SUBJECT: EXTENSION OF AN ANNUAL CONTRACT FOR WATER
BRASS PARTS, PIPE AND FITTINGS
RECOMMENDATION:
City Council to consider approval of a 90 day extension with Fortiline Waterworks,
Municipal Waterworks, and HD Supply Waterworks, LTD. for the purchase of water
brass parts, pipe and fittings.
FUNDING SOURCE:
Funds for this purchase are available in account 100- 14111 -0000 (General
Fund/Warehouse Inventory) in the amount of $30,000.00.
BACKGROUND:
Bid 374 -2012 was issued in accordance with Local Government Code Chapter 252,
Subchapter B, Section 252.021 (a) and Section 252.041 (a). The contract was for an
initial one -year period with four, one -year renewal options. The bid advertisement was
posted in the Fort Worth Star Telegram on November 3 and November 10, 2011. The
bid was opened publicly on November 29, 2011 at 2:00 p.m.
The purpose of this bid is to establish fixed annual pricing for the purchase of various
types of water brass parts, pipe and fittings to be used by Public Works and City
Departments on an as- needed basis to be stocked in the warehouse.
Twenty -seven vendors were notified of the bid and an additional seven vendors
requested bid packets which were sent to the vendors. Four bids were received. In the
best interest of the City, staff awarded each vendor items based on low bid. Fortiline
Waterworks was low bid on 119 items, HD Supply was low bid on 90 items, and
Municipal Waterworks was low bid on 67 items.
Due to Public Law 111 -380, Safe Drinking Water Act (SDWA) the current production of
all lead brass items will end January 4, 2014. Most manufacturers and distributors will
begin selling only no -lead brass by June 2013 to comply with the new law.
This request is for a 90 day extension from January 4, 2013 through April 4, 2013, to
continue services under the same terms and conditions of the annual contract and to
facilitate the rebid process.
Staff recommends approval.
