SUBJECT: MAIN STREET FIRE PROTECTION PROJECT DESIGN
SERVICES CONTRACT
RECOMMENDATION:
City Council consider approving an Engineering Services contract with Reed Fire
Protection Engineering in the amount of $130,440.00 for the design of'a fire sprinkler
system for the 300 and 400 blocks of Main Street, authorize staff to execute said
contract, and take any necessary action.
FUNDING SOURCE:
Funds are available in account#200-48930-534-8-000004WA.
BACKGROUND:
The Reed Engineering staff has been working closely with the City Staff to inspect the
buildings in the 300 and 400 blocks of Main Street and ascertain the initial scope of
design and construction necessary to install a fire protection system, including overhead
sprinklers in the two blocks.
This area is the heart of the Historic Downtown Grapevine District, is a major visitor
attraction,;and is irreplaceable.
In light of'recent fires in old historic buildings in the Metroplex and in north Texas, staff
contacted Reed Engineering to develop a plan to address our concerns. In a workshop
with the City Council on February 6, 2007, City and Reed Staff addressed the issues
and noted the magnitude of costs to be expected with this type of project.
Since that workshop, Reed staff have inspected every space except the Masonic Lodge
and the Odd Fellows Facility, have taken measurements, identified the number of levels
of sprinkler system protection that will be needed and have refined the cost estimates.
As soon as they can make contact with the representatives of the two organizations and
inspect the facilities, we will have updated cost estimates for the project.
The contract includes the preliminary measuring work that Reed Engineering has
undertaken over the past weeks as well as the full design and construction support
services necessary to continue with this project.
The contract has provisions whereby the work in Part I, Project Data Collection and Part
II Design Services will be authorized immediately upon approval by the City Council.
The remaining parts of the contract are Part III Comprehensive Plans and
Specifications, Part IV Bidding Services, Part V Construction Period Services, and Part
VI Close Out and Record Drawings. These remaining parts will be authorized by
separate letter from the City Manager after the results of Part I & II, including the refined
costs, have been presented to the Council.
Staff recommends approval.
