SUBJECT: CONDITIONAL USE REQUEST CU05-58, LOT 1R, BLOCK A, TIGUE-
GRAPEVINE ADDITION
RECOMMENDATION
Staff recommends the Site Plan Review Committee consider the proposed changes to
Conditional Use Request CU98-66 (Ord. 98-152) approved at the December 15, 1998
meeting for a planned commercial center with new and used automotive sales and
service, and take any other action necessary.
BACKGROUND INFORMATION
Conditional Use Request CU98-66 was approved at the December 15, 1998 public
hearing and amended the previously approved site plan for the Texas Toyota facility by
providing for two shade structures located on the north side of the existing Parts and
Service building. The original conditional use request establishing the dealership
(Westway Toyota) was considered and approved by Council at the August 20, 1996
meeting (CU96-20). The Site Plan Review Committee at their June 25, 2003 meeting
allowed an addition to the site (CU03-22) consisting of two 24 -foot by 56 -foot trailers
located immediately to the north of the existing Used Car Sales office. The trailers met
the masonry requirement and parking was provided for the additional sales staff by
substituting display parking with staff parking. The applicant at that time stated the
temporary trailers would be utilized for a maximum period of 18 -months at which time
the site would be expanded to meet the needs of the dealership or a new location will
be chosen for the dealership. Conditional Use Request CU05-02 was considered by
the Site Plan Review Committee at their January 26, 2005 meeting which allowed for
and enclosure of a patio area near the southwest corner of the existing sales office for
use as additional office space for the sales staff which eliminated the need for the
temporary trailers. The trailers have since been removed. In addition, a five -bay lube
center was added to the site located on the west side of the parts and service building.
With this request the applicant intends to add to the site a single -bay automated car
wash at the rear of the site just east of the parts and service building. In addition, the
applicant proposes to change the signage on the lot to match a new signage theme that
Toyota is implementing nationwide. A current 40 -foot pole sign is proposed to be
reduced to 35 -feet and a current 20 -foot pole sign is proposed to be increased to 24 -
feet in height. Staff recommends that if the Committee intends to approve the request,
a condition of removal of the elevated hoist display of vehicles at the front of the
property be made as part of the motion for approval.

This letter is to verify that your request for a conditional use permit to be located at 801 East State
Highway 114 and platted as Lot 1 R, Block A, Tigue Grapevine Addition, to amend the previously
approved site plan of CU98-66 (Ord 98-152) specifically to add a single -bay automated car wash at
the rear of the site, reduce the 40 foot pole sign to 35 feet in height and increase the 20 foot pole
sign to 24 feet in height was approved by the Site Plan Review Committee on December 14, 2005
with the condition that the elevated vehicle be removed within 48 hours of 8:07 a.m., December 14,
2005. A copy of the approved site plan is enclosed.
Any changes to a site plan approved with a conditional use or a special use (no matter how
minor or major) can only be approved by city council through the public hearing process.
No Conditional Use Permit shall be valid for a period longer than one (1) year from the date on
which the City Council grants the Conditional Use, unless within such one (1) year period: (1) a
Building Permit is obtained and the erection or alteration of a structure is started, or (2) an
Occupancy Permit is obtained and a use commenced.

We are proposing the addition of a detached automated carwash and the
replacement of existing signage. We do not feel these additions will impact the
adjoining properties in a negative way. The carwash will be constructed on the
north side of the property and will have roughly the same setback as the existing
service building. The signage change is keeping with the new Toyota theme that is
now being used through out the United States. (please see the attached drawings). I
