Any application for a change in zoning or for an amendment to the zoning

Commission and City Council. If after said period of four months an application
has not been scheduled before the Commission and Council said application shall
be considered withdrawn, with forfeiture of all filing fees. The application, along
with the required filing fee may be resubmitted any time thereafter for
reconsideration. Delays in scheduling applications before the Planning and Zoning
Commission and City Council created by city staff shall not be considered a part
of the four month period.

• Please label the site plan as the Dimensional Control Site Plan.
• Please add the following notes for the request:
Conditional Use Request CU15-09 is a request to amend the
previously approved site plan of CU02-54 SDRC, CU02-40 (Ord.
2002-73) for outside storage, specifically to allow covered
parking and outside storage in conjunction with automobile
restoration.
Outside storage shall not be stored above the eight foot
screening fence.
• Please reformat the site data table. In a chart with column
headings provided and required, please provide the height in stories
and feet, total building area, total lot area, total impervious area,
total open space (landscaped area) and total building and paved
area.
• Please dimension the distance of the proposed covered parking to
the north, south and west property lines.
• Please label the lot to the south and west as "LI" Light Industrial
District and label the lots to the south and west respectively as Lot
2 and Lot 3, Block 1, Payton Wright II.
• Please label employee and customer parking areas.
• Please add an internal traffic circulation plan.
• Please include in the Notes Box that barbed wire fencing is not
permitted.

Landscape Plan
• Please provide a landscape barrier (shrubs) adjacent to the three
rows of parking adjacent to Dooley Street. Please revise
accordingly.
• Please reformat the plant schedule plan to include required and
provided columns for Interior, Perimeter and Non -vehicular Open
Space requirements. The subject site requires 15 interior, seven
(7) perimeter and ten (10) non -vehicular open space trees for a total
of 32 trees; 24 trees are shown.
• The minimum diameter caliper for required trees is three (3) inches.
Please revise accordingly.

CITY OF GRAPEVINE, TEXAS
On Tuesday evening, April 21, 2015 at 7:30 P.M. in the City Council Chambers, 2nd Floor,
200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning
Commission of the City of Grapevine will hold a public hearing to consider the following
items:
Z15-01/CU15-05/PD15-02 — Sewell Village BMW - Gensler & Associates for property
located at 1111 & 1151 East State Highway 114 and proposed to be platted as Lot 2R-1,
Block 1, Wallcon Addition. The applicant is requesting to rezone approximately 1.6 acres
acres from "CC" Community Commercial District to "PCD" Planned Commerce
Development District. The applicant is requesting a conditional use permit to amend the
previously approved site plan, specifically to allow a BMW new car sales/service/car
wash/parking building, a pre -owned building and an additional 40 -foot pole sign. The
applicant is also requesting a planned development overlay to allow but not be limited to
deviation from the height requirements. The property is zoned "PCD" Planned Commerce
Development District and "CC" Community Commercial District and is owned by Sewell
Village Cadillac Company.
CU15-06 — South Western Bistro - s submitted by Sean Ahern for property located at 129
South Main Street #130 and platted as Lot 1, Block 1, Hazelwood Commercial Building
Addition. The applicant is requesting a conditional use permit to allow possession, storage,
retail sale and on- and off -premise consumption of alcoholic beverages (beer, wine and
mixed drinks), outdoor dining and outdoor speakers in conjunction with a restaurant. The
property is zoned "CBD" Central Business District and is owned by Chateau Group 1.
CU15-08- The Airport Valet — submitted by The Airport Valet for property located at 2650
State Highway 121 and proposed to be platted as Lot 1R -1A, Block 1, Fellowship of Las
Colinas Addition. The applicant is requesting a conditional use permit to allow for a 4.05
acre commercial parking lot and a 32 -foot pole sign. The property is zoned "CC"
Community Commercial District and is owned by Fellowship Church.
CU15-09 — AERISTO - submitted by C A Schmidt Leder, Ltd. for property located at 800
South Dooley Street and platted as Lot 1R1, Block 1, L Payton Wright 11. The applicant is
requesting a conditional use permit to amend the previously approved site plan, specifically
to allow covered parking and outside storage in conjunction with automotive restoration.
The property is zoned "LI" Light Industrial District and is owned by E O Apartments LTD.
SU16-01 Fellowship Church — submitted by Pacheco Koch for property located at 2450
State Highway 121 and proposed to be platted as Lot 1 R-1 B, Block 1, Fellowship of Las
Colinas Addition. The applicant is requesting a special use permit to amend the previously
approved site plan specifically to decrease the acreage of the site for an existing church in
a non-residential district. The property is zoned "CC" Community Commercial District and
is owned by Fellowship Church.
CU15-10 Grapevine Cricket Fields — submitted by Bannister Engineering for property
located at 3420 Foxfire Lane and proposed to be platted as Lot 1, Block 1, Grapevine
Cricket Fields Addition. The applicant is requesting a conditional use permit to establish a
cricket field with light standards, cricket batting cages, future tennis courts and volleyball
courts on 20 acres. The property is zoned "RA" Recreational Amusement District and is
owned by Chesapeake Land Company.
CU15-12 — Enterprise Car and Truck Rental — submitted by AME Engineering for
property located at 1800 South Main Street and proposed to be platted as Lot 7R, Block 6,
Metroplace 2nd Installment. The applicant is requesting a conditional use permit to amend
the previously approved site plan for a planned commercial center and to allow for a car
and truck rental facility. The property is zoned "CC" Community Commercial District and is
owned by Stacy/Main LLC.
SU15-02 —121 Community Church — submitted by 121 Community Church for property
located at 2701 Ira E Woods Avenue and proposed to be platted as Lot 1, Block 1,
Philippians. The applicant is requesting a special use permit to allow a church in a non-
residential District. The property is zoned "CC" Community Commercial and is owned by
Hillsleigh Company.
After all parties have been given an opportunity to speak, the public hearing will be closed
and the Commission and the City Council will deliberate the pending matters. Please

