HomeMy WebLinkAbout2021-09-22 Regular MeetingHPC09/22/21 STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Historic Preservation Commission for the City of Grapevine, Texas met in Public Hearing on Wednesday, September 22, 2021 at 6:00 p.m. in the Grapevine City Hall, 2nd Floor Council Chambers, 200 South Main Street, Grapevine, Texas with the following members present to wit: Sean Shope Chairman Jim Niewald Commissioner Margaret Telford Commissioner Chuck Voelker Commissioner Paula Wilbanks Commissioner Paul Slechta City Council Liaison Monica Hotelling Planning & Zoning Liaison The above commissioners constituted a quorum with Commissioner(s) Anderson, Gilliland and Alternate Temple absent. With the following city staff present: Paul W. McCallum Executive Director, Grapevine Convention & Visitors Bureau Matthew Boyle City of Grapevine Attorney David Klempin Historic Preservation Officer (HPO) Mary Bush Historic Preservation Secretary WELCOME Chairman Shope announced GrapeFest was an incredible weekend for the community at large. He said another event as major was the Peace Circle sculptures inducted at the corner of Dallas and Main St. Thank you to all the citizens who volunteered this weekend, it was a community event. He asked Executive Director P.W. McCallum how many volunteers were required at GrapeFest? Mr. McCallum replied, fully staffed about 2,000 volunteers. Volunteer count was down this year due to pandemic effect. CALL TO ORDER Chairman Shope called the meeting to order at 6 p.m. CITIZEN COMMENTS Any person who is not scheduled on the agenda may address the Historic Preservation Commission under Citizen Comments by completing a Citizen Appearance Request SEPT 22, 2021 HPC\Minutes\2021 HPC09/22/21 form. In accordance with the Texas Open Meetings Act, the Commission is restricted in discussing or taking action during Citizen Comments. WORK SESSION Approved Certificates of Appropriateness as follows: #CA21-43 for property located at 629 West College Street; #CA21-44 for property located at 235 South Dooley Street; #CA21-46 for property located at 619 South Church Street; #CA21-47 for property located at 414 South Main Street; #CA21-48 for property located at 129 South Main Street, Suite #260; #CA21-50 for property located at 513 East Texas Street; #CA21-51 for property located at 413 East Texas Street: #CA21-52 for property located at 424 Ball Street; and #CA21-53 for property located at 428 Ball Street. PUBLIC HEARING Chairman Shope declared the Public Hearing for #CA21-45 open for the property located at 326 East Texas Street, legally described as Abstract 422 Tract 63B, Grapevine, City of, Grapevine, Texas to the Grapevine Historic Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as amended for the following items: Chairman Shope called on David Klempin to present the case. BACKGROUND: Certificate of Appropriateness application #CA21-45 was submitted on July 21, 2021, by the owner/applicants Fabien and Yasmine Goury to renovate the exteriors of the three existing cottages at the rear of their property at 326 East Texas Street. The three small cottages were built in 1948 in the rear yard of the Jackson House to serve weekend visitors to the newly created Lake Grapevine. The structures are utilitarian in appearance and minimal traditional in style. The owners want to renovate and enhance the exterior appearance of the three structures and adapt them to modern living standards. The property was landmarked by the Grapevine Historic Preservation Commission in 2000. Staff review of the Secretary of Interior Standards for Rehabilitation of Historic Structures Ten Criteria (attached) with regard to the proposed plans for the property found the proposed exterior enhancements to the cottages to be in compliance. Exterior materials of the cottages would match the materials of the Jackson House. The Cottages would be painted to match the color scheme of the existing house. SEPT 22, 2021 HPC\Minutes\2021 2 HPC09/22/21 RECOMMENDATION: Staff recommended the Historic Preservation Commission approve with conditions Certificate of Appropriateness #CA21-45 for the property located at 326 East Texas Street, legally described as Abstract 422, Tract 63B, City of Grapevine, to the Grapevine Historic Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as amended for the following items: 1. Renovate the exterior of Cottage 1; 2. Renovate the exterior of Cottage 2; 3. Renovate the exterior of Cottage 3; as per the attached plans and specifications with the conditions the Board of Zoning Adjustment approves expanding the height of the roofs on Cottages 1 and 2 and a building permit is obtained from the Building Department; and all exterior materials, finishes, paint colors, doors and hardware, windows and exterior light fixtures are required to be approved on a separate Certificate(s) of Appropriateness. Chairman Shope called on the applicant/property owner Fabien Goury to make comments. Mr. Goury stated he was staying within the exact footprint of each structure but raising the roof for the feel of more room, not expanding, but adding volume to the area; he added, his neighbors are ready for the restoration of the cottages. Margaret Telford made the motion to close the Public Hearing for #CA21-45; Chuck Voelker seconded the motion prevailing in a vote of: Ayes: 5 (Shope, Niewald, Telford, Voelker and Wilbanks) Nays: 0 (None) Absent: 3 (Anderson, Gilliland and Temple) Chairman Shope called for any other questions; there were none. E. Box Addition, City of Grapevine, to the Grapevine Historic Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as amended for the following items: SEPT 22, 2021 HPC\Minutes\2021 3 HPC09/22/21 Chairman Shope called on David Klempin to present the case. BACKGROUND: Certificate of Appropriateness application #CA21-49 was submitted on August 9, 2021 by the applicant, John Martinez for the installation of vinyl windows and the removal of the existing (non -original) aluminum windows. The original house was constructed in 1950 for the L. C. Highnote family. The minimal traditional house is a simple rectangular plan with gabled roof, an enclosed breezeway and two -car attached garage opening to East Wall Street. The house was purchased by Kent Clothier in 2015 and renovated and exterior restored in 2016 following the Design Guidelines for the D. E. Box Addition the Historic District. It was recently purchased by John Martinez and Deborah Horn to serve as their family home. The existing aluminum windows of the house were removed and new vinyl windows were installed without obtaining the required permit from the City of Grapevine Building Department and a Certificate of