Any application for a change in zoning or for an amendment to the zoning ordinance shall
have, from the date of submittal, a period of four months to request and be scheduled on an
agenda before the Planning and Zoning Commission and City Council. If after said period of
four months an application has not been scheduled before the Commission and Council said
application shall be considered withdrawn, with forfeiture of all filing fees. The application,
along with the required filing fee may be resubmitted any time thereafter for reconsideration.
Delays in scheduling applications before the Planning and Zoning Commission and City
Council created by city staff shall not be considered a part of the four month period.

BLOCK 1, OPRYLAND ADDITION
RECOMMENDATION
Staff recommends the Site Plan Review Committee consider the proposed changes to
Conditional Use Request CU04-37 (Ord. 04-76) approved at the November 16, 2004
meeting for a planned commercial center in conjunction with a hotel and conference
center and take any action necessary.
BACKGROUND INFORMATION
Council approved Conditional Use Request CU04-37 at the November 16, 2004
meeting which amended the site plan for the Gaylord Hotel and Convention Center
specifically to allow for an on-site three level parking structure comprising 1,485 parking
spaces in the parking area located north of the hotel near the western edge of the hotel
property.
With this request the applicant proposes to make some changes to the previously
approved plan at the extreme southwest corner of the site near the service entrance off
of Ruth Wall Road. The applicant intends to reconfigure this portion of the site into a
"staging area" for various events throughout the year. In addition, the landscaping
around the parking garage approved by Council in November '04 and later amended by
the Committee in March has been reconfigured and enhanced. Some minor directional
signage changes has also been proposed.

This letter is in response to your request for permission to
modify the parking lot at the Gaylord Hotel by removing two
mediums in the parking lot, lowering the elevation of the
parking lot approximately one foot, adding two parking spaces,
and widening a portion of Convention Center Drive. Your
request is approved subject to the following:
a. Any trees removed from fee property must be
replaced with trees of equal or higher value.
b. All excavated material must be removed from fee and
flowage easement property,
C. Storm water runoff from the parking lot must be
diverted into an oil and debris separator before being
discharged onto Government property.

Sign Type "S5" - Parking Lot Area Identification Signs
• One sign is being deleted (S5.040 - Lot F) and one sign is being moved
(S5.051 - Lot E) so that each lot has a single unique lot identifier (lots A-
E) that is consistent with the parking gates that were previously installed.
Sign Type "S7" - Secondary Site Directional Signs
One sign is being moved (S7.055). This sign will be deleted from its current
location at the exit of the bus drop-off and fire lane loop to encourage only
1 -way traffic consistent with the flow required for access into the parking
lots subsequent to installation of the parking gates. The new location is
reserved for future installation only to facilitate circulation to the center
entrance at the parking garage.
• Verbiage on signs will change to reflect the addition of the parking garage.
The net change since the original Gaylord Texan CUP submittal is the deletion of 1 sign.