PROPERTY LOCATION AND SIZE:
The subject property is located at 800 South Dooley
Street, and is platted as Lot 1 R1, Block 1, Payton
Wright II Addition. The site contains 1.35 acres
(59,954 square feet) and has approximately 404 feet
of frontage along South Dooley Street.
REQUESTED CONDITIONAL USE AND COMMENTS:
The applicant is requesting a conditional use permit to amend the previously approved site
plan of CU02-40 (Ord. 2002-73) specifically to allow covered parking and outside storage
in coniunction with an automotive restoration use.
The applicant proposes utilizing an unoccupied 4,362 square foot structure, previously
occupied by Verizon, to establish an interior restoration service for vintage and custom
automobiles. A small outside storage area and covered parking area are proposed on the
west end of the subject site at the rear of main building. Verizon also utilized an outside
storage component during their occupancy of the subject site. All of the rear yard will be
screened from view by a solid wooden eight foot fence. The required parking for proposed
use is 35 parking spaces; 61 parking spaces are provided.
PRESENT ZONING AND USE:
The property is currently zoned "LI" Light Industrial District and was the formerly used as a
Verizon technician field office. The building is currently unoccupied.
HISTORY OF TRACT AND SURROUNDING AREA:
The subject property and the property to the south and west was zoned "L-1" Limited
Industrial District prior to the 1984 City Rezoning. The property to the east was formerly
zoned 1-2" Heavy Industrial District. Conditional Use Request CU96-09 was approved in
August of 1996 and allowed for outside storage on the Wheat Lumber site. The Wheat
Lumber site was again amended (C000-71) to include more property into the site as well
as make some changes to the overall site plan at the April 17, 2001 meeting. At the
September 12, 2002 meeting City Council approved CU02-40 (Ord. 2002-73) to allow for
outside storage in conjunction with a telephone reporting center. The Site Plan Review
Committee at the December 18, 203 meeting approved exterior revisions to the existing
structure.
SURROUNDING ZONING AND EXISTING LAND USE:
NORTH: DART Right -of -Way
SOUTH: "LI" Light Industrial District—flooring wholesale sales
EAST: "LI" Light Industrial District—Wheat Lumber
WEST: "LI" Light Industrial District—u n platted property utilized as a mobile
home park
The subject tract is located within "Zone A" Zone of Minimal Effect as defined on the
"Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" Map. Few
activities will be affected by aircraft sounds in "Zone A" except for sound sensitive activities
such as auditoriums, churches, schools, hospitals, and theaters. The applicant's proposal
is an appropriate use in this noise zone.
MASTER PLAN APPLICATION:
The Master Plan designates the subject property as an Industrial land use. The applicant's
proposal is in compliance with the Master Plan.
The Thoroughfare Plan designates Dooley Street as a Type E .Collector, with a minimum
75 -foot right-of-way developed as four lanes.

