" would remain will now be much less timbered and streets and rooftops will be our view. I have visited with Mr. Maykus, and he has proposed that lot 12 of Witt Court will be deed restricted to a one-story structure with no windows facing our lot/home. He has also offered to install trees in our bark yard and modify our irrigation to accommodate growth to create some site barrier to the proposed development. Consideration should be given by the City and Mr. Maykus to maximize the legacy tree canopy on the proposed site. We hope care is given to protect the remaining trees to maximize the chance of survival. Another concern is that headlights from traffic flow going south on Witt Court will be directly facing lots 10 and 11 in Cannon Homestead as the cul de sac edge adjoins these two lots. Could the cul de sac be shortened to allow for a bit of green belt (trees remaining) between the end of the cul de sac and the Cannon Homestead lot lines? Hopefully Mr. Maykus and the City can address some type of protection/light barrier for this also. In that time, I have witnessed the exponential growth in the Grapevine/Southlake area. Specifically, two neighborhoods close in proximity, Lonesome Dove Estates and Cannon Homestead which were both developed by Kosse Maykus. These two communities have stood the test of time and continue to this day. Because of this, my wife Lauren and I are in full support of the proposed neighborhood Ferguson Place. We think it would be a great addition and add to the charm of our area! My question is for the council tomorrow night, in regards to Maykus Homes' Ferguson Place off of Lonesome Dove and South Gravel Circle. I watched his presentation to the Southlake committee and am very happy to see a quality development come into these properties. My big concern and question is, how will traffic be managed on Lonesome Dove at Dove Road? It doesn't look like you can have a traffic circle there due to the homes. Lonesome Dove is heavily traveled as it is, especially when Meadowmere Road is closed due to flooding. The heavy traffic at rush hours, weekend events at Meadowmere Park or when 114 is backed up will make it impossible to turn left onto Dove from Lonesome Dove. At least a 3-way stop would be of help. I hope the council would adhere to researching the already overcrowded CISD school system and keep the lots as they are zoned- 1/2 acre lots. If the developer wanted to develop on 1 /4 acres, he has the ability and capability to buy those properties already zoned in other areas. With 29 homes that would be built, you would have anywhere from 60+ kids added to an already crowded school system. The only reason the developer wants to change the zoning is to pad his pockets, It in no way benefits the subdivision to allow more homes than what would be allowed as It is zoned. Developers need to realize zoning is set as a precedent for a reason in cities, to keep the homes at a limit and subdivisions at a limit for cohesive living in a space. If zoning keeps getting changed, what would be the purpose of zoning for residential- It is set at s time for a city to maintain green space on lots owned by homeowners, not to overcrowd. I adamantly oppose the rezoning and would hope the council would oppose It as well and keep It zoned as the previous council members had It set. It has come to my attention that a developer would like to develop a plot of land that is in Grapevine, but within the JES school boundaries. My understanding is that the lots will be (on average) less than 10,000 square feet. I am opposed to this development. Lots of this size will add a lot of families on a small area of land, all of which feed directly into an overcrowded elementary school. The school does not have the capacity for these children. Secondly, we also live on the north side of Southlake. The only way to access the proposed development is by Dove. Dove and the surrounding streets cannot accommodate the additional cars that would come with so many houses being developed on a small area of land. I highly encourage you to veto the proposal as is and only approve if the lot sizes are significantly increased (which therefore reduces the strain on our schools and roads). This has just been brought to my attention that there is a request for a zoning change for the 13.673 acre parcel currently zoned R-20 north of Dove Road. I understand the developer wants to change the lot size from .5 acre to .25. This is really unfortunate, because this request for zoning change would be against the existing zoning laws. My neighbors bought in this area knowing that there were existing zoning laws. I live in Southlake, and the reversal of this decision will affect my children as our elementary school is ALREADY over crowded.