Appropriateness approval from the Historic Preservation Commission. Staff review of the Secretary of Interior Standards for Rehabilitation of Historic Structures Ten Criteria with regard to this property, found the installation of vinyl windows not to be in compliance with the Secretary of Interior Standards. To remediate this discrepancy with the Secretary of Interior Standards, staff recommended removal of the vinyl windows and replacement with one -over -one aluminum windows, wood or metal clad wood windows. RECOMMENDATION: Staff recommended the Historic Preservation Commission deny Certificate of Appropriateness #CA21-49 for the property located at 854 East Wall Street, legally described as Block 2, Lot 2, D. E. Box Addition, City of Grapevine, to the Grapevine Historic Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as amended for the following items: 1. the removal and replacement of all existing aluminum windows in the house; 2. replace all windows with vinyl windows in the original window openings; Chairman Shope called on the applicant/property owners Mr. John Martinez and Ms. Deborah Horn to make comments. Ms. Horn stated they are looking at Andersen 100 Series windows which also provide energy efficiency and a more tolerable price. Ms. Horn expressed she had priced out all and does not like the appearance of aluminum; Andersen windows are more expensive but look better for the integrity of the house. Mr. Martinez questioned not meeting "energy standards" and efficiency in Texas, saying New Mexico and Arizona do not allow aluminum. SEPT 22, 2021 HPC\Minutes\2021 4 H PC09/22/21 Margaret Telford made the motion to close the Public Hearing for #CA21-49; Paula Wilbanks seconded the motion prevailing in a vote of: Ayes: 5 (Shope, Niewald, Telford, Voelker and Wilbanks) Nays: 0 Absent: 3 (Anderson, Gilliland and Temple) Chairman Shope called for more research for appropriateness; Commissioner Telford asked about the windows comparing to new a build. Mr. Klempin said this house is landmarked and the windows referred to are not appropriate for 1950. Chuck Voelker made the motion to deny #CA21-49 as presented; Jim Niewald seconded the motion prevailing in a vote of: Ayes: 4 (Shope, Niewald, Voelker and Wilbanks) Nays: 1 (Telford) Absent: 3 (Anderson, Gilliland and Temple) City Attorney Matthew Boyle stated; Mr. Chairman, before we move on from this case, I want you and the applicants to know given the fact of what they requested was denied, does not mean that is the end of the road. In the event they wish to come back and make an alternative application, they will certainly be free to do so with (HPC) staff just like we did in advance of this meeting, we would be glad to meet with the owners to talk through what the available next steps are. I want to reiterate for the commission and the public, city staff has instituted a gate keeping process to stop issues like this from happening but in order for that to be effective, the contractor should have done what he was obligated to do by ordinance is to make an application for a building permit. Had he done so, all Historic Landmark overlay properties are flagged down in building permitting so that the building permit will not be issued unless a Certificate of Appropriateness has been approved. So here, unfortunately that gate keeping process was not effective because the contractor did not meet his fundamental threshold obligation of making application for a building permit. PUBLIC HEARING Chairman Shope declared the Public Hearing for #CA21-54 open for the property located at 608 South Dooley Street, legally described as Block 23, Lot 2R2, City of Grapevine, to the Grapevine Historic Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as amended for the following items: Chairman Shope called on David Klempin to present the case. SEPT 22, 2021 HPC\Minutes\2021 5 HPC09/22/21 BACKGROUND: This structure was built on the Grape Vine Prairie in 1905, it was moved when Lake Grapevine and the Dam were built by the Army Corp of Engineers. The Roberson House was moved to the Historic Township when City leaders learned the structure would be demolished as the property it stood on had succumbed to modern development. This structure has had a long history with the city and people of Grapevine. Certificate of Appropriateness application #CA21-54 was submitted on August 25, 2021 by the applicant Hibah Zatar to renovate and update for modern living, the 1905 Roberson House at 608 South Dooley Street. The house requires installation of new electrical, plumbing and HVAC systems. The new owners desire to adapt the house to serve as their family home. The plans for the new additions and a detached garage have been developed by rc3D Visualization Design Architects following the Design Guidelines established for the Roberson property. Staff review of the Secretary of Interior Standards for Rehabilitation of Historic Structures Ten Criteria (attached) with regard to this property, found the proposed work to be in compliance. The total living area of the existing structure and the two-story addition totals 3,219 square feet. This is within the 3,400 maximum square feet and the 280 square foot detached one -car garage is within the 500 square feet garage area established by the Preservation Ordinance. The property lot size is 9,163 square feet and the building coverage would be 28.3%, (maximum 40%). Building height is 27 feet. RECOMMENDATION: Staff recommended the Historic Preservation Commission approve with conditions Certificate of Appropriateness #CA21-54 for the property located at 608 South Dooley Street, legally described as Block 23, Lot 2R2, City of Grapevine, to the Grapevine Historic Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as amended for the following items: To renovate the original 1905 Roberson House, a single-family residential property and update it for modern living standards and owner's needs, to include the following items- 1to construct a new detached 280 square foot one -car detached garage building at the rear of the property; 2. to construct a new 1,115 square foot two-story addition on the west and north sides of the house containing dining room, media room, bathroom, utility room and one -car attached garage on the first floor and a master bathroom with closet area and hall bath on the second floor; SEPT 22, 2021 HPC\Minutes\2021 6 HPC09/22/21 as per attached drawings with the conditions all exterior materials including roofing, siding and trim, doors and door hardware, windows, and light fixtures be staff approved under a separate Certificate of Appropriateness; and a building permit is obtained from the Building Department.