This letter is to verify that your request for a conditional use permit located at 800 South Dooley
Street and platted as Lot 1 R 1, Block 1, Payton Wright I I to amend the previously approved site plan
of CU02-40 (Ord. 2002-73) specifically to allow covered parking and outside storage in conjunction
with an automotive restoration use was approved by the City Council on April 21, 2015. A copy of
the approved site plan and ordinance are enclosed.
On April 21, 2015, the Planning and Zoning Commission recommended the City Council denied the
request as stated above.
Any changes to a site plan approved with a conditional use or a special use (no matter how
minor or major) can only be approved by city council through the public hearing process.
No Conditional Use Permit shall be valid for a period longer than one (1) year from the date on
which the City Council grants the Conditional, unless within such one (1) year period: (1) a Building
Permit is obtained and the erection or alteration of a structure is started, or (2) an Occupancy
Permit is obtained and a use commenced.
The City Council may grant one additional extension not exceeding one (1) year, upon written
application, without notice or hearing. No additional extension shall be granted without complying
with the notice and hearing requirements for an initial application for a Conditional Use Permit.

A few days ago we were informed by seller's agent that he will not extend the inspection period to
accommodate the delay in obtaining our conditional use permit.
This terminates our purchasing contract for the 800 South Dooley Property and puts an end to our
business expansion project for the City of Grapevine.
Along with it our upfront efforts and investments in architectural, engineering and legal services have lost
all value.
We are herewith withdrawing our conditional use permit application and respectfully request a refund of
our application fee. Please let me know when I may come by to pick up our related documents and

In order to offer complete interior restoration services for vintage and custom automobiles we are looking
to expand to the 800 S. Dooley Street facility which offers adequate space for our immediate
requirements and enough room for future expansion.
• Our Site Plan Application attached only calls for the addition of one window on the East side for
improved ambience. Building footprint and exterior elevation to remain as is.
• A 2,000 sqft covered parking area is proposed for the courtyard.
• As outlined in our plans the building's interior remodel foresees the following areas of use:
a) Product Showroom
b) Workshop Area for upholstery and interior refurbishment
c) Detailing
d) Car Storage
e) Mezzanine for owner's office and lounge area
• Aeristocraft is intended as a destination address for owners and collectors of classic automobiles
looking for our products, crafts and services.
• Our restoration leathers and custom services are contracted by companies like Mercedes Benz
Classic Center in Irvine, CA; RM Restorations/Auctions from Canada; Ferrari restoration
specialist Coachworks in Gainesville, TX to name a few.
• The 2013 Pebble Beach Concours d'Elegance "Best of Show" award went to the RM restored
1934 Packard 1108 Twelve Dietrich Convertible Victoria, featuring our period correct vegetable
tanned restoration leathers.
• The Amelia Island Concours d'Elegance 2015 will feature the Aeristo sponsored Art d'Elegance
Pavilion, hosting up to 10 automotive artists and our Aeristocraft display.
• This year again we will sponsor and display at "McCall's Motorworks Revival" and at "The Quail"
during August car week on the Monterey Peninsula.

Along with this letter I am submitting Aeristo's Conditional Use Application with supporting plans and
documents for the facility at 800 S. Dooley Street.
On 1/22/2015 we got the former Verizon building under contract with the seller, EO Apartments, LTD from
Dallas. We are currently doing our due diligence and inspection process.
• Obtaining the conditional use permit from the City of Grapevine of course will be the determining
factor whether we will be able to proceed and close on this property.
Allow me to briefly introduce Aeristo and myself:
1984: 1 moved with my family to North Carolina to set up the distribution network for Schmidt Wollsdorf
Leather from Austria.
1991: 1 started our own business together with my wife Ulli. We incorporated C.A. Schmidt Leder, LTD
in the State of North Carolina focusing on the development, sourcing and distribution of specialty
leathers from Europe for the aviation industry. Soon after we registered AERISTO as the
company's dba and trademark.
1995: We moved Aeristo to a 8,400 sqft facility Fort Worth, TX.
2010: We expanded into our current 50,000 sqft building in North Grand Prairie.
2015: We have outgrown our Grand Prairie location and have identified the property at 800 S. Dooley in
Grapevine as a potential home for our new division, AERISTOCRAFT.
Aeristocraft specializes in the design, development and manufacturing of bespoke aircraft and automobile

Dear Mr. Triplett,
It has been a pleasure meeting with you and Mr. Stombaugh this morning and 1 appreciate the time you
took to review our plans.
As for the landscape barrier adjacent to the three rows of parking adjacent to Dooley Street my wife is
wondering if you will allow rows of knock out roses and ornamental grasses on our property along Dooley.
All will be properly sprinklered and the landscaping crew we contract for our business in Grand Prairie will
keep all in good order.
We would also like to add 8 live oaks on the natural areas East/North/South of the building. This should
give year round coverage and look really nice.
