CALL TO ORDER: 7:00 p.m. - City Council Chambers
EXECUTIVE SESSION:
1. City Council to recess to the City Council Conference Room to conduct a closed
session relative to:
A. Real property relative to deliberation of the purchase, exchange, lease, sale
or value of real property (City facilities, Public Works, and the 185 acres)
pursuant to Section 551.072, Texas Government Code.
B. Conference with City Manager and Staff to discuss and deliberate
commercial and financial information received from business prospects the
City seeks to have locate, stay, or expand in the City; deliberate the offer of
a financial or other incentive; with which businesses the City is conducting
economic development negotiations pursuant to Section 551.087, Texas
Government Code.
City Council to reconvene in open session in the City Council Chambers and take
any necessary action relative to items discussed in Executive Session.

CITIZEN COMMENTS
4. Any person who is not scheduled on the agenda may address the City Council
under Citizen Comments or on any other agenda item by completing a Citizen
Appearance Request form with the City Secretary. A member of the public may
address the City Council regarding an item on the agenda either before or during
the Council’s consideration of the item, upon being recognized by the Mayor or
upon the consent of the City Council. In accordance with the Texas Open
Meetings Act, the City Council is restricted in discussing or taking action during
Citizen Comments.
PRESENTATIONS
5. County Clerk Mary Louise Nicholson to present the Grapevine Public Library an
official copy of the Tarrant County 2020 Coronavirus Pandemic historical book.
6. Texas State Representative Giovanni Capriglione to give an update on the 2021
Texas Legislative Session, including a briefing on improved statewide electric
reliability.
NEW BUSINESS
7. Consider Ordinance No. 2021-063 amending the Grapevine Code of Ordinances
Chapter 23 Traffic, Article V Parking, prohibiting parking on the north side of East
Franklin Street from South Main Street to Jenkins Street and take any necessary
action.
CONSENT AGENDA
Consent items are deemed to need little Council deliberation and will be acted upon as
one business item. Any member of the City Council or member of the audience may
request that an item be withdrawn from the consent agenda and placed before the City
Council for full discussion. Approval of the consent agenda authorizes the City Manager,
or his designee, to implement each item in accordance with Staff recommendations.
8. Consider the purchase of network equipment maintenance and software support
of the Public Safety Building. Chief Technology Officer recommends approval.
9. Consider the second reading of Ordinance No. 2021-059 approving the amended
water and wastewater impact fees. The public hearing and first reading were held
on November 16, 2021. Public Works Director recommends approval.
10. Consider the purchase and installation of windows for City Hall with
Weatherproofing Technologies, Inc. Public Works Director recommends approval.
11. Consider the purchase of hydrated cement slurry from Martin Marietta. Public
Works Director recommends approval.
12. Consider the minutes of the November 16, 2021 Regular City Council meeting.
City Secretary recommends approval.

Pursuant to the Texas Open Meetings Act, Texas Government Code, Chapter 551.001
et seq, one or more of the above items may be considered in Executive Session closed
to the public. Any decision held on such matter will be taken or conducted in open session
following conclusion of the executive session.

The City Council of the City of Grapevine, Texas met in Regular Session on this the 7th
day of December, 2021 in the City Council Chambers, Second Floor, 200 South Main
Street, with the following members present:
William D. Tate Mayor

Call to Order
Mayor Tate called the meeting to order at 7:00 p.m.
EXECUTIVE SESSION:
Item 1. City Council to recess to the City Council Conference Room to conduct a closed
session relative to:
A. Real property relative to deliberation of the purchase, exchange, lease, sale
or value of real property (City facilities, Public Works, and the 185 acres)

The City Council recessed to the City Council Conference Room and began the closed
session at 7:04 p.m. The closed session ended at 7:16 p.m.
Upon reconvening in open session in the Council Chambers, Mayor Tate asked if there
was any action necessary relative to Sections 551.072 or 551.087.
City Manager Bruno Rumbelow requested Council approve the Eleventh Amendment to
the Land Purchase and Sale Agreement with Stand Rock Grapevine LLC and authorize
the City Manager to execute same and all associated documents and to take all other
necessary action.

