SUBJECT: AWARD OF QUOTE FOR WRAPPING CHRISTMAS LIGHTING IN
TREES AT THE REC, LIBRARY AND TORIAN CABIN
RECOMMENDATION: City Council to consider approval for the award of an informal request for
wrapping Christmas lighting in trees at The REC, Library and Torian Cabin
from First Choice Christmas Lights for the Parks and Recreation
Department.
FUNDING SOURCE: Funds are available in the Quality of Life Fund for an amount not to
exceed $22,650.
BACKGROUND: Wrapping Christmas lights in trees at The REC, Library, and Torian Cabin,
and decorating the Torian Cabin, which includes but not limited to picking
up and delivering all of the decor, fluffing Christmas trees and securing to
the ground, running extension cords to lights, and tear down and store at
the end of the year.
Informal quotes were taken in accordance with the City Purchasing Policy.
Formal bids and advertisements are not required for purchases under
$50,000. Three quotes were submitted as noted below. First Choice
Christmas Lights submitted the lowest quote meeting specifications. The
low quote from Christmas Light Decorations did not meet the departments
specifications. Christmas Light Decorations declined to offer inspections of
Christmas lights during the season which is a requirement by the
department.

Holiday Design Sisters $41,079
Staff recommends approval.
