SUBJECT: RATIFICATION AND APPROVAL OF A CONTRACT FOR THE RENTAL
OF A TEMPORARY BELT PRESS FOR THE WASTEWATER
TREATMENT PLANT
RECOMMENDATION: City Council to consider ratifying and approving a contract for the rental of
a temporary belt press for the wastewater treatment plant with Aspen
Rental.
FUNDING SOURCE: Funds are available in the Utility Enterprise Capital Fund for a total
amount estimated at $65,000.
BACKGROUND: On February 2, 2021, City Council awarded a contract to Red River
Construction for the installation of two new screw presses. These screw
presses are to replace the aged belt press at the wastewater treatment
plant. As part of construction, a temporary belt press was needed for the
switch over from the existing belt press to the two new screw presses. It
was anticipated that the temporary belt press would only be needed for
the actual switch over timeframe. Unfortunately, the existing belt press has
become inoperable and city staff is unable to repair any longer. This is
requiring a rental of a temporary belt press. The temporary belt press was
rented on an emergency basis on September 16, 2021. The temporary
belt press will be required until the end of January 2022 for the switch
over.
This purchase will be made in accordance with an existing interlocal
agreement as allowed by Texas Local Government Code, Chapter 271 and
Texas Government Code, Chapter 791.
Staff recommends approval.
