SUBJECT: AWARD OF CONSTRUCTION CONTRACT — 2006 SANITARY
SEWER REPLACEMENTS
RECOMMENDATION:
City Council consider awarding the construction contract for the 2006 Sanitary Sewer
Replacements project to Hall-Albert Construction Company in an amount of$1,608,686.10
and authorize the City Manager to execute said contract, and take any necessary action.

BACKGROUND:
The City of Grapevine has an ongoing program to locate and eliminate sources of
infiltration and inflow into the wastewater collection system resulting from deterioration of
the existing collection lines.
The Lakeview and Laguna Vista areas are among the oldest areas of the wastewater
collection system consisting primarily of deteriorated vitrified clay pipe. The sanitary sewer
lines in these areas have been targeted for replacement because of ongoing maintenance
problems and the condition of the lines have been studied using remote controlled TV
cameras. Typical problems in the existing lines include sags, blockages and root intrusion.
Replacement of the existing sewer lines will be performed primarily by trenchless
construction (pipe bursting) to minimize the impact of the project on the surrounding
neighborhoods. In all, 14,694 linear feet of 6 to 12 inch sewer lines will be replaced by
trenchless construction. An additional 2,038 linear feet of 8 to 12 inch sewer lines will be
replaced by open cut methods since pipe bursting was either not practical or the existing
sewer lines are to be relocated.
Hall-Albert Construction Company was the low bidder on this project in the amount of
$1,608,686.10. They have extensive experience in trenchless construction and are well
qualified to perform the work.
Staff recommends approval.
