On Tuesday evening, June 18, 2013 at 7:30 P.M. in the City Council Chambers, 2nd Floor,
200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning
Commission of the City of Grapevine will hold a public hearing to consider the following
items:
CU13 -11 — Classic CNG Fueling Station - by Speed Fab Crete for property located at
2501 William D Tate Avenue and platted as Lot 1 R2, Block 1 R1, Classic Hummer Addition.
The applicant is requesting a conditional use permit to allow the placement of equipment
for a compressed natural gas facility and a 40 foot pole sign. The property is zoned "CC"
Community Commercial and is owned by 2501 Partners Ltd.
HL13 -03 - 616 East Wall Street - submitted by Neal Cooper for property located at 616
East Wall Street and platted as Lot 4, Block 101, College Heights Addition. The applicant
is requesting designation as a historical landmark sub - district. Such sub - district may
include buildings, land, areas, or districts of historical, architectural, archaeological or
cultural importance or value that merit protection, enhancement, and preservation in the
interest of the culture, prosperity, education, and welfare of the people. The property is
zoned "R -7.5" Single Family District and is owned by the Cooper Street Homes LLC.
HL13 -04 - 612 East Wall Street - submitted by Nick Walker for property located at 612
East Wall Street and platted as Lot 3, Bloc 101, College Heights Addition. The applicant is
requesting designation as a historical landmark sub - district. Such sub - district may include
buildings, land, areas, or districts of historical, architectural, archaeological or cultural

Because you are a property owner within 200 feet of the subject tract of land as
shown by the last City- approved tax rolls, you received this notice. If you cannot or
do not wish to attend the hearing, the attached form is provided for your

Purpose of Request:
The public hearing is to consider an application submitted by Nick Walker for property

applicant is requesting designation as a historical landmark sub - district. Such sub - district
may include buildings, land, areas, or districts of historical, architectural, archaeological or

zoned "R -7.5" Single Family District and is owned by the Nicholas Walker. A copy of the

REQUESTED HISTORIC LANDMARK SUBDISTRICT AND COMMENTS:
The applicant is requesting a Historic Landmark Subdistrict designation for property located
at 612 East Wall Street and platted as Lot 3 Block 101 College Heights Addition.
The Historic Preservation Commission, at their February 27, 2013 meeting, adopted the
preservation criteria for the subject property addressing such issues as setbacks,
driveways, parking, exterior finishes and other architectural embellishments to preserve the
historic integrity of the property.
The house at 612 East Wall Street is located in College Heights Addition district. The
house was built in 1936 based on the Tarrant Appraisal District records. The house has a
multi - gabled roof with asymmetrical massing. Front porch is partial- width, supported by
floor to ceiling columns and finished with lattice balustrades. The structure sits in the

central forepart section of the small lot facing north toward Wall Street. The topography of
the site is flat, with natural trees lining the west side of the property. As you approach the
house, a front facing gable bisects the house.
It is presumed that this house was moved to this site in March 1957, stemming from
information provided by Tarrant County Tax records. Prior to this supposed move, Cleve
Crowley purchased the property in January 1938. Cleve Crowley was a local celebrity due
to his participation in The Rabbit Twisters; a five -man instrumental fiddle group that was
very popular at the time.
According to the Tarrant County Tax records, Mozelle Margaret McLemore owned this
property in November 1914, who sold the land in January 1938 to Cleve Crowley. Then the
deed passed to C.H. and E.M. Sanders Etux in June 1942. In March 1957 the deed was
pronounced in Claude L. Chambers' name. Subsequently, Hart Willis, Jr. purchased the
property and he most likely relocated the house from another location to this lot at that
time.
PRESENT ZONING AND USE:
The property is currently zoned "R -7.5" Single Family District and is currently vacant.
HISTORY OF TRACT AND SURROUNDING AREA:
The subject property and the surrounding properties to the north, south, east, and west
were zoned "R -1" Single Family District prior to the 1984 City Rezoning.
SURROUNDING ZONING AND EXISTING LAND USE:
NORTH: "HC" Highway Commercial - vacant property
SOUTH: "R -7.5" Single Family Residential - residential structures
EAST: "R -7.5" Single Family Residential - residential structures
WEST: "R -7.5" Single Family Residential - residential structures
AIRPORT IMPACT:
The subject tract is located within "Zone A" Zone of Minimal Effect as defined on the
"Aircraft Sound Exposure: Dallas /Fort Worth Regional Airport Environs" Map. Few
activities will be. affected by aircraft sounds in "Zone A" except for sound sensitive activities
such as auditoriums, churches, schools, hospitals, and theaters. The applicant's proposal
is an appropriate use in this noise zone.

MASTER PLAN APPLICATION:
The Master Plan designates the subject property as a "RU Residential Low Density land
use. The applicant's proposal is in compliance with the Master Plan.

Staff recommends the Historic Preservation Commission approve the proposed Historic
Landmark Subdistrict overlay to the Grapevine Historic Preservation Ordinance 91 -73
(Appendix G — Grapevine Code of Ordinances), as amended for following properties
addressed as:
612 East Wall Street, legally described as Block 101, Lot 3, College Heights
Historic District, City of Grapevine.

The House at 612 East Wall Street is located in College Heights Addition district. The
house was built in 1936 based on the Tarrant Appraisal District records. The house

The application was filed by the owner of 612 East Wall Street for the Commission to hold
a public hearinq relative to a request for Historic Landmark case #HL13 -04 for the propert y
legally described as Block 101, Lot 3, City of Grapevine.
A public hearing regarding this application will be held by the Historic Preservation
Commission on Wednesday, March 27, 2013 at 6:00 PM at the Convention and Visitors
Bureau Headquarters Building, 636 South Main Street, 2 n Floor Board Room, Grapevine,
Texas 76051.
Appendix G, Section 7.(C) of the Grapevine City Code requires that the Commission shall
deny, approve, or approve with conditions any Certificate of Appropriateness application
within 30 days of receipt of a completed application, determining whether the proposed
work is consistent with the regulations contained in this ordinance, in all applicable
ordinances, and in the zoning ordinance designating the Historic Landmark Districts. Upon
posted notice, and notification by regular mail at least five (5) days in advance to the
immediately adjacent property owners as that ownership appears on the last approved tax
roll, the Commission shall conduct a public hearing on the application, at which time an
opportunity is provided for proponents and opponents of the application to present their
views.
