EXECUTIVE SESSION:
1. City Council to recess to the City Council Conference Room to conduct a closed
session relative to:
A. Consultation with and legal advice from the City Attorney regarding pending
litigation (Muns, et al. v. Grapevine – Cause No. 348-303736-18), pursuant
to Section 551.071, Texas Government Code.
B. Real property relative to deliberation of the purchase, exchange, lease, sale
or value of real property (City facilities, Public Works, and the 185 acres)
pursuant to Section 551.072, Texas Government Code.
C. Conference with City Manager and Staff to discuss and deliberate
commercial and financial information received from business prospects the
City seeks to have locate, stay, or expand in the City; deliberate the offer of
a financial or other incentive; with which businesses the City is conducting
economic development negotiations pursuant to Section 551.087, Texas
Government Code.
City Council to reconvene in open session in the City Council Chambers and take
any necessary action relative to items discussed in Executive Session.

4. Any person who is not scheduled on the agenda may address the City Council
under Citizen Comments or on any other agenda item by completing a Citizen
Appearance Request form with the City Secretary. A member of the public may
address the City Council regarding an item on the agenda either before or during
the Council’s consideration of the item, upon being recognized by the Mayor or
upon the consent of the City Council. In accordance with the Texas Open
Meetings Act, the City Council is restricted in discussing or taking action during
Citizen Comments.
PRESENTATIONS
5. Mayor Tate to present a proclamation declaring November 1, 2021 National Family
Literacy Day.
6. Mayor Tate to present a proclamation declaring November 2, 2021 National Arbor
Day.
7. Mayor Tate to recognize the Grapevine AMBUCS Chapter for receiving the
prestigious “#1 Scorecard Chapter in the Nation” designation.
8. On behalf of the American Academy for Park and Recreation Administration in
partnership with the National Recreation and Parks Association Carolyn McKnight-
Fredd, National Recreation and Parks Association (NRPA) Board Member, will
present the Gold Medal Finalist Plaque to the Parks and Recreation Department.
NEW BUSINESS
9. Consider Resolution No. 2021-017 authorizing the acceptance of funds from the
State of Texas Justice Assistance Grant program for Fiscal Year 2022, Ordinance
No. 2021-057 appropriating funds, and take any necessary action.
10. Consider Resolution No. 2021-018 authorizing acceptance of funds for the State
of Texas, Office of the Governor, Victim of Crime Formula Act Grant Program for
Fiscal Year 2022, Ordinance No. 2021-058 appropriating funds, and take any
necessary action.
CONSENT AGENDA
Consent items are deemed to need little Council deliberation and will be acted upon as
one business item. Any member of the City Council or member of the audience may
request that an item be withdrawn from the consent agenda and placed before the City
Council for full discussion. Approval of the consent agenda authorizes the City Manager,
or his designee, to implement each item in accordance with Staff recommendations.

11. Consider a sole source contract for the installation and storage of purchased
Christmas lights from Illumin Art. Convention and Visitors Bureau Executive
Director recommends approval.
12. Consider a sole source purchase of boat slip rentals for both Fire Department
boats and a jet ski from Scott's Landing Marinas at Lake Grapevine. Fire Chief
recommends approval.
13. Consider Resolution No. 2021-016 adopting the North Central Texas Council of
Government's (NCTCOG) suggestions for Traffic Incident Management (TIM)
policy. Fire Chief recommends approval.
14. Consider the purchase of XtremIO support for EMC SANS maintenance from
Unique Digital. Chief Technology Officer recommends approval.
15. Consider the renewal of annual contracts for trees and large shrubs with
Southwest Wholesale Nursery and Unique Landscaping Design & Construction.
Parks and Recreation Director recommends approval.
16. Consider the award of an informal request for wrapping Christmas lighting in trees
at The REC, Library and Torian Cabin from First Choice Christmas Lights. Parks
and Recreation Director recommends approval.
17. Consider the purchase and installation of synthetic grass from Synthetic Grass
Pros. Parks and Recreation Director recommends approval.
18. Consider a sole source purchase of a pump repair at the Hilton Lift Station from
Global Pump Solutions. Public Works Director recommends approval.
19. Consider the purchase of one 2022 F150 crew cab truck from Sam Pack’s Five
Star Ford. Public Works Director recommends approval.
20. Consider the purchase of replacement lighting control panel switches and sensors
at the Public Safety Building from Facility Solutions Group. Public Works Director
recommends approval.
21. Consider the minutes of the October 19, 2021 Regular City Council meeting and
October 25, 2021 Workshop. City Secretary recommends approval.
Pursuant to the Texas Open Meetings Act, Texas Government Code, Chapter 551.001
et seq, one or more of the above items may be considered in Executive Session closed
to the public. Any decision held on such matter will be taken or conducted in open session
following conclusion of the executive session.

Mayor Tate called the workshop to order at 6:00 p.m. and described the objectives of the
Workshop.
Item 1. Citizen Comments
No one spoke during citizen comments.

