will be placed on the agenda for public hearing at the discretion of the staff. Based on the size
of the agenda, your application may be scheduled to a later date.
All public hearings will be opened and testimony given by applicants and interested citizenry.
Public hearings may be continued to the next public hearing. Public hearings will not be
tabled.
Any changes to a site plan (no matter how minor or major) approved with a conditional use or
a special use permit can only be approved by city council through the public hearing process.
Any application for a change in zoning or for an amendment to the zoning ordinance shall
have, from the date of submittal, a period of four months to request and be scheduled on an
agenda before the Planning and Zoning Commission and City Council. If after said period of
four months an application has not been scheduled before the Commission and Council said
application shall be considered withdrawn, with forfeiture of all filing fees. The application,
along with the required filing fee may be resubmitted any time thereafter for reconsideration.
Delays in scheduling applications before the Planning and Zoning Commission and City
Council created by city staff shall not be considered a part of the four month period.

hereby adopt this plat of Lots 9R-1 and 15, Block 6, Metroplace 2nd Installment, an addition to the City of Grapevine,
Tarrant County, Texas, and does hereby dedicate to the public use forever the right-of-way and easements shown
hereon. The easements shown hereon are hereby reserved for the purposes indicated. The utility easements shall be
open for all City or franchised public utilities for each particular use. The maintenance of paving on the easements are
the responsibility of the property owner. No buildings or auxiliary structures shall be constructed, reconstructed or

1. Please add the following information to the title block, and signature block of each
sheet of the revised submittal:

2. Please add the following notation to the site plan sheet of the revised submittal:
Conditional Use Request CU01-06 is a request to establish an automotive
sales and service establishment.
3. There seems to be a discrepancy in the lot size shown in the synopsis chart on the
site plan and on the amended plat. The site plan shows a lot size of 43,393 sf and
the amended plat shows a lot size of 42,396 sf. Please amend the site plan and
associated calculations to match the plat.
4. The legal description of the site is incorrect—it is Lot 15, Block 6, Metroplace 2nd
Installment. Please amend the title blocks/signature blocks accordingly.
5. Parking for this site is based on one space per 2000 sf of site area. With a site area
of 42,396 sf, 22 parking spaces must be provided (42,396/2000). You must provide
another 2 spaces on the site somewhere—I recommend showing them in the wash
area. Revise the parking summary accordingly.
6. Please place a vicinity map on the site plan sheet showing the general location of
the site in reference to the surrounding area—it does not need to be shown to scale.
7. Place the dimensions of the plat on the revised site plan and ensure they meet
those of the amended plat.
8. The parking lot to the west needs a small hammerhead to enable the first parking
space to back out safely into the drive isle.
9. Please place the following notations on the revised site plan sheet:

a. All requirements of Section 25, "CC" Community Commercial District shall be
met.
b. All requirements of Section 53, Landscaping Regulations shall be met.
C. All requirements of Section 56, Off -Street Parking Requirements shall be
met.
d. All signage shall be in accordance with Section 60, Sign Standards.
10. Not all sheets have the signature block—please ensure that all sheets of the revised
submittal have the signature block with the appropriate information filled in.
11. Is there any signage proposed other than the wall signage shown on the building
elevations? If so, please provide and elevation and show the location on the site
plan. If this is going to be done at a later date be advised that the site plan must be
resubmitted and considered by Council again. As a reminder since we have
discussed this on the phone—show the sign location on the site plan and dimension
the 10 -foot set back from all property lines. Show a monument sign elevation
somewhere and ensure that the sign is no more than 10 -feet in height (it can be
placed on a planter box no more than 2 -feet in height for a total sign height of 12 -
feet) with no more than 100 sf of sign face.
The above comments must be reflected in the revised submittal, which is due by Friday,
February 9t" at 12:00 p.m. Please submit the revised documents to the Department
of Development Services at 200 South Main Street.
The revised submittal shall include:
one (1) mylar of each sheet
two (2) folded blueline copies of each sheet
forty (40) reduced, sorted, and collated copies at 11" x 17" three hole punched
stapled, collated, and z -folded (fold the right edge to the left edge and then
fold the right edge in half to form a z -fold).
If the correct revisions and appropriate submittals are received by the Department of
Development Services by the due date, you will be tentatively scheduled for the February
20, 2001 joint public hearing at 7:30 p.m.

