HomeMy WebLinkAboutItem 03 - Transit District Overlay MEMO TO: HONORABLE MAYOR, MEMBERS OF THE CITY COUNCIL AND PLANNING AND ZONING COMMISSION FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: OCTOBER 25, 2021 SUBJECT: RECEIVE A REPORT AND HOLD A DISCUSSION REGARDING RECENTLY APPROVED PROJECTS WITHIN THE TRANSIT DISTRICT OVERLAY (TDO). BACKGROUND: The Transit District Overlay ordinance and its associated guidelines were approved by City Council on February 19, 2019, after many months of drafting, workshops, and careful consideration for the direction of development along the TexRail corridor. Several transit- oriented development and new urbanist concepts were put forth and incorporated into the final draft of the TDO. To date, the following projects have been completed within the TDO district but pre-date the effective date of the ordinance:  215 East Dallas Road, Z17-06, SU17-02, CU17-20, and PD17- 03 The Vin was approved in 2017 for a 120-room hotel.  815 South Main Street, 215 East Dallas Road, Z17-06, SU17- 02, CU17-20, and PD17-03 Grapevine Main train station with meeting space and restaurants was approved in 2017.  306 East Dallas Road An existing development received an administratively approved site plan in May 2019 for meeting space, storage, and caretaker’s quarters. In recognition of concepts relative to transit-oriented development, the property owner included conceptual exterior elevations discussed at the time. A Special Exception was approved by the Board of Zoning Adjustment (BZA) in August 2018 to address unadopted design guidelines. The following projects have received approval under the TDO option:  None. The following projects sought but did not receive approval under the TDO option:  809 South Dooley Street, CU21-19 A conditional use permit request to establish a Transit District Overlay to allow for a multifamily complex (denied August 17, 2021). The following developments have recently met with staff and may move forward with development applications under the TDO:  Single-family attached Generally located between Jean Street and Berry Street on the north side of East Nash Street currently addressed as 931, 937, and 943 Jean Street and 930 and 936 Berry Street.  Single-family attached/condominium Generally located between East Dallas Road and East Nash Street currently addressed as 218 East Dallas Road and 235 East Nash.
