RECOMMENDATION
City Council to consider a resolution relative to Move -In Building Application MIB06-02
filed by Peoples Bank for property located at 601 West Northwest Highway.
BACKGROUND INFORMATION
This application was submitted by John Lovell, representing Peoples Bank. On
September 19, 2006, the City Council approved CU06-36 for a bank with drive through
service on this property. The site plan and drawings showing the exterior elevations were
presented to Council in conjunction with CU06-36 for reference only, and none of the
other documents required for a Move -In -Building were submitted at the time. Staff has
provided copies of the site plan and elevations that were included with the Conditional
Use submittal for the bank. This structure will be removed upon completion of the
permanent bank building in 12-18 months. Plans and a building permit application have
been submitted, along with all other documents required by Chapter 7 of the Grapevine
Code of Ordinances. Building Inspection Department Staff will ensure that all codes and
ordinances are met.
At the public hearing for the Move -In -Building on November 21, 2006, Council had
several concerns. First, there was no representative present from Peoples Bank to
answer questions. Secondly, based on a photograph of the building that was not
included with CU06-36, Council had reservations regarding the aesthetics of the
structure. Staff subsequently forwarded these comments to the applicant. At the time
that the agenda packets were required to be mailed, the applicant had not submitted any
revised drawings. Staff has been assured by Martin Schelling of Wright Development
that there will be a representative present to speak on behalf of the case.

The 14' x 70' "D" modular building is MMs most requested and most popular size. It offers the financial
institution a full service facility with a bullet resistive glass drive -up window, a dual head night depository
and receiving safe, four undercounter steel pedestals for the tellers (three inside teller stations), lobby area,
check writing stand, one to two enclosed offices, work area, breakroom area, two ADA -compliant restrooms
and an air conditioner/heating unit.
This building provides adequate space for a staff of five to ten. It is very functional and offers a look of
permanence. The "D" unit works well when testing an area for a branch before expending capital to build a
permanent structure, temporary quarters during construction or a remodeling project, and for a long period
of time.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, PROVIDING FOR THE ISSUANCE OF
A PERMIT AUTHORIZING THE RELOCATION OF A
BUILDING; PROVIDING FOR A NON -TRANSFERABLE
PERMIT; PROVIDING A SITE PLAN AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, an application was filed to relocate a building on a particular tract of
land; and
WHEREAS, the building official investigated the application and determined that all
requirements of the Building Code and other applicable ordinances had been or would be
met; and
WHEREAS, the City Manager, or his designated representative, set a date for
public hearing about which proper notice was given.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That Move -In Building Application MIB06-02 was filed by Peoples
Bank to move -in one (1) prefabricated temporary bank building of approximately 980
square feet at 601 West Northwest Highway, platted as Lot 2, Block 1, Century Oak
Addition, City of Grapevine, Tarrant County, Texas and is hereby approved.
Section 3. That said permit is not transferable and shall apply only to the
applicant heretofore mentioned.
Section 4. That said permit be issued in accordance with the site plan attached
as Exhibit "A".
Section 5. That this resolution shall take effect from and after the date of its
passage.