WORKSHOP
Item 2. Receive a report and hold a discussion regarding the City Council and Planning
and Zoning Commission’s roles and responsibilities relative to land use decisions.
City Attorney Matthew C.G. Boyle presented this item to the Commission and Council
and answered their questions. Mr. Boyle focused on the statutory roles of both bodies
and discussed the Sunshine Laws and Fair Housing Act.
No action was taken by the Commission or Council.
Item 3. Receive a report and hold a discussion regarding recently approved projects
within the Transit District Overlay (TDO).
Planning Services Director Erica Marohnic presented an update on the projects that have
been considered within the Transit District Overlay since it was approved on February 19,
2019 and answered questions.
The Commission and Council discussed possible uses and vision for the TDO.
Staff was directed to study possible future land uses for the TDO to create a vision.
No action was taken by the Commission or Council.
Item 4. Receive a report, hold a discussion, and provide staff direction regarding the City
of Grapevine’s Comprehensive Master Plan, specifically the Wall and Church Street
corridors.
There was not a presentation on this item.
The Commission and Council discussed this item, including setbacks, and commercial
uses verses residential uses along the Wall and Church Street Corridors.
City Attorney Boyle answered questions.
Staff was directed to study the exiting uses along Church street, changing the
Comprehensive Master Plan for East Wall Street and to study the zoning and setbacks
for these areas.
No action was taken by the Commission or Council.
Item 5. Receive a report, hold a discussion, and provide staff direction regarding current
use-specific limitations for hotel and motel developments.
Convention and Visitors Bureau Director PW McCallum described the latest trends in the
hotel and motel industry and answered questions from the Commission and Council.

The bodies discussed the options and asked for more details about what changes to the
ordinances may look like.
No action was taken by the Commission or Council.
Item 6. Receive a report, hold a discussion, and provide staff direction regarding
expansion of historic landmark overlays to non-residential buildings and properties within
the Historic Grapevine Township District (HGT) and establish demolition standards for
Historic Township District and landmarked properties.
Convention and Visitors Bureau Director McCallum presented reasons that staff would
like to have the ability to review commercial property construction in the Township and
answered questions.
Township Restoration Coordinator David Klempin and City Attorney Boyle answered
questions.
The Commission and Council discussed this issue and requested more details and to
provide a draft ordinance amendment.
No action was taken by the Commission or Council.

Council Member Duff O’Dell arrived at 6:36 p.m.
The City Council recessed to the City Council Conference Room and began the closed
session at 6:36 p.m. The closed session ended at 7:18 p.m.
Upon reconvening in open session in the Council Chambers, Mayor Tate asked if there
was any action necessary relative to Sections 551.071, 551.072 or 551.087.
City Manager Bruno Rumbelow stated there was no action necessary.
Item 2. Invocation
Council Member O’Dell gave the invocation.
Item 3. Posting of the Colors and Pledges of Allegiance
Boy Scout Troop 28 Posted the Colors and lead the Chambers in the Pledges of
Allegiance.
Item 4. Citizen Comments
Richard DeOtte, 112 Keystone Drive, Southlake requested the City’s vote for the Tarrant
Appraisal District Board.
PRESENTATIONS
Item 5. Mayor Tate to present a proclamation declaring November 1, 2021 National
Family Literacy Day.
Mayor Tate presented the proclamation for National Family Literacy Day to Mary Kate
McRaney and the National Society of the Daughters of the American Revolution, The
Texas Chapter of Grapevine, Captain Molly Corbin.
Council did not take any action on this item.
Item 6. Mayor Tate to present a proclamation declaring November 2, 2021 National Arbor
Day.
Mayor Tate presented this item to Parks and Recreation Director Kevin Mitchell who
announced the City received the Outstanding Landscaping Award for the Green Ribbon
Project and Project of the Year Award for the Dallas Road Enhancement Project for the
2021 Texas State Tree Awards sponsored by the Texas A&M Forest Service and the
International Society of Arboricultural.

Item 7. Mayor Tate to recognize the Grapevine AMBUCS Chapter for receiving the
prestigious “#1 Scorecard Chapter in the Nation” designation.
Mayor Tate recognized the Grapevine Ambucs and former President Vernon Taylor for
their national recognition and dedication to the Grapevine community.
Mr. Taylor thanked the Council for the recognition and described the mission of AMBUCS.

Item 8.On behalf of the American Academy for Park and Recreation Administration in
partnership with the National Recreation and Parks Association Carolyn McKnight-
Fredd, National Recreation and Parks Association (NRPA) Board Member, will present
the Gold Medal Finalist Plaque to the Parks and Recreation Department.
Parks and Recreation Director Mitchell introduced National Recreation and Parks
Association Board Member Carolyn McKnight-Fredd who highlighted the
accomplishments of the Grapevine Parks and Department and described their continued
pursuit of excellence that lead them to be named one of the top 5 Parks Administrations
in the nation.

Item 9. Consider Resolution No. 2021-017 authorizing the acceptance of funds from the
State of Texas Justice Assistance Grant program for Fiscal Year 2022, Ordinance No.

Police Chief Mike Hamlin presented this item and answered questions from Council. With
the grant of $19,986 the Police Department will purchase a portable camera system.

Chief Technology Officer Tessa Allberg recommended approval of the maintenance and
software support for the Public Safety Building for an amount not to exceed $24,602.
