SUBJECT: APPROVAL FOR AN ANNUAL CONTRACT FOR PAVEMENT MARKING
SERVICES
RECOMMENDATION: City Council to consider the renewal of an annual contract for pavement
marking services with Stripe -A -Zone for the Public Works Department.
FUNDING SOURCE: Funds are available in the Capital Projects Street Fund estimated amount
of $450,000.
BACKGROUND: On September 7, 2021 staff presented the 2021-2022 Street Maintenance
plan to Council. This plan consists of the replacement of the FY21-22
Street Maintenance PCMF, replacement of the FY21-22 traffic
maintenance PCMF, a traffic signal program, and a striping program.
Staff has completed a condition assessment of our roadway striping and is
proposing replacement of the long line striping, as shown in the attached
exhibit. Long line striping consists of the solid and dashed lines that mark
travel lanes. Short line striping consists of stop bars, turn arrows, etc. that
are found at the street intersections. Short line striping will be replaced as
needed in the marked corridors.
The purpose of this contract is to establish fixed pricing for pavement
marking services for the Public Works Department on an as -needed basis.
The Public Works Department and Purchasing reviewed the contract for
specification compliance and pricing and determined that this contract
would provide the best service and pricing for meeting the needs of the
City.
Purchases will be made as required and in accordance with an interlocal
agreement with City of Grand Prairie, Texas as allowed by Texas Local
Government Code, Chapter 271 and Texas Government Code, Chapter
791.
The City of Grand Prairie, Texas solicited bids for an annual contract for
Pavement Marking Services from which they awarded a contract to Stripe -
A -Zone on August 4, 2021. Only one bid was received and the pricing
submitted was fair and reasonable. The contract is for an initial one-year
period with four, one-year renewal options. The City has utilized Stripe -A -
Zone for these services for the last eight years with positive results.
City Staff has compiled a list of streets requiring striping and are ranked
based on need. These locations are shown on the attached map.
Staff recommends approval.
