A check for the submittal fee is enclosed based on the recently platted acreage of 55.685 acres. The reason for a Conditional Use / Site plan application is due to a previous Conditional Use / Site Plan approval, CU02-56 as amended by CU04-28. We have made changes that will improve the project, improve the amenities, and beautify the project as a whole. In no way will the proposed conditional use cause substantial harm to the value, use, or enjoyment of other property in the neighborhood. The requested changes will only add value to other properties in the neighborhood. Our model building, which is Building 2, has been "flipped." After selecting the specific units that we are going to furnish and use as leasing models, it was noticedd that our most distinguishing attribute, the 45 acre park, could not be seen from inside the unit or from the balcony. By "flipping" the building, essentially building it as a mirror image of the plan, our models will now face the park. The Clubhouse or Leasing Office is currently approved with the exterior material as stone. We are proposing to take the stone from the exterior and move it to the interior of the building. The stone will become the interior walls of the Great Room creating a very bold and strong statement. By doing this, we can distinguish this Clubhouse from the layout and finishes used on the Mustang Ridge community across the street. In addition, minor modifications have been made to the residential building elevations. The elevation changes are not significant and eliminate subtle conflicts between standard framing practices and the architectural design. On CU04-28, a single -bay carwash was added to the site as an amenity for the tenants. The location of the previously approved carwash will not change. We have also added 124 carports to the siteplan as an additional amenity for the residents of this community. Another amenity to beautify the site is a divided entry road which will be landscaped making for a more exciting drive -up appeal. In summary, our intent is still the same as when we began this project: To build quality rental property that our residents are proud to call home. BACKGROUND INFORMATION Conditional Use Request CU02-56, approved at the January 21, 2003 meeting allowed for the development of a two phase, 600 -unit apartment complex on an 82 -acre parcel of land at the southeast corner of F.M. 2499 and the Grapevine/Flower Mound city limit line. Under development by Mr. Jerry Stone of Duke Residential Development, the subject site was approved by Council as a conditional use request relative to three-story building height and reduced building separation. At the September 8, 2004 meeting the Site Plan Review Committee approved an amendment to the site plan (CU04-28) which allowed the addition of a single structure (labeled Type IV) to the building mix that is a composite of two buildings that will be representative of all the unit models in the project except for the three bedroom units to be used as a "model" building. In addition a single bay car wash was added to the site plan near the laundry facility. Also, slight changes in the building elevations were approved since the initial elevations were more preliminary in scope. With this request the applicant intends several minor alterations to the previously approved plan which includes a reorientation of Building 2, which is used as a "model" building. The northern portion of the building was switched with the southern end so that the model units will have visibility to the park area to the south. The leasing office/clubhouse will have a stucco exterior rather than stone and a second carwash bay has been added to the plan. The applicant also intends to make some very subtle changes to the building elevations to add diversity to the units and lastly the applicant proposes to provide covered parking over 124 parking spaces throughout the complex.
