PERSONNEL CONSULTANTS, FOR A STAFFING STUDY
ANALYSIS
City Council to consider awarding a contract to Matt Weatherly, Public Sector Personnel
Consultants (PSPC), to conduct a staffing study analysis for the City of Grapevine.
FUNDING SOURCE:
Funding in the amount of $50,000 is available in the non - departmental professional
services account (100 - 44540- 120 -1).
BACKGROUND:
As presented at the January 18, 2011 Council Workshop, the purpose of conducting a
staffing analysis project is:
To conduct an objective analysis to determine the appropriate number, type,
and level of employee(s) required to provide existing services.
■ To create a baseline of measurable statistics that can be monitored and
compared annually as indicators of contraction or growth.
■ To create a tool for departments, city management, and City Council to utilize
during the budget process that will assist in measuring changes in service demand,
service performance levels, turnaround times, etc.
Mr. Weatherly will be working personally with Council members, city management and
staff on this project. Based on this input, he will provide a presentation and report of
findings and recommendations for short- and long -term staffing adjustments. He
anticipates a 60 -90 day turnaround time on the project.
Staff recommiends approval of the contract with PSPC to perform this study for the total
amount of $25,000.
