Tiseo Paving Company
Staff initially approached the City of Coppell in the early stages of the design of the Bass
Pro Drive Widening Improvements about combining both projects into one bidding package
in an effort to attract larger contractors, make the project more attractive to prospective
bidders and take advantage of any economies of scale in the unit prices.
Both cities agreed to this approach and adopted an Interlocal Agreement for this project.
The project was bid as one project utilizing similar units for the construction of the roadway
facilities on both sides of the city limits line. The successful bidder will be awarded
contracts by both cities for the construction of their respective segments of the overall
improvements in the corridor.
Each city is responsible for all costs associated with the construction of the project within
their city limits.
To expedite this process and limit conflicts, both cities utilized the same engineering firm to
design their respective projects which serve individually as extensions of the other city's
project.
The City of Coppell awarded their contract to Tiseo Paving Company on October 10, 2006
with an anticipated construction start date after the first of the year.
The City of Grapevine's portion of the project included the bridge over Cottonwood Branch.
This structure was initially bid over the engineer's estimate. One significant cost issue is
maintaining two way traffic during the construction of the bridge. This is a difficult and
costly task, but Staff was not willing to allow the roadway to be closed for a 4 to 6 month
period. Staff and our consultant engineer have worked with the contractor to modify the
structure where possible to reduce the cost.
Change Order # 1 reflects the cost savings from these plan modifications.
Staff recommends approval.
