SUBJECT: APPROVAL OF THE FIRST AMENDMENT TO AN INTERLOCAL
AGREEMENT WITH TARRANT COUNTY AND APPROPRIATION
ORDINANCE
RECOMMENDATION: City Council to consider approval of the First Amendment to the Interlocal
Agreement with Tarrant County for the stabilization of Oak Grove Park
Parking Lot Expansion, as well as approval of an ordinance appropriating
the funds.
FUNDING SOURCE: Upon approval of the attached ordinance, funding will be available in the
Capital Projects Street fund.
BACKGROUND: On October 19, 2021, City Council entered into an interlocal agreement
with Tarrant County to provide the labor and equipment for the
rehabilitation projects on Oak Grove Loop, Snakey Lane, and Hughes
Road. Under the agreement, the City is to pay for materials, one-half of
fuel costs, traffic control and other miscellaneous items. The interlocal
agreement was approved by Tarrant County on November 16, 2021.
The City intends to partner again with Tarrant County to build the parking
lot at Oak Grove Park baseball field. The additional materials associated
with the Tarrant County's work on the parking lot portion of the project
would be approximately $35,000. The City will prepare the site and grade
the parking lot. Tarrant County will stabilize the parking lot area and the
City will be responsible for final grading after stabilization, placing the
concrete islands, and asphalt surface. This partnership will provide
significant cost savings to the City. The proposed project is shown in the
attachment.
As you recall, the City entered into a lease swap agreement earlier this
year with Marina's International that was approved by the US Army Corps
of Engineers. This parking lot property was a primary reason. The
associated ordinance appropriates the funding ($350,000) to complete
this parking improvement at the Oak Grove Baseball complex. The work,
beyond the County portion, will be mainly self performed.
Staff recommends approval.
THE STATE OF TEXAS
FIRST AMENDMENT TO
INTERLOCAL AGREEMENT
COUNTY OF TARRANT
WHEREAS on November 16, 2021, through Court Order No. 136876,
Tarrant County, Texas ("COUNTY entered into an Interlocal Agreement ("ILA")
with the City of Grapevine ("CITY") for the COUNTY's assistance to:
• Rehabilitate and Resurface Oak Grove Loop located within the City
of Grapevine from West Dove Loop Road to Dove Road
(Approximately 11,310 linear feet).
• Rehabilitate and Resurface Snakey Lane located within the City of
Grapevine from Silver Crest Lane to Kimball Avenue (Approximately
4,465 linear feet).
• Rehabilitate and Resurface Hughes Road located within the City of
Grapevine from SH 121 to Euless Grapevine Highway
(Approximately 4,750 linear feet).
Collectively, hereinafter referred to as the "Project".
NOW, THEREFORE, the COUNTY and the CITY desire to amend the Agreement
to add an additional PROJECT location:
Stabilize Oak Grove Park - Parking Lot Expansion located within
the City of Grapevine (Approximately 93,627 square feet).
AND, WHEREAS, the COUNTY's Responsibilities will be amended to include:
Oak Grove Park - Parking Lot Expansion: Following site
preparation by the CITY, the COUNTY will stabilize the parking lot
area. The CITY will be responsible to grade the parking area
following stabilization and compaction. The CITY will place the
concrete islands and the asphalt surface of the parking area.
All other conditions and requirements of the ILA remain the same.

ORDINANCE NO. 2021-065
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE APPROPRIATION
OF $350,000.00 IN THE CAPITAL PROJECT STREETS
FUND; DECLARING AN EMERGENCY AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, the City Council of the City of Grapevine desires to enter into an
Interlocal Agreement with Tarrant County for the construction of Oak Grove Park —Parking
Lot Expansion; and
WHEREAS, funding is available in the Capital Projects Streets Fund; and
WHEREAS, Council approved the $4,900,000 reimbursement resolution, Resolution
2020-007, on April 21, 2020; and
WHEREAS, all constitutional and statutory prerequisites for the approval of this
ordinance have been met, including but not limited to the Open Meetings Act and Chapter
211 of the Local Government Code; and
WHEREAS, the City Council deems the adoption of this ordinance to be in the best
interests of the health, safety, and welfare of the public.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated hereinabove are found to be true and correct
and are incorporated herein by reference as if copied in their entirety.
Section 2. That the City Council hereby authorizes $350,000.00 be appropriated
from the Capital Projects Streets Fund for the Oak Grove Park — Parking Lot Expansion.
Section 3. That a copy of the revised FY 2022-2023 Capital Improvements Plan
budget document shall be kept on file in the office of the City Secretary and on the City of
Grapevine website.
Section 4. That the terms and provisions of this ordinance shall be deemed to be
severable, and that if the validity of any section, subsection, word, sentence or phrase
shall be held to be invalid, it shall not affect the remaining part of this ordinance.
Section 5. That the fact that the present ordinances and regulations of the City of
Grapevine, Texas, are inadequate to properly safeguard the health, safety, morals, peace
and general welfare of the inhabitants of the City of Grapevine, Texas, creates an
emergency for the immediate preservation of the public business, property, health, safety
and general welfare of the public which requires that this ordinance shall become effective
from and after the date of its final passage, and it is accordingly so ordained.