The following are comments associated with the initial review of the above referenced
site plan. Future plan submittals are subject to further review and therefore may result
in additional comments. The applicant will need to complete the following:
Site Plan:
• An estimate of the traffic generated by the development should be provided.
• The on-site circulation is poor. One-way drive aisles should not be used.
Motorists are typically unaware of the one-way restrictions and rarely follow
them. Motorists coming from eastbound Mustang Drive would go around the
building to get to the front entrance. Alternate building layout arrangements
should be considered.
Grading and Drainage Plan:
• Drainage must correspond with master plan and all on site drainage must be
collected in on site systems. Provided was one (1) 10' curb inlet for 1 acre of
fully developed land. How is the north and east of the property going to
drain? The roof of the building will drain in what direction?
Water and Sewer Plan:
• Provide water and sewer plan.

wish to attend the hearing, the attached form is provided for your convenience.

REQUESTED CONDITIONAL USE AND COMMENTS:
The applicant is requesting a conditional use permit to allow the establishment of an
automotive sales and service business.
The applicant proposes to construct a 17,632 square foot building that will contain
approximately 100 Corvette automobiles from various years. All vehicles will be kept inside
the structure; no outside display or storage is desired. No repair of vehicles is proposed,
only washing and detailing of the displayed automobiles. The applicant is requesting one
monument sign located at the southwest corner of the site.
PRESENT ZONING AND USE:
The property is currently zoned "CC" Community Commercial District and is undeveloped.

HISTORY OF TRACT AND SURROUNDING AREA:
The subject property and adjacent areas were rezoned in the 1984 City Rezoning from 1-
V Industrial District to "PID" Planned Industrial Development District. The property at the
southwest corner of South Main Street and the frontage road of State Highway 114 West
was rezoned in 1985 to "CC" Community Commercial. The five lots to the east, between
this property and Main Street, have received conditional use permits for the Planned
Commercial Center of Metroplace, Second Installment to allow alcoholic beverages sales
in conjunction with restaurant developments: EI Fenix Mexican Restaurant (CU93-16),
Tony Roma's (CU94-12), China Coast (CU94-23), Olive Garden (CU94-24) and Landry's
Crab Shack (CU95-19). A special use permit was approved for the Cinemark Theater for
video games (SU94-02). The property to the east was has a conditional use permit (CU97-
08, Ord. 97-84) for an auto dealership with new and used car sales and a thirty-two (32)
foot pole sign. Conditional Use Permit CU97-54 was approved allowing the amendment
of the approved site plan of CU97-08 (Ord. 97-84) for an auto dealership with new and
used car sales and a thirty-two (32) foot pole sign, specifically to reconfigure and relocate
buildings, the addition of off-street and display parking; the site was again modified by
CU99-07 approved at the March 16, 1999 meeting.
SURROUNDING ZONING AND EXISTING LAND USE:
NORTH: "CC" Community Commercial District—Cinemark Theaters
SOUTH: D/FW International Airport
EAST: "CC" Community Commercial District—Freeman Pontiac/GMC
WEST: "CC" Community Commercial District—vacant
AIRPORT IMPACT:
The subject tract is located within "Zone A" zone of minimal effect as defined on the
"Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" map. Few
activities will be affected by aircraft sounds in Zone A except for sound sensitive activities
such as auditoriums, churches, schools, hospitals, and theaters. The applicant's proposal
is an appropriate use in this noise zone.
MASTER PLAN APPLICATION:
The Master Plan designates the subject property as a Commercial Land Use. The
applicant's proposal is in compliance with the Master Plan.
