HomeMy WebLinkAboutItem 07 - Dewatering ImprovementsMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: OCTOBER 19, 2021 SUBJECT: WASTEWATER TREATMENT PLANT DEWATERING IMPROVEMENTS CONTRACT AND APPROPRIATION ORDINANCE RECOMMENDATION: City Council to consider approving Change Order #1 with Red River Construction, contract amendment #1 with Garver, LLC for dewatering improvements at the wastewater treatment plant, and an ordinance to appropriate the funds. FUNDING SOURCE: Funds are available in the Utility Enterprise Capital Fund 201 in an estimated amount of $335,000. BACKGROUND: n February 2, 2021 Council awarded a contract to Red River Construction in the amount of $2,357,700.96 for the dewatering process project. Additional work and equipment modifications are being proposed to the construction contract under Change Order #1 with Red River in the amount of $285,157.33 (rounded to $290,000). In addition, staff is seeking additional construction phase services with Garver, LLC in the amount of $45,000 to assist with these construction changes. Change Order #1 includes the following components: 1. Modification of check valve to level and weight swing check valve. 2. Modification of flow meter. 3. Modification of rotary lobe sludge pump to Borger pumps. 4. Credit for removal of insulation on polymer tanks. 5. Revising WWTP entrance including new driveway, gates, wall modifications, fencing, etc. 6. Addition of a lintel at pump room louver. 7. Modification to the size of the HVAC louver in pump room with additional exhaust fan. The bulk of the proposed change order is the reconstruction of the plant entrance. Currently, delivery trucks block Shady Brook Drive. With the recent Shady Brook subdivision and the widening of Shady Brook, traffic has increased significantly. As such, staff is proposing to reconstruct the gate entrance further into the plant to allow trucks to exit the roadway until they can access the plant. In addition, the gate improvements will include the latest City integrated access controls we have on our other City facilities. The addition of 137 calendar days to the contract is included in this change order due to shipment delays of dewatering equipment (COVID related supply issues), and the WWTP entry reconstruction. With this change order, the contractor will have until May 24, 2022 to complete the project. Staff recommends approval. ORDINANCE NO. 2021-053 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE APPROPRIATION OF $335,000.00 IN THE UTILITY ENTERPRISE CAPITAL FUND; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City Council of the City of Grapevine desires to complete dewatering improvements at the wastewater treatment plant; and WHEREAS, funding is available in the Utility Enterprise Capital Fund; and WHEREAS, all constitutional and statutory prerequisites for the approval of this ordinance have been met, including but not limited to the Open Meetings Act and Chapter 211 of the Local Government Code; and WHEREAS, the City Council deems the adoption of this ordinance to be in the best interests of the health, safety, and welfare of the public. NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated hereinabove are found to be true and correct and are incorporated herein by reference as if copied in their entirety. Section 2. That the City Council hereby authorizes $335,000.00 be appropriated from the Utility Enterprise Capital Fund for the dewatering improvements at the wastewater treatment plant. Section 3. That a copy of the revised FY 2021-2022 Capital Improvements Plan budget document shall be kept on file in the office of the City Secretary and on the City of Grapevine website. Section 4. That the terms and provisions of this ordinance shall be deemed to be severable, and that if the validity of any section, subsection, word, sentence or phrase shall be held to be invalid, it shall not affect the remaining part of this ordinance. Section 5. That the fact that the present ordinances and regulations of the City of Grapevine, Texas, are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the inhabitants of the City of Grapevine, Texas, creates an emergency for the immediate preservation of the public business, property, health, safety and general welfare of the public which requires that this ordinance shall become effective from and after the date of its final passage, and it is accordingly so ordained.
