HomeMy WebLinkAboutItem 07 - Fire Engine 10LDR Ladder RepairRepair the Ladder to Fire Engine 10LDR Emergency Vehicles of Texas ttu MEMORANDUM City of Grapevine, TX Matt Singleton, Director of Public Works Danny Porter, Assistant Director of Public S/111/1 7 r DATE: 04/12/07 SUBJECT: Aerial Ladder Truck 10 LDR All aerial ladder trucks undergo annual testing required by the National Fire Protection Association (NFPA) 1914, "Standard for Testing Fire Department Aerial Devices", 2002 Edition. Upon this years inspection, unit 10LDR 95' ladder failed, revealing a twist in the third boom section also referred to as the "fly" section. Testing indicated a twist of (0.518 in.) which exceeds the manufacturer's maximum allowable tolerance of (0.250 in.). In addition the overall boom reflected a twist of (1.217 in.) which also exceeds the maximum allowable tolerance of (0.750 in.). Fleet Services required that the unit be inspected by Emergency Vehicles of Texas in an effort to identify the cause of the defect. They were unable to provide us with anything conclusive. In October 2001 this unit was involved in an accident where the basket attached to the boom section was damaged by impact with a tree. The basket section was repaired and the unit was re-entered into service with no visible or apparent damage to the boom itself. We suspect that this occurrence could have contributed to the current damage by weakening the third section of boom due to a transferance of energy through the basket and into the boom section resulting from the impact. Although annual inspections since that time have not revealed evidence to support this theory, the fact remains that the possibility of damage or stress related to this accident could be a contributing factor in this matter. Estimates to replace the damaged section of boom are $63,500.00. This unit is a 1987 year model with 55,307 current miles. In 2001 this unit was refurbished by the manufacturer at a cost of $207,868.00, also in 2004, the engine, transmission and cooling system was replaced. Total upgrades in the past 6 years exceed $235,000.00. Replacement with an equal unit would cost an estimated $600,000.00 with a delivery date sometime in 2008. The investment in upgrades to date justifies repairing the damaged boom and returning the unit to service. This unit will be moved to reserve status after taking delivery of a new aerial ladder that was budgeted in FY 2006 and scheduled for delivery by June 2007. Fleet services would like to initiate the repairs pending approval to proceed and a recommended funding source. RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, MAKING FINDINGS OF CERTAIN FACTS RELATIVE TO THE REPAIR OF THE LADDER ON FIRE UNIT 10LDR AND AUTHORIZING THE CITY MANAGER OR THE MANAGER'S DESIGNEE TO EXECUTE SAID DOCUMENTS AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine is in need of a repair to the ladder on fire unit 10LDR; and WHEREAS, Emergency One, Inc. is the sole source supplier of the parts and Emergency Vehicles of Texas is the only dealer in Texas authorized by Emergency One to repair the ladder; and WHEREAS, Sole source procurements are listed as an exception to the normal bidding procedure under Local Government Code Chapter 252, Subchapter B, Section 252.022 (a) (7) (D). NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Council of the City of Grapevine authorizes purchase of the parts from Emergency One, Inc. estimated to be $50,157.20 and repair of the ladder by Emergency Vehicles of Texas estimated to be $13,342.80. Section 3. That the City Council also authorizes any additional funds necessary to complete the repair upon dismantling of the ladder equipment. Section 4. That the City Manager, or his designee, is authorized to take all steps necessary to consummate the repair. Section 5. That this resolution shall take effect from and after the date of its passage.
