This letter confirms on September 22, 2021 the Historic Preservation Commission
approved with conditions #CA21-45 for the property addressed 326 East Texas Street,
legally described as Abstract 422, Tract 63B, City of Grapevine, to the Grapevine Historic
Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as amended,
for the following:
1. Renovate the exterior of Small Cottage 1;
2. Renovate the exterior of Small Cottage 2;
3. Renovate the exterior of Small Cottage 3;
as per the attached plans and specifications with the conditions the Board of Zoning
Adjustment approves expanding the height of the roofs on Cottages 1 and 2 and a building
permit is obtained from the Building Department; and all exterior materials, finishes, paint
colors, doors and hardware, windows and exterior light fixtures are required to be
approved on a separate Certificate(s) of Appropriateness.
An approved Certificate of Appropriateness is not an approved building permit; a
building permit is / is not required. Contact the City of Grapevine's Building
Department at 817.410.3165 for fees and information regarding permits.

RECOMMENDATION:
Staff recommends the Historic Preservation Commission approve with conditions
Certificate of Appropriateness #CA21-45 for the property located at 326 East Texas
Street, legally described as Abstract 422, Tract 63B, City of Grapevine, to the Grapevine

BACKGROUND:
Certificate of Appropriateness application #CA21-45 was submitted on July 21, 2021, by
the owner/applicant Fabien and Yasmine Goury to renovate the exteriors of the three
existing cottages at the rear of their property at 326 East Texas Street. The three small
cottages were built in 1948 in the rear yard of the Jackson House to serve weekend
visitors to the newly created Lake Grapevine. The structures are utilitarian in appearance
and minimal traditional in style. The owners want to renovate and enhance the exterior
appearance of the three structures and adapt them to modern living standards. The
property was landmarked by the Grapevine Historic Preservation Commission in 2000.
Staff review of the Secretary of Interior Standards for Rehabilitation of Historic Structures
Ten Criteria (attached) with regard to the proposed plans for the property found the
proposed exterior enhancements to the cottages to be in compliance. Exterior materials of

Staff recommends the Historic Preservation Commission approve with conditions
#CA21-45 to enhance its appearance with period details following the Design Guidelines;
as per the attached plans with the conditions the Board of Zoning Adjustment approves
expanding the height of the roof on Cottages 1 and 2 and a building permit is obtained
from the Building Department; and all exterior materials, finishes, paint colors, doors and
hardware, windows and exterior light fixtures are required to be approved on a separate
Certificate(s) of Appropriateness.

REHABILITATION IS DEFINED as the act orprocess of making possible a compatible use
for a property through repair, alterations and additions while preserving those portions or
features which convey its historical, cultural or architectural values.
1. A property will be used as it was historically or be given a new use that requires minimal
change to its distinctive materials, features, spaces and spatial relationships.
2. The historic character of a property will be retained and preserved. The removal of
distinctive materials or alteration of features, spaces and spatial relationships that
characterize a property will be avoided.
3. Each property will be recognized as a physical record of its time, place and use.
Changes that create a false sense of historical development, such as adding conjectural
features or elements from other historic properties, will not be undertaken.
4. Changes to a property that have acquired historic significance in their own right will be
retained and preserved.
5. Distinctive materials, features, finishes and construction techniques or examples of
craftsmanship that characterize a property will be preserved.
6. Deteriorated historic features will be repaired rather than replaced. Where the severity
of deterioration requires replacement of a distinctive feature, the new feature will match
the old in design, color, texture and where possible, materials. Replacement of missing
features will be substantiated by documentary and physical evidence.
7. Chemical or physical treatments, if appropriate, will be undertaken using the gentlest
means possible. Treatments that cause damage to historic materials will not be used.
8. Archeological resources will be protected and preserved in place. If such resources
must be disturbed, mitigation measures will be undertaken.
9. New additions, exterior alterations or related new construction will not destroy historic
materials, features and spatial relationships that characterize the property. The new
work will be differentiated from the old and will be compatible with the historic
materials, features, size, scale and proportion and massing to protect the integrity of the
property and its environment.
10. New additions and adjacent or related new construction will be undertaken in such
manner that, if removed in the future, the essential form and integrity of the historic
property and its environment would be unimpaired.
