Any application for a change in zoning or for an amendment to the zoning ordinance shall have,
from the date of submittal, a period of four months to request and be scheduled on an agenda
before the Planning and Zoning Commission and City Council. If after said period of four months an
application has not been scheduled before the Commission and Council said application shall be
considered withdrawn, with forfeiture of all filing fees. The application, along with the required
filing fee may be resubmitted any time thereafter for reconsideration. Delays in scheduling
applications before the Planning and Zoning Commission and City Council created by city staff
shall not be considered a part of the four month period.

1. Please provide a sealed set of plans and add case number CU 12-46
to the lower right hand corner of each sheet and remove the
planning and zoning signature block.
2. Please add the following note to the lower right hand corner of all
sheets:
• Conditional use request CU12-46 is a. request to amend the
previously approved site plan of CU10-25A (Ord. 2011-02) for a
planned commercial center in excess of 1,000,000 square feet
gross leasable area, specifically to allow revisions to the
elevations.
3. The text on Master Site Plan (including perimeter uses) needs to be
legible at the 11"x17" size. Please cloud the area of proposed
elevation changes on the Master Site Plan.
4. A sign permit will be required for the wall sign. Please contact
Building Inspections at 817 410-3165 for sign permit questions.
5. For verification purposes please email a PDF of the revised submittal
by Monday, November 26th to atriplett(d-grapevinetexas.gov. Please
do not reproduce copies requested below prior to Plannina Staff
The above comments must be reflected in the revised submittal,
which is due by Wednesday, November 28th for the December 5th
public hearing. Please submit the revised documents to the Department
of Development Services at 200 South Main Street.
The revised submittal shall include:
five (5) folded blackline copies of each sheet, (minimum size 22" x 34")
five (5) reduced sorted (collated sets) copies at 11" x 17" stapled and z -
folded (fold the right edge to the left edge and then fold the right
edge in half to form a z -fold).
If these revisions are made and submitted at the correct time, you will be
scheduled for the next available agenda.

RECOMMENDATION
Staff recommends the Site Plan Review Committee consider the proposed changes to
Conditional Use Request CU10-25A (Ord. 11-02) for a planned commercial center in
excess of 1,000,000 square feet of gross leasable space specifically to modify the
exterior elevations, and take any other action necessary.
BACKGROUND INFORMATION
Since it's initial conception in 1995, its grand opening in October 1997, till the present
time, numerous conditional use requests have been considered and approved relative
to the Grapevine Mills Mall, the most recent being an amendment (CU11-36) to the
Legoland Discovery Center to modify the building elevation of the mall and allow for an
outdoor amusement feature approved at the January 11, 2012 Site Plan Review
Committee meeting.
With this request the applicant proposes an exterior elevation change to the Saks Fifth
Avenue Off 5th entry, storefront and wall signage. The exterior changes coincide with
an interior remodel of the store. Please see the attached exhibits.

This letter is to verify that your request for a conditional use permit located at 3000
Grapevine Mills Parkway #211 and platted as Lot 1 R3, Block 1, Grapevine Mills Addition
Phase 1, for a planned commercial center in excess of 1,000,000 square feet of gross
leasable space specifically to modify the exterior elevations was approved by the Site Plan
Review Committee on December 5, 2012. A copy of the approved site plan is enclosed.
Any changes to a site plan approved with a conditional use or a special use (no
matter how minor or major) can only be approved by city council through the public
hearing process.
No Conditional Use Permit shall be valid for a period longer than one (1) year from the date
on which the City Council grants the Conditional Use, unless within such one (1) year
period: (1) a Building Permit is obtained and the erection or alteration of a structure is
started, or (2) an Occupancy Permit is obtained and a use commenced.
The City Council may grant one additional extension not exceeding one (1) year, upon
written application, without notice or hearing. No additional extension shall be granted
without complying with the notice and hearing requirements for an initial application for a
Conditional Use Permit.

The existing Saks Fifth Avenue Off 5th store at Grapevine Mills Mall (lot 1 block
1) is a 15 year old tenant. It is now slated for a remodel, including the exterior
entry, and storefront, to give the store a fresh new feel, incorporating the latest
Saks Fifth Avenue signage, color palette, in a clean new entry. This remodel is
also coinciding with the general upgrade of the Grapevine Mills Mall by Simon
properties, who we are working in close collaboration during this phase.
