Any application for a change in zoning or for an amendment to the zoning ordinance shall
have, from the date of submittal, a period of four months to request and be scheduled on an
agenda before the Planning and Zoning Commission and City Councli. If after said period of
four months an application has not been scheduled before the Commission and Council said
application shall be considered withdrawn, with forfeiture of all filing fees. The application,
along with the required filing fee may be resubmitted any time thereafter for reconsideration.
Delays in scheduling applications before the Planning and Zoning Commission and City
Council created by city staff shall not be considered a part of the four month period.

GRAPEVINE ADDITION
RECOMMENDATION
Staff recommends the Site Plan Review Committee consider the proposed changes to
Conditional Use Request CU04-01 (Ord. 2004-20) approved at the March 23, 2004
meeting for a car wash and lube/oil change facility, and take any other action
necessary.
Conditional Use Request CU04-01 was considered and approved by Council at their
March 23, 2004 meeting and allowed for a car wash and lube/oil change facility on an
approximate 1.1 acre tract of land just east of the Grapevine Mills Parkway (S.H. 2499)
and the Grapevine Mills Boulevard intersection. With this request the applicant
proposes to remove a "kiosk" pre -sell area and replace it with and auto -cashier pay
system nearer to the entrance. A shade structure has also been relocated to the new
position over the auto -pay cashier. The land widths have been reduced from ten feet to
nine feet to bring vehicles closer to the auto -cashier system. Landscaping has been
provided between the two drive-in lanes and in the area previously occupied by the
kiosk. See the attached letter.

The site plan for Speedway Express Car Wash located at 3501 Grapevine Mills Blvd. has been
modified to optimize traffic flow, efficiency, and site aesthetics. Ongoing industry research has
resulted in the deletion of the kiosk style pre -sell building and its subsequent replacement with
two self service "auto cashier" pay stations which are to be located in the vehicle queuing area.
As a result, the shade structure previously attached to the kiosk has been relocated to provide
cover to the auto cashier area and the width of the queuing lanes has been reduced to nine feet to
cause close vehicle proximity to the auto cashiers. As a direct result of these changes,
landscaping has been increased in the queuing area as well as in the previous location of the
kiosk building. This increase in site landscaping will ultimately enhance the overall aesthetic
value of the site.
