The City Council of the City of Grapevine, Texas met in Workshop on this the 4th day of
January, 2011 at 6:34 p.m. in the City Council Conference Room, Second Floor, 200 South
Main Street, with the following members present to -wit:

CALL TO ORDER
Mayor Tate called the workshop to order at 6:33 p.m.
ITEM 1. POLICE DEPARTMENT UPDATE
City Manager Bruno Rumbelow noted this is the first briefing by a department head
regarding the Evaluation- Action Plan. Each department head will address the Council in
workshop formats on departmental operations.
Police Chief Eddie Salame covered the following topics: equipment /facility conditions
regarding purchases as well as condition of the current police facility; technology
improvements made and plans for the future; staff turnover and pending retirements and
departmental morale focusing on the impact of changes in organizational philosophy.
Chief Salame also reviewed efforts taken to minimize crime in the City, such as the various
crime prevention and outreach efforts and implementation of Compstat.
There was no formal action taken by the City Council.

the workshop at 7:10 p.m. The motion prevailed by the following vote:

CALL TO ORDER
Mayor Tate called the meeting to order at 7:15 p.m.
ITEM 1. EXECUTIVE SESSION
Mayor Tate announced the City Council would conduct a closed session regarding:
(A) conference with City Manager and Staff to discuss and deliberate commercial and
financial information received from business prospects the City seeks to have locate or
expand in the City; with which businesses the City is conducting economic development
negotiations under Section 551.087, Texas Government Code.
Upon reconvening in open session in the Council Chambers, Mayor Tate asked if there
was any action necessary relative to the closed session. City Manager Bruno Rumbelow
stated there was no action necessary relative to conference with City Manager and Staff
under Section 551.087, Texas Government Code.
NOTE: City Council continued with the Regular City Council meeting in open session in
the City Council Chambers.

Mayor Tate called the meeting to order at 7:30 p.m.
INVOCATION AND PLEDGE OF ALLEGIANCE
Council Member Coy delivered the Invocation and led the Pledge of Allegiance.
ITEM 1A. CITIZENS COMMENTS MS. KATHLEEN THOMPSON
Ms, Kathleen Thompson, 1570 Dublin Circle, addressed the City Council regarding her
concerns about the recycle bins publicized by the City. She stated the bin was
unacceptable due to not having a lid to keep the recyclables dry and requested the City to
provide large, closeable units to encourage citizens to recycle.
Ms. Thompson then read the following letter into the record:
Dear City Council:
It is good that we have a central location for recyclables. It is not good if it is
uncovered causing contamination when moisture gets on paper /cardboard.

Cardboard and paper are usually the most predominant recycled material.
When rain causes part of the container to be unusable it is my understanding
the entire container goes to the landfill.
Please investigate this situation and direct City staff to take the necessary
actions to maximize our recyclable materials. Also, as an active KGVB
proponent, I was completely unaware of this container where citizens could
bring recyclable materials.
How is this publicized to citizens? Is there a way to give it more publicity?
Thanks in advance for your attention to this matter and please excuse the
written method of delivery. Tuesday evening is my night for volunteer youth
coaching.

ITEM 1. CITY INVESTMENT POLICY
Administrative Services Director John McGrane recommended approval of the City
Investment Policy pursuant to the provisions of the Public Funds Investment Act, Chapter
2256, Texas Government Code. There are no proposed changes to the policy. Approval
of the policy is required by the City Council to be in compliance with Chapter 2256, Texas
Government Code.
Motion by Council Member Spencer, seconded by Council Member Coy, to approve as
recommended prevailed by the following vote:

CONSENT AGENDA
The next order of business for the City Council to consider was the consent agenda items,
which were deemed to need little or no discussion and were acted upon as one business
item. Mayor Tate asked if there was any member of the audience or the City Council who
wished to remove an item from the consent agenda for full discussion. There were none.
Item 2. Renew Pipe Fittings and Accessories Annual Contract
Public Works Director recommended approval of the renewal of Pipe, Pipe Fittings and
Accessories Annual Contract with HD Supply, Mainline Supply and Municipal Waterworks.

Item 3. Resolution Facility Roofs Preventative Maintenance Annual Contract
Public Works Director recommended approval of a resolution establishing a Preventative
Maintenance Annual Contract with Weatherproofing Technologies, Inc. for City facility
roofs.
Motion by Council Member Lease, seconded by Council Member Freed, to approve as
recommended prevailed by the following vote:

RESOLUTION NO. 2011 -01
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF

ROOF PREVENTIVE MAINTENANCE THROUGH AN
ESTABLISHED INTERLOCAL AGREEMENT AND
PROVIDING AN EFFECTIVE DATE
Item 4. Resolution, Office Supplies Annual Contract
Administrative Services Director recommended approval of a resolution establishing an
Office Supplies Annual Contract with Office Depot through an interlocal agreement with
The Cooperative Purchasing Network.
Motion by Council Member Lease, seconded by Council Member Freed, to approve as
