SUBJECT: RECEIVE A REPORT, HOLD A DISCUSSION, AND PROVIDE
STAFF DIRECTION REGARDING THE CITY OF GRAPEVINE’S
COMPREHENSIVE MASTER PLAN, SPECIFICALLY THE WALL
AND CHURCH STREET CORRIDORS.
BACKGROUND: The City of Grapevine’s Comprehensive Master Plan’s Future Land
Use Map designates several future land use designations for
properties along E. Wall Street from Main Street to Texan Trail,
including Commercial “CO” and Government Use “GU” along this
street segment’s north side and Government Use “GU”, Central
Business “CB” and Residential Low-Density “RL” along its south
side. The north side of E. Wall Street, between Main Street and N.
Dooley Street, is also located within the Grapevine Historic Township
District, with lots fronting on both E. Northwest Highway and E. Wall
Street. Of particular interest is six residential structures (211, 223-
315 E. Wall Street) that are legally non-conforming if utilized for
residential purposes, resulting in conversion to professional office
and other uses permitted by-right in the Highway Commercial “HC”
zoning district. 215 E. Wall Street is a metal building utilized for
commercial purposes. These properties abut truly commercial uses
found on the southside of E. Northwest Highway.
Any changes to the street view facades of these residential
structures require approval of a Certificate of Appropriateness (CA)
from the City’s Historic Preservation Commission. If alterations are
proposed to the non-residential structures within the district, no CA
is required unless the property owner voluntarily complies with the
district’s guidelines or the property has an individual landmark
overlay designated. At this time there are four properties designated
with a landmark overlay: 305, 311, and 315 E. Wall Street and 310
E. Northwest Highway.
A segment of E. Wall Street between Main Street and S. Dooley
Street was revised on the City of Grapevine’s Master Thoroughfare
Plan in May 2006. It is classified as a Type F Collector with a 60-foot
right-of-way width featuring two travel lanes. This segment is not
fully improved and currently features bar ditches, culverts under
driveways and no sidewalks.
Land use designations for a segment of S. Church Street from E.
Wall Street to E. College Street include Commercial Low Intensity
“LC”, Government Use “GU”, Residential Low Density “RL” on the
west side the street and Central Business “CB”, Residential Low
Density “RL”, Government Use “GU” on the east side of the street.
While the Residential Low Density “RL” district appears to be the
prevailing land use designation, actual uses include several public
parking lots, government recreation facilities, supportive housing,
and religious facilities and their accessory uses.