Item 2. Invocation
Council Member Slechta gave the invocation.
Item 3. Posting of the Colors, Pledges of Allegiance and Pearl Harbor Remembrance
Boy Scout Troop 7 Posted the Colors and led the Pledges of Allegiance. The Troop then
led a moment of silence in memory of those that died at Pearl Harbor on December 7,
1941.
Item 4. Citizen Comments
No one spoke during citizen comments.
PRESENTATIONS
Item 5. County Clerk Mary Louise Nicholson to present the Grapevine Public Library an
official copy of the Tarrant County 2020 Coronavirus Pandemic historical book.
County Clerk Mary Louise Nicholson presented a book memorializing Tarrant County’s
2020 COVID actions including the photo archives from Tarrant County and a memorial of
the more than 3,000 casualties in the County.
Council did not take any action on this item.

Item 6. Texas State Representative Giovanni Capriglione to give an update on the 2021
Texas Legislative Session, including a briefing on improved statewide electric reliability.
Representative Giovanni Capriglione discussed the bills that were approved by the State
Legislature in 2021 that addressed the power issues that occurred during Winter Storm
Yuri in February. He highlighted bills SB2, SB3, HB16, HB17, HB1510 and HB1520.
Representative Capriglione and City Manager Rumbelow answered questions from
Council.
Council did not take any action on this item.

Item 7. Consider Ordinance No. 2021-063 amending the Grapevine Code of Ordinances
Chapter 23 Traffic, Article V Parking, prohibiting parking on the north side of East Franklin
Street from South Main Street to Jenkins Street and take any necessary action.
Deputy Director of Public Works Scott Dryer presented this item requesting to prohibit
parking on the north side of East Franklin Street from South Main Street to Jenkins Street.
Motion was made to approve Ordinance No. 2021-063 amending the Grapevine Code of
Ordinances Chapter 23 Traffic, Article V Parking, prohibiting parking on the north side of
East Franklin Street from South Main Street to Jenkins Street and take any necessary
action.

ORDINANCE NO. 2021-063

GRAPEVINE, TEXAS, AMENDING THE GRAPEVINE CODE
OF ORDINANCES BY AMENDING CHAPTER 23 TRAFFIC,
ARTICLE V PARKING SECTION 23-63 NO PARKING
ZONES; AUTHORIZING THE ERECTION OF TRAFFIC
REGULATION SIGNS; REPEALING CONFLICTING
ORDINANCES; PROVIDING A PENALTY OF FINE NOT TO
EXCEED THE SUM OF TWO HUNDRED DOLLARS
($200.00); PROVIDING A SEVERABILITY CLAUSE;
DECLARING AN EMERGENCY AND PROVIDING AN
EFFECTIVE DATE

of the Public Safety Building.
Chief Technology Officer Tessa Allberg recommended approval of the purchase of a
Cisco Smartnet equipment maintenance agreement to cover software and hardware
support for an amount not to exceed $153,853.

Item 9. Consider the second reading of Ordinance No. 2021-059 approving the
amended water and wastewater impact fees. The public hearing and first reading were

Public Works Director Bryan Beck recommended approval of the second reading of the
Amended Water and Wastewater Impact Fees.

IMPOSING AMENDED WATER AND WASTEWATER
IMPACT FEES; AMENDING SECTION 25-25, DIVISION I,
ARTICLE II, CHAPTER 25 OF THE GRAPEVINE CODE OF
ORDINANCES RELATING TO UTILITIES AND SERVICES;

THE REPEAL OF INCONSISTENT ORDINANCES;
DECLARING AN EMERGENCY AND PROVIDING AN

Item 10. Consider the purchase and installation of windows for City Hall with
Weatherproofing Technologies, Inc.
Public Works Director Beck recommended approval of the purchase and installation of
windows for City Hall for an estimated amount of $292,976.

Item 11. Consider the purchase of hydrated cement slurry from Martin Marietta.
Public Works Director Beck recommended approval of the purchase of hydrated cement
slurry for an amount not to exceed $235,000. This purchase will be used for the
reconstruction of Oak Grove Loop, Snakey Lane and Hughes Road.
